Mayor Fish called the City Council Regular Meeting to order at 7 :41 p.m . in the Council Chambers located at 5938 Kauffman Avenue , Temple City . 2. ROLL CALL PRESENT: Councilmember-Man , Sternquist, Yu , Chavez, Fish ABSENT : Councilmember -None ALSO PRESENT: City Manager Cook, City Attorney Murphy, City Clerk Kuo 3. INVOCATION -Jerry Jambazian , owne r of Wonder Cleaners and Draperies , provided the invocation . 4. PLEDGE OF ALLEGIANCE-Boy Scout Troop 161 lead the pledge of allegiance . 5. CEREMONIAL MATTERS -PRESENTATIONS A. LOS ANGELES COUNTY PUBLIC WORKS -EATON WASH BIKE PATH DESIGN Kenneth Hu and Richard Shay, Los Angeles County Public Works , presented the Eaton Wash bike path design . City Council asked questions and commented regarding bike path safety, maintenance, and l ighting . B . YOUTH COMMITTEE MEMBER APPOINTMENT CONFIRMATION Mayor ProTem Chavez gave a brief overview of the Youth Committee . Each Youth Committee members gave a brief self-introduction. Mayor Fish and C ity Council presented newly appointed members with a certificate of appoi ntment and all members received city memorabilia . ,------ City Council Minutes August 20 , 2019 Page 2 of 6 Councilmember Sternquist, on behalf of the San Gabriel Valley Council of Government (SGVCOG), presented C ity Council a token (Gold Line Artwork) to commemorate SGVCOG 's decision to fully fund the Gold Line foothill extension to Pomona . 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA My linh Hamlington , Temple City Children 's Librarian , shared upcoming library activities for the month of September. Steve Stafford , Temple City resident , commented on safety for the Eaton Wash bike path project. 7. CONSENT CALENDAR Mayor Pro T em Chavez made a motion to approve the correction to the meeting minutes and approve the Consent Calendar items . APPROVAL OF MINUTES The City Council is requested to review and approve : 1. Minutes of the Special City Council Meeting of August 6 , 2019 ; and 2 . Minutes of the Regular City Council Meeting of August 6 , 2019 . Action: Approved . B. FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO . 81341 , A FLAG LOT SUBDIVISION AT 5239 ALESSANDRO STREET City Council 's approval of the final map will allow the developer to obtain the building permits and start the construction of a new single-family house on each new parce l. Action : 1. Rev iewed and approved the final subd ivision map fo r Parcel Map No . 81341 ; and 2 . Authorized the City Clerk to certify Parcel Map No . 81341 . AGREEMENT FOR PRINTING AND MAILING SERVICES City Council 's approval of the printing and mailing services agreement w ill ensure fi xed printing costs and service continuity for the CONNECT and RecCONNECT's expedited production and distribution needs . Action : D. VISA CARD REPORT Authorized the City Manager to e xecute a three-year professional services agreement with Ax iom Designs & Printing to print and coordinate the mailing of CONNECT and RecCONNECT at a cost not to exceed $161 ,055. The City Council is requested to review , receive and file the Visa Card Report. Action: Received and f iled . E. ADOPTION OF RESOLUTION NO . 19 -5420 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 20 18-19 The City Council is requested to adopt Resolution No . 19-5420 authorizi ng the payment of bills . Action : Adopted Resolution No . 19-5420 . F. ADOPTION OF RESOLUTION NO . 19-5421 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2019-20 The City Council is requested to adopt Resolution No . 19-5421 authorizing the payment of bills . Action: Adopted Resolution No. 19-5421 . 8. PUBLIC HEARING A. CONTINUE THE PUBLIC HEARING FOR ORDINANCE NO . 19-1036 AMENDING TITLE 9 (ZONING REGULATIONS), CHAPTER 1 OF THE TEMPLE CITY MUNICIPAL CODE , ADOPTING THE TEMPLE CITY ZONING MAP , REPEALING THE DOWNTOWN SPECIFIC PLAN , AND ADOPTING AN ADDENDUM TO THE TEMPLE CITY MID-CENTURY GENERAL PLAN UPDATE AND CROSSROADS SPECIFIC PLAN ENVIRONMENTAL IMPACT REPORT City Manager Cook requested that the City Council to continue the public hearing for th is item until the C ity Council's regular meeting of September 17 , 2019 . Ci ty Council Minutes August 20 , 2019 Page 5 of 6 City Manager C ook gave a brief summary of t he staff report . City Cou nci l made comments an d asked questions regarding traveli ng to Hualien County . Mayor Fish open public comment. Steve Terry , T emp le City Siste r Cities Associat ion , suggested that City explore what Hua l ien County is do ing wi t h their other sister cit ies . City Counci l co ncurred that an y Councilmembers interested in v isit ing Hual ien Cou nty at th e ir ow n expense can do so at anytime . 11 . UPDATE FROM CITY MANAGER -thanked Community Development Director Forbes for filling i n while he was on vacation and commented on City's f in al s ummer events . 12.
