Mayor Vandernail called the meeting to order at 6:05pm.
1. Rollcall: Mayor Philip Vandernail; Mayor Pro-Tem Eileen Waldow; Trustees; Andy
Miller, Herb Meyring and Katie Soles
2. Approval of Agenda:
Trustee Soles moved, and Trustee Waldow seconded the motion to approve the
agenda. Motion carried: 5-0
3. Consent Agenda
a) Minutes October 2, 2019
Trustee Miller moved, and Trustee Soles seconded the motion to approve the consent
agenda. Motion carried: 5-0
4. Discussion and Possible Action Regarding:
a) East Grand Fire District Request for Resolution of Support
Trustee Meyring moved, and Trustee Miller seconded the motion to support the East
Grand Fire District revenue stabilization ballot question election. Motion carried: 3-2

5. Open Forum
a) Business not on the agenda
Grand Beginnings — Maegan Lokteff, Executive Director from Grand Beginnings
presented to the Board her annual update and thanked the Board for their continued
support. She highlighted various programs they offer and discussed the need for more
child care in the County. TM Jeff Durbin mentioned that the 2020 Budget does included
support for Grand Beginnings.

6. Updates:
Preliminary 2020 Budget was provided to the Town Board on October 10, 2019.
7. Executive Session: #1
For a conference with the Town Attorney for the purpose of receiving legal advice on
specific legal questions under C.R.S. Section 24-6-402(4) (b) and for the purpose of
determining positions relative to matters that may be subject to negotiations, developing
strategy for negotiations, and/or instructing negotiators, under C.R.S. Section 24-6-
402(4)(e) regarding litigation
Trustee Miller moved, and Trustee Soles seconded the motion to enter the executive
session at 7:02 p.m. Motion carried: 5-0.
Trustee Soles moved, and Trustee Miller seconded the motion to exit the executive
session at 7:21 p.m. Motion carried: 5-0.
Attorney's Opinion Required by C.R.S. 24-6-402(2)(d.5)(II)(B). As the attorney
representing the To - of Fraser, I am of the opinion that the entire executive session,
which was not orded, constituted a privileged attorney-client communication.

Trustee Soles moved, and Trustee Miller seconded the motion to enter the executive
session at 7:22 p.m. Motion carried: 5-0.
Trustee Miller moved, and Trustee Waldow seconded the motion to exit the executive
session at 7:50 p.m. Motion carried: 5-0.
