PROCEDURE TO ADDRESS CITY COUNCIL: If you wish to address the City Council,

to the City Clerk. There will be a maximum 30-minute period for comments on any
subject with a 3-minute time limit on each speaker, unless waived by Council. You have
the opportunity to address the City Council at the following times:

the audience wish to discuss any m atters listed on the Consent Calendar, please
address them at this tim e.
Recomm endation: Approve Item s A through G per recommendations.
A. APPROVAL OF MINUTES
The City Council is requested to review and approve:
1. Minutes of the Special City Council Meeting of September 3, 2019; and
2. Minutes of the Regular City Council Meeting of September 3, 2019.
Recommendation: Approve.
B. PLANNING COMMISSION ACTIONS
The City Council is requested to receive and file Actions of the Regular
Transportation and Public Safety Commission Meeting of August 27, 2019.
Recommendation: Receive and file.
C. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS
The City Council is requested to receive and file Actions of the Regular
Transportation and Public Safety Commission Meeting of August 28, 2019.
Recommendation: Receive and file.
D. LEAGUE OF CALIFORNIA CITIES ANNUAL CONFERENCE RESOLUTIONS
The City Council is requested to receive and file the League of California Cities
annual resolutions and approve the voting delegate (Mayor Pro Tem Chavez) and
voting alternate (Councilmember Man) to use their discretion to vote on the
proposed resolutions during the League’s Annual Business Meeting.

Recommendation:
1. Receive and file League of California Cities Annual Conference Resolutions;
and
2. Approve the voting delegate and voting alternate to use their discretion to vote
on the proposed resolutions.
E. CONTRACTUAL AMENDMENT WITH TRANSPO GROUP USA, INC.
The City Council is requested to amend the agreement with Transpo Group USA,
Inc. extending the term to December 31, 2019. The time extension would allow
staff to finalize the parking strategy update.
Recommendation: Approve a contractual amendment with
Transpo Group USA, Inc. that extends the
duration of professional services to December
31, 2019.
F. PETTY CASH AND VISA CARD REPORT
The City Council is requested to receive and file the Petty Cash and Visa Card
Report.
Recommendation: Receive and file.
G. ADOPTION OF RESOLUTION NO. 19-5423 APPROVING PAYMENT OF BILLS
FOR FISCAL YEAR 2019-20
The City Council is requested to adopt Resolution No. 19-5423 authorizing the
payment of bills.
Recommendation: Adopt Resolution No. 19-5423.
8. PUBLIC HEARING
A. INTRODUCTION AND FIRST READING OF ORDINANCE NO. 19 -1036
AMENDING TITLE 9 (ZONING REGULATIONS), CHAPTER 1 OF THE TEMPLE
CITY MUNICIPAL CODE, ADOPTING THE TEMPLE CITY ZONING MAP,
REPEALING THE DOWNTOWN SPECIFIC PLAN, AN D ADOPTING AN
ADDENDUM TO THE TEMPLE CITY MID-CENTURY GENERAL PLAN
UPDATE AND CROSSROADS SPECIFIC PLAN ENVIRONMENTAL IMPACT
REPORT
The City Council is requested to consider a comprehensive update to the City’s
Zoning Code, repealing of the Downtown Specif ic Plan, and the adoption of an
City Council Agenda

addendum to an Environmental Impact Report.
Presentation: Planning Manager
Recommendation:
1. Adopt an Addendum to the Temple City Mid -Century General Plan Update
and Crossroads Specific Plan Environmental Impact Report (EIR) indicating
that there are no substantial changes or impacts that have not been
addressed by the EIR that would require further environmental review;
2. Introduce for first reading by title only and waive further reading of Ordinance
No. 19-1036 which adopts an amended and restated Zoning Code, adopts a
new zoning map, and repeals the Downtown Specific Plan; and
3. Schedule the second reading of Ordinance No. 19 -1036 for October 1, 2019.
