Mayor Fish called the City Counci l Regular Meeting to order at 7 :38 p .m . in the Council Chambers located at 5938 Kauffman Aven ue , Temple City . 2. ROLL CALL PRESENT: Councilme mb er-Man , Sternquist , Yu , Chavez , Fish ABSEN T: Councilmember-None ALSO PRESENT: City Manager Coo k , City Attorney Murphy, City Clerk Kuo 3. INVOCATION -Pastor Darrel Kelty , Community of Christ, provided the invocation . 4. PLEDGE OF ALLEGIANCE-Boy Scout Troop 174 lead the pledge of alleg iance . 5 . CEREMONIAL MATTERS -PRESENTATIONS A. UPDATE ON COYOTE MANAGEMENT IMP LEM ENTATION MEMORANDUM OF UNDERSTANDING Update to be provided at a future meeting . 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Steve Stafford , Temple City residen t , commented on parking near schools and trash left at former Recycle Planet locations in the City. Edward Barrera , F ield Representative with Senator Rubio 's office , introduced himself to the Council. Mr. Barrera will be the City 's contact for the Senator's office from now on . 7. CONSENT CALENDAR Mayor Pro Tern Chavez made a motion to approve the Consent Ca lenda r items with correction to Co nsent Calendar Item 7D (i.e ., changing the Resolution No . approving th e payment of bills for Fiscal Yea r 2019-2020 from 19-5421 to 19-5422). TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS The City Council is requested to receive and file Actions of the Regular P lanning Commission Meeting of August 14 , 2019 . Action : Received and f iled . D. ADOPTION OF RESOLUTION NO . 19-5421 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2019-20 The City Council is requested to adopt Resolution No. 19-5421 authorizing the payment of bills. Action : Adopted Resolution No . 19-5421. 8. PUBLIC HEARING-None 9. UNFINISHED BUSINESS-None 10. NEW BUSINESS A. ACCEPTABILITY OF LIMITED INSURANCE AND INDEMNITY POLICY PROPOSED BY L YFT, INC . IN THE RIDESHARE PARTNERSHIP AGREEMENT BETWEEN L YFT, INC . AND TEMPLE CITY City Council Minutes September 3, 2019 Page 3 of 4 The City Cou nc il is requested to determine Lyft's lim ited indemnity po licy and the level of risk it exposes the Ci ty . City Manager Cook made comments rega rding the rideshare partnership between the Ci ty and Lyft . City Attorney Murphy spoke regarding the indemnity po licy proposed by Lyft, Inc . and briefly o n coverage provided to the City by its insurance carrie r. City Council made comments and asked questions regard ing the i nsurance and indemnity pol icy . Mayor Fish opened public com ment. Steve Stafford , Temple City resident , spoke in favor of City's partnersh i p w ith Lyft and about i nsurance verbiage to hold City harmless . Hearing no further request to speak, Mayor Fish closed pub li c comment. City Cou nc il d irected staff to bring back add it iona l informat ion for Council cons ideratio n at a fu ture meetin g . 11. UPDATE FROM CITY MANAGER -commented regarding mm1mum lot s ize for accessory dwelling units i n the City ; City's obl igation to provide affordab le housi ng ; commun icat ion to residents regarding pavement management;, and invited the pub li c to the moon festival th is weekend . 12 . COUNCILMEMBER STERNQUIST -asked City Attorney to provide Council an update regarding cities and marijuana/ cannabis and thanked Senator Rub io for all that she is doing for the San Gabriel Valley cities. C . COUNCILMEMBER YU-commented regarding the upcom i ng moon fest ival and invited Senator Rubio to the event. D. MAYOR PRO TEM CHAVEZ -commented on the activities of the Youth Committee and the upcoming moon festival. E. MAYOR FISH -commented on the upcoming moon fest ival and Relay for Life . 15 .
