Hi Dianne,
That PVC pipe from the pool at 1105, as of last night is still on the property at 1107. The atty for the house is not
pleased with the lack of response from the GC on this since he is in violation of draining onto a neighboring property.
Can you please follow up with Cramer today, and site him if he was warned of consequences earlier in the week and
failed to comply. We have had to endure over a year of his poor site management on that job and he needs to
understand that my client does not accept how he and his subs treat adjoining properties that we represent. If it is
not removed by the pool vendor or Cramer himself this morning; I will have it removed or cut off by 4pm.

Carrie,
Ray left a message for Jeff Cramer. Jeff had the pool contractor call Ray. I don't know if the drain was removed this
morning or earlier than that. This may have been a case of not wanting to ruin the PVC pipe by cutting it since it was
only being used temporarily. The contractor knows he should not have drained to the neighbor's lot and that he can't
do it again. Since we got more rain this morning, I'm headed out shortly and will stop by the site to confirm his
understanding.

Thanks for getting back with me so quickly! It was there as of Sat at 4pm, did they remove first thing this morning?
I have not been there this morning yet, but seems like it probably would still be in place since the photos were taken
over the weekend. Can you confirm with Cramer on this and what he is allowed to do for draining, etc? Mr. Chamblee
is very much against the draining being directed to the properties we manage.

Good Morning Diane,
I hope this email finds you well. Attached please find a couple of photos of what looks like possibly a discharge pipe
from the adjacent property at 1105 D Bay that appears to be some sort of backflow or drain for the new pool that is
being installed. My client, John Chamblee has asked me to find out what this pipe is for, and if it will be draining on
the property that we represent at 1107 Bay, 1111 Bay, or at 1105 C Bay. If so, he wants it removed immediately and
does not authorize adjacent neighbor to drain their pool or direct drainage from their site onto the 1107, 1111, or
1105 C grounds. Can you please look into this issue for me and let me know what this pipe is for and if this email can
serve as a formal request to have it relocated asap.

Dear Ms. Otto:
I have reviewed the revised plans for the above referenced site. My review is limited to drainage
issues and land disturbing activities. I have not attempted to duplicate the work of the Planning
Commission or City staff with regard to setbacks, density or other zoning or subdivision regulation
issues.
Within the scope of my design review, to the best of my knowledge and belief, it is my opinion
that this drainage plan meets the requirements of the Land Development Code of the City of
Tybee Island. Any recommendations do not relieve the project of the requirement to obtain any
other required permits, approvals, etc... by any other governmental body or authority having
jurisdiction over any portion of this project
Please advise when revised plans are available for my review..

Also, while the proposed pavers stop at the west property line and the existing are shown to extend west of the west

SITE NARRATIVE AND SITE CONDITIONS
The existing site contains an existing structure and pool with a gazebo with few trees and the
ground is generally fiat with slopes between 0 percent and 2 percent. The proposed project will
be the demolition of the existing pool and construction of a new pool as well as the relocation of
the existing gazebo.
The total site is approximately 0.76 acres (as per SAGES) with the new project being
approximately 0.06 acres disturbed.
Detention will not be required for this project.
The soils in this area have been classified by the Soil Conservation Service as being Cub
( Coastal Beach ).
PRE DEVELOPMENT SITE CONDITIONS
The existing site consists of several drainage areas but for the purpose of this report, only the
drainage area that contains the pool is being considered_ The existing drainage area consists of
0.50 acres and drains predominantly to western side of the site.
POST DEVELOPMENT SITE CONDITIONS
The proposed drainage area is the same in size and pattern from the existing drainage area.
ANALYSIS METHOD
The only analysis method used for this project was to calculate the Cw factors of the existing
drainage and pool versus that of the new drainage area and pool. The new Cw factor is less than
the existing because the pool deck is being changed from concrete to pavers.
Due to this decrease in the Cw factor, the run -off for the new pool will be less than the existing.

Land Development Code, Article 3, General Provisions
Section 3 -190. Swimming pool requirements and placement.
All swimming pools, spas, and saunas shall comply with the following requirements:
(A) Application for a permit to construct a swimming pool, spa, or sauna must be su
building official prior to the issuance of a permit and the beginning of construction
engineer will be required unless the city staff determines that due to the size, method of con
pool, spa, or sauna, a drainage plan is unnecessary under the circumstances.
(B) Swimming pools, spas, and saunas and supporting electrical and mechanical equipment may be located in either the side or rear yard and shall be at least five feet
from the property line.
(C) Swimming pool, spa; and sauna construction must meet all requirements of the codes adopted by the City of Tybee Island.
(D) Once a swimming pool, spa, or sauna and its accessories have passed a final inspection it shall be a violation of this ordinance to remove or alter any of the
equipment that is required by: the International Residential Code — Appendix G, the International Building Code — Section 3109, the National Electrical Code, and
the Georgia State Amendments. Failure to maintain the safety related and/or electrical equipment in good and working order shall constitute a violation of this
ordinance.
(E) No swimming pools, spas, or saunas shall be placed across, on, or beneath any utility easements nor shall any utility easement be granted which bisects a
swimming pool, nor be located within five (5) feet of any marsh buffers as delineated by the Georgia Department of Natural Resources.
(F) When a swimming pool, its deck, or other accessory to a swimming pool is proposed for construction on a site that has already been improved, the swimming pool
plans and permit application will be reviewed by the City Engineer.
(a) If there is an approved drainage plan for the site the City Engineer will review the plans for the swimming pool, deck and accessory structure to ensure that
the proposed improvements will not materially affect the drainage of the site. If they will materially affect the drainage of the site the applicant will have to
have a drainage plan prepared by a design professional before a permit for the swimming pool, deck or accessory will be issued.
(b) If the site was improved without a drainage plan, the City Engineer will review the pool plans and permit application to ensure that the swimming pool, deck
or accessory structure will not increase the amount of run -off leaving the site.
(G) Any permit for a swimming pool is required to contain a soil and erosion plan for the proposed site prior to the issuance of a permit and commencement of any
construction related activity. (Code as amended 10/28/2010)
