CALL TO ORDER CITY COUNCIL TEMPLE CITY, CALIFORNIA REGULAR MEETING MINUTES AUGUST 6, 2019 AGENDA ITEM ?.A-2. Mayor Fish called the City Council Regular Meeting to order at 7:30 p .m . in the Council Chambers located at 5938 Kauffman Avenue , Temple City. 2. ROLL CALL PRESENT : Councilmember-Man , Sternquist, Yu , Chavez , Fish ABSENT: Councilmember-None ALSO PRESENT: City Manager Cook , City Attorney Murphy , City Clerk Kuo 3. INVOCATION-Pastor Darrel Kelty, Community of Christ , located at 9468 Broadway , led the invocation . 4. PLEDGE OF ALLEGIANCE-Boy Scout Troop 174 led the pledge of allegiance . 5. CEREMONIAL MATTERS-PRESENTATIONS A. TEMPLE CITY CHAMBER OF COMMERCE UPDATE Peter Choi, Chamber PresidenUCEO, provided an update of Chamber activities for the year. 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Myl inh Hamlington , Temple City Children 's Librarian , shared upcoming library activities for the month of August. Steve Stafford , Temple City resident , commented on the City 's Concert in the Park . Lucy Liou, Neighborhood Watch , invited everyone to attend the next meeting on August 22 , at the Live Oak Park . Frank Ruedel, Temple City resident, commented on the Temple City High School 's Class of '59's reunion and the Seabee Veteran 's Reunion com ing up in October . CONSENT CALENDAR City Manager Cook informed City Council that the roll call votes on the July 16 Regular City Council Meeting Minutes were corrected to ref lect actual Council votes for the Publ ic Hearing 8A "Zoning Code Upda te ", continuing the public hearing date to August 20 . Councilmember Yu made a motion to approve the correction to the meeti ng minutes and approve the Cons ent Calendar items . ADOPTION OF RESOLUTION NO . 19-5417 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2018-19 The City Council is requested to adopt Resolution No . 19-5417 authorizing the payment of bills . ADOPTION OF RESOLUTION NO . 19-5418 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2019-20 The City Council is requested to adopt Resolution No . 19-5418 authorizing the payment of bills . TEMPLE CITY CHAMBER OF COMMERCE City Council is requested to review actions pertaining to the Chamber of Commerce 's annual serv ice agreement and proposed office relocation to the Council Chambers building . City Manager Cook remarked on the Chamber of Commerce service agreement and the proposed office relocation . Management Ana lyst Chan gave a brief summary of the staff report. City Council asked questions regarding the Chamber of Commerce annual agreement and relocation . Mayor Fish opened public comment. Jerry Jambazian , Temple City business owner, shared with the C ity Council a newspaper for Temple City from the 1960s and he also commented on the proposed Chamber of Commerce agreement. Frank Ruedel , Temple City resident , commented on a Chamber of Commerce event on tax preparation . City Council Minutes August 6 , 2019 Page 4 of 7 Peter Choi , Temple City Chamber of Commerce President/CEO , remar ked on a publ ic comment made from a member of the public regarding Chamber of Commerce . He also commented on the proposed lease agreement and annual service agreement. Steve Stafford , Temple City resident , shared that Chamber of Commerce used to provide maps of the City and business directories to the public. Hearing no further request to speak , Mayor Fish closed public comment. City Council made comments regarding the lease agreement and annual service agreement. Counc ilmember Yu made a motion to : 1. Approve a one-year, $70 ,000 professional services agreement with the Temp le City Chamber of Commerce for business promotion and public information services , with amendment i n Sect ion 3 and Section 4 of the agreement (i.e ., removing "City Manager" from Section 3 line 4 and Section 4 line 5) so that only C ity Council can make any changes to the agreement; 2. Approve a three-year lease agreement with the Temple City Chamber of Commerce for office space with i n the Council Chambers building , effective October 1, 2019 ; and 3 . Appropriate $26 ,400 from the General Fund for necessary building improvements associated with the aforementioned lease . Seconded by Councilmember Man and carried by the following votes : AYES : NOES : ABSTAIN : ABSENT : Councilmember-Man , Yu , Sternquist , Chavez , Fish Counci lmember-None Counci lmember -None Councilmemb er-None B. CONSIDERATION OF CALLING A SPECIAL MUNICIPAL ELECTION FOR VOTER APPROVAL OF A PARCEL TAX TO FUND STREET AND SAFETY IMPROVEMENTS The C ity Council is requested to discuss calling a Special Municipal Election to submit to the voters for consideration a parcel tax measure to fund street and safety im provements in the City . City Manager Cook gave a brief overv iew of the City's Pavement Management Plan and a summary of th e staff report . City Counc il Minutes August 6 , 2019 Page 5 of 7 C ity Council made comme nts and asked questions regarding the City 's road cond ition and cost for future maintenan ce of the City's roads. Mayor Fish opened public comment. Steve Stafford , Temple City resident , spoke in favor of add in g the measure to the March 2020 election to allow staff more time to outreach to the community. Carl Blum , Temple City resident, commented on the need to maintain the C ity's infrastructure . He encouraged City Council to move forward with the proposed measure including an i nflat ion component to a future election. Hearing no further request to speak , Mayor Fish closed publ ic comment. City Counci l directed staff to prepa re a parcel tax measure for the March 2020 election 11. UPDATE FROM CITY MANAGER -announced that Rosemead Boulevard will be c losed for resurfacing this mo nth . He invited the public to the National Night Out, Concerts in the Pa rk , and the Moon Festival. He also shared that the schoo l district ha s appropriated money to assist with the cost of providing crossing guards at va rious school locations . 12. UPDATE FROM CITY ATTORNEY -Non e 13. COUNCILMEMBER MAN-commented on the National Night Out event and an upcoming Chamber of Commerce event. D. MAYOR PROTEM CHAVEZ-None E. MAYOR FISH --shared that Contract Cities ' Executive meeting will take place at Bist ro Na in our City . She also commented on the Relay for Life event in October. 15.
