PROCEDURE TO ADDRESS CITY COUNCIL: If you wish to address the City Council,
please complete a Speaker Request Form, indicating the agenda item number and submit it
to the City Clerk. There will be a maximum 30-minute period for comments on any
subject with a 3-minute time limit on each speaker, unless waived by Council. You have
the opportunity to address the City Council at the following times:
• AGEND A ITEM: at the time the Council considers the agenda item;
• NON-AGENDA ITEM: at the time for PUBLIC COMMENTS. Please note that while
the City Council values your comments, pursuant to the Brown Act, the Council cannot
take action on any item not listed on the agenda; and
• PUBLIC HEARING: at the time for public hearings under PUBLIC HEARING.
The listing of any item on the agenda includes the authority of the Council to
take action on such item and to approve, disapprove, or give direction on any item.

the audience wish to discuss an y m atters listed on the Consent Calendar, please
address them at this tim e.
Recomm endation: Approve Item s A through E per recommendations.
A. APPROVAL OF MINUTES
The City Council is requested to review and approve:
1. Minutes of the Special City Council Meeting of September 17, 2019;
2. Minutes of the Regular City Council Meeting of September 17, 2019; and
3. Minutes of the Special City Council Meeting of September 25, 2019.
Recommendation: Approve.
B. PLANNING COMMISSION ACTIONS
The City Council is requested to receive and file Actions of the Regular Planning
Commission Meeting of September 10, 2019.
Recommendation: Receive and file.
C. APPROVAL OF PERMIT FOR USE OF THE LOS ANGELES COUNTY PARKING
LOT, LOCATED AT 5939 GOLDEN WEST AVENUE, FOR THE 2019 FALL
FESTIVAL AND CLASSIC CAR SHOW
Approval of the permit for use of the Los Angeles County Library parking lot will
allow the City to use the parking lot adjacent to the library at 5939 Golden West
Avenue for the 2018 Fall Festival and Car Show.
Recommendation: Approve the permit for use of the Los Angeles
County Library parking lot for the 2019 Fall
Festival and Classic Car Show and authorize
staff to execute.
D. FIRST AMENDMENT TO AGREEMENT WITH UNITED MAINTENANCE
SYSTEMS FOR CITYWIDE JANITORIAL SERVICES
The City Council is requested to approve the amendment to the agreement with
United Maintenance Systems to increase the number of schedule service days
due to the increased use of City facilities.

Recommendation: Authorize the City Manager to execute a
contractual first amendment to the agreement
with United Maintenance Systems for Citywide
Janitorial Services.
E. ADOPTION OF RESOLUTION NO. 19-5424 APPROVING PAYMENT OF BILLS
FOR FISCAL YEAR 2019-20
The City Council is requested to adopt Resolution No. 19-5424 authorizing the
payment of bills.
Recommendation: Adopt Resolution No. 19-5424.

9. UNFINISHED BUSINESS
A. UPDATE BY THE SAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS
REGARDING THE MEMORANDUM OF AGREEMENT FOR PARTICIPATION IN
THE COYOTE MANAGEMENT IMPLEMENTATION PLAN
The City Council is requested to consider the information presented by the San
Gabriel Valley Council of Governments regarding entering into a Memorandum of
Agreement for participation in the regional Coyote Management Implementation
Plan.

Recommendation: Consider information presented by the San
Gabriel Valley Council of Governments
(SGVCOG) in regards to the Memorandum of
Agreement with SGVCOG for participation in
the regional Coyote Management
Implementation Plan.
