COMMUNITY DEVELOPMENT DEPARTMENT MEMORANDUM DATE : Oct obe r 1, 2019 TO : The Hono rable City Counci l FROM : Brya n Cook, Ci ty Manage r By : A sh ley Avery , Ma nagement Analyst SUBJECT: UPDATE BY THE SAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS REGARDING THE MEMORANDUM OF AGREEMENT FOR PARTICIPATION IN THE COYOTE MANAGEMENT IMPLEMENTATION PLAN RECOMMENDATION : The City Co unc il is re qu e sted to co nsid er info rmatio n p rese nted by t he Sa n Gab rie l V a ll ey Cou ncil of Governme nts (SGVCOG) in rega rds to the Memorandum of Ag reement (MOA) with SGV COG fo r parti c ipation in the re gi o nal Coyote Management Implementation Plan . BACKGROUND: 1. In early 20 19 , SGVCOG created t he Coyote Management T ask Force to address th e increasing co ncerns of huma n-coyote contact througho ut the San Gabriel V alley . 2 . I n J uly of 20 19 , t he Coyote Management T ask Force deve lo ped the MOA for Participation in th e Coyote Management Implementation Pla n . Through this agreeme nt, SGVCOG wou ld s e rv e as a n entity to prov ide informatio na l coyot e pub lic outreach an d education to reside nts , promote effective human-coyote conflict m it igation st rateg ies , an d s up port a w i ldli fe repo rt ing and response system . 3 . Du r ing t he City Co unci l Meetin g o n Au gust 20 , 20 19 , Ci ty Counci l requested that a representative f rom t he SGVCOG p resent add itiona l in formation regarding the MOA. City Counci l October 1, 2019 Page 2 of 2 ANALYSIS : The Coyote Management Plan Implementation MOA was presented to City Council on Aug ust 20 , 2019. Ci ty Council wanted to know more detai ls about the MOA and directed to staff to have SGVCOG to explai n the details of the MOA and answer any questions that City Council may have about it. Nei th er Temple City, nor the San Gabrie l V a ll ey Humane Society have th e resources to hand le coyote activity. Participating in the MOA with SGVCOG will provide Temple City residents with a resource for information , a hotline to report coyote related incidences, and coyote tracking data . A representa ti ve from SGVCOG staff will be providing additional details on the services included in the MOA. CITY STRATEGIC GOALS: Participating in the Coyote Management Implementatio n Plan with SGVCOG is consistent wit h th e City Strategic Goals of Good Governance , Public Health and Safety, and Citizen Education and Communication.
