Mayor Fish called the City Council Regular Meeting to order at 7:35 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: ABSENT: ALSO PRESENT: Councilmember -Man, Sternquist, Yu, Chavez, Fish Councilmember -None City Manager Cook, City Attorney Murphy, City Clerk Kuo 3. INVOCATION -Pastor Darrel Kelty, Community of Christ, located at 9468 Broadway, provided the invocation. 4. PLEDGE OF ALLEGIANCE -Boy Scouts from Troop 174 and 161 led the pledge of allegiance. 5. CEREMONIAL MATTERS-PRESENTATIONS A. TEMPLE CITY LIBRARY BOOKMARK CONTEST WINNERS Mylinh Hamlington, Temple City Library Children's Librarian, gave a brief introduction of the library's bookmark contest. Mayor Fish and Councilmembers presented certificates of recognition to the contest winners. C. U.S. CENSUS PRESENTATION Daniel Lee, U.S. Census Bureau Partnership Specialist, remarked on the upcoming 2020 Census. 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Helen Romero Shaw, West San Gabriel Valley Southern California Gas Company, requested that City Council consider adopting a Balance Energy resolution to support keeping natural gas as an energy source instead of eliminating natural gas from consumers. City Council Minutes December 3, 2019 Page 2 of 7 Michael John Martinez, Temple City resident, spoke in support of the city adopting a Balance Energy resolution. Steve Stafford, Temple City resident, commented on coyotes and homeless in the city. 7. CONSENTCALENDAR City Manager Cook pulled Consent Calendar Item C "LOS ANGELES COUNTY LIBRARY LEASE AGREEMENT" for clarification from City Attorney Murphy. Mayor Pro Tern Chavez made a motion to approve the remainder of the Consent Calendar Items. Seconded by Councilmember Man and carried by the following votes: AYES: NOES: ABSTAIN: Councilmember -Man, Sternquist, Yu, Chavez, Fish Councilmember -None Councilmember -None C. LOS ANGELES COUNTY LIBRARY LEASE AGREEMENT Los Angeles County Library officials are requesting to lease City owned buildings located at 9050 Las Tunas Drive and 9167 La Rosa Drive for temporary library operations and storage uses. City Attorney Murphy stated that the Los Angeles County (County) Real Estate Department requested two changes to the lease agreement. The County is requesting that the City Council waive their requirement to give the City a 60 day notice (as required by statute) when acquiring by lease, purchase, sell, or do construction on a property within the city; and to eliminate Section #9 of the agreement relating to possessory user tax since the City does not pay tax on the property. City Attorney Murphy recommends that City recommendation and include the two requests from Department. Council adopts staff's the County Real Estate Mayor Pro Tern Chavez made a motion to authorize the City Manager to execute a lease agreement with Los Angeles County Library for temporary library operations and storage uses at City-owned property located at 9050 Las Tunas Drive and 9167 La Rosa Drive with elimination of Section 9 in the agreement, and direct staff to bring back a resolution to waive the 60 day notice at the next meeting. Minutes of the Regular City Council Meeting of November 19, 2019. Action: Approve. B. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS The City Council is requested to receive and file Actions of the Regular Transportation and Public Safety Commission Meeting of November 13, 2019. Action: Received and filed. D. SECOND READING AND ADOPTION OF ORDINANCE NO. 19-1036 AMENDING TITLE 9 (ZONING REGULATIONS), CHAPTER 1 OF THE TEMPLE CITY MUNICIPAL CODE, ADOPTING THE TEMPLE CITY ZONING MAP, REPEALING THE DOWNTOWN SPECIFIC PLAN, AND ADOPTING AN ADDENDUM TO THE TEMPLE CITY MID-CENTURY GENERAL PLAN UPDATE AND CROSSROADS SPECIFIC PLAN ENVIRONMENTAL IMPACT REPORT The City Council is requested to adopt the ordinance to update the current Zoning Code; adopt a new Zoning Map; repeal the Downtown Specific Plan; and adopt the Addendum to the Temple City Mid-Century General Plan Update and Crossroads Specific Plan Environmental Impact Report. Action: Adopted Ordinance No. 19-1036 amending Title 9 (Zoning Regulations), Chapter 1 of the Temple City Municipal Code, adopting the Temple City Zoning Map, repealing the Downtown Specific Plan, and adopting an addendum to the Temple City Mid-Century General Plan Update and Crossroads Specific Plan Environmental Impact Report. E. FISCAL YEAR (FY) 2019-20 FIRST QUARTER FINANCIAL STATUS REPORT The report updates the City Council on the status of the City's financial activities for the first quarter of FY 2019-20. Action: Received and filed the First Quarter FY 2019- City Council Minutes December 3, 2019 Page 4 of 7 20 (i.e., July -September 2019) Financial Status Report and approve the budget amendments. F. ADOPTION OF RESOLUTION NO. 19-5437 ADOPTING REVISED SALARY RANGES FOR UNREPRESENTED PART-TIME CLASSIFICATIONS IMPLEMENTING MINIMUM WAGE EFFECTIVE ON JANUARY 1, 2020 AND CONSOLIDATION OF PART-TIME RECREATION CLASSIFICATIONS The approval of Resolution 19-5437 will comply with the State's new minimum wage law effective on January 1, 2020 and approves the consolidation of certain Recreation part-time positions that will allow staffing flexibility. Action: 1. Adopted Resolution No. 19-5437, adopting salary ranges for unrepresented part-time classifications implementing the minimum wage effective on January 1, 2020; 2. Approved the consolidation of the Recreation part-time positions; 3. Approved the job description for the new Recreation Leader classifications; and 4. Approved a FY 2019-20 budget amendment of $6,370 for the additional fiscal impact in the General Fund Parks and Recreation Department, #01-940. G. ADOPTION OF RESOLUTION NO. 19-5438 APPROVING PAYMENT OF BILLS FOR OCTOBER 21, 2019 TO NOVEMBER 5, 2019 FOR FISCAL YEAR 2019-20 The City Council is requested to adopt Resolution No. 19-5438 authorizing the payment of bills. Action: Adopted Resolution No. 19-5438. 8. PUBLIC HEARING A. SECOND READING AND ADOPTION OF ORDINANCE 19-1037 AMENDING TITLE 7 BY ADOPTING BY REFERENCE THE 2020 LOS ANGELES COUNTY BUILDING CODE (TITLE 26), ELECTRICAL CODE (TITLE 27), PLUMBING CODE (TITLE 28), MECHANICAL CODE (TITLE 29), RESIDENTIAL CODE (TITLE 30), EXISTING BUILDING CODE (TITLE 33), 2019 CALIFORNIA GREEN BUILDING STANDARDS CODE, AND 2018 INTERNATIONAL SWIMMING POOL AND SPA CODE WITH CERTAIN AMENDMENTS, ADDITIONS AND DELETIONS State law requires local governments to enforce California Title 24 (the State's City Council Minutes December 3, 2019 Page 5 of 7 Building Codes which originate from the International Code Council and the International Association of Pluming and Mechanical Officials). City Council is requested to adopt the Los Angeles County Building Codes by reference. Interim Community Development Director Reimers gave a brief summary of the staff report. Mayor Fish opened public hearing. Hearing no request to speak, Mayor Fish closed public hearing. Councilmember Yu made a motion to read by title only and waive further reading of Ordinance 19-1037 adopting by reference and amending the 2020 Los Angeles County Building, Electrical, Plumbing, Mechanical, Residential and Existing Building Codes, 2019 California Green Building Standards Code and the 2018 International Swimming Pool and Spa Code. Seconded by Councilmember Sternquist and carried by the following votes: AYES: NOES: ABSTAIN: ABSENT: Councilmember -Man, Sternquist, Yu, Chavez, Fish Councilmember -None Councilmember -None Councilmember -None 9. UPDATE FROM CITY MANAGER-announced upcoming Lights on Temple City this Friday and shared that the City Council's Audit Standing Committee will be meeting in December. 12. UPDATE FROM CITY ATTORNEY -shared that he and staff will provide a summary of legislations pertinent to the City at a future meeting. 13. COUNCILMEMBER STERNQUIST -shared that Letters to Santa will be collected at Lights on Temple City and requested Council to consider establishing a Council Ad Hoc to discuss possible uses for City property located at 9050 Las Tunas Drive (i.e., former Chamber of Commerce property). C. COUNCILMEMBER YU -looking forward to Lights on Temple City and commented on the upcoming 2020 Census. D. MAYOR PRO TEM CHAVEZ-looking forward to Lights on Temple City. E. MAYOR FISH -commented on Lights on Temple City and Holiday Home; Business Decoration Contest; and the 2020 Census outreach. 15. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Jerry Jambazian, Temple City business owner, asked for an update for the Primrose Park project.
