REGULAR MEETING MINUTES
DECEMBER 3, 2019
1. CALL TO ORDER
Mayor Fish called the City Council Regular Meeting to order at 7:35 p.m. in the Council Chambers
located at 5938 Kauffman Avenue, Temple City,
2. ROLL CALL
PRESENT: Councilmember —Man, Sternquist, Yu, Chavez, Fish
ABSENT: Councilmember—None
ALSO PRESENT: City Manager Cook, City Attorney Murphy, City Clerk Kuo
3. INVOCATION
—Pastor Darrel Kelty,
Community of Christ,
located at 9468 Broadway,
provided the
invocation.
4. PLEDGE OF ALLEGIANCE —Boy Scouts from Troop 174 and 161 led the pledge of allegiance.
5. CEREMONIAL MATTERS —PRESENTATIONS
A. TEMPLE CITY LIBRARY BOOKMARK CONTEST WINNERS
Mylinh Hamlington, Temple City Library Children's Librarian, gave a brief introduction of the
library's bookmark contest.
Mayor Fish and Councilmembers presented certificates of recognition to the contest winners.
C. U.S. CENSUS PRESENTATION
Daniel Lee, U.S. Census Bureau Partnership Specialist, remarked on the upcoming 2020 Census.
6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Helen Romero Shaw, West San Gabriel Valley Southern California Gas Company, requested that
City Council consider adopting a Balance Energy resolution to support keeping natural gas as an
energy source instead of eliminating natural gas from consumers.
Michael John Martinez, Temple City resident, spoke in support of the city adopting a Balance
Energy resolution.
Steve Stafford, Temple City resident, commented on coyotes and homeless in the city.
7. CONSENT CALENDAR
City Manager Cook pulled Consent Calendar Item C "LOS ANGELES COUNTY LIBRARY LEASE
AGREEMENT" for clarification from City Attorney Murphy.
Mayor Pro Tem Chavez made a motion to approve the remainder of the Consent Calendar Items.
Seconded by Councilmember Man and carried by the following votes:

C. LOS ANGELES COUNTY LIBRARY LEASE AGREEMENT
Los
Angeles County
Library officials are requesting to lease City owned
buildings located at 9050
Las
Tunas Drive and
9167 La Rosa Drive for temporary library operations
and storage uses.
City Attorney Murphy stated that the Los Angeles County (County) Real Estate Department
requested two changes to the lease agreement. The County is requesting that the City Council
waive their requirement to give the City a 60 day notice (as required by statute) when acquiring by
lease, purchase, sell, or do construction on a property within the city; and to eliminate Section #9
of the agreement relating to possessory user tax since the City does not pay tax on the property.
City Attorney Murphy recommends that City Council adopts staff's recommendation and include
the two requests from the County Real Estate Department.
Mayor Pro Tem Chavez made a motion to authorize the City Manager to execute a lease
agreement with Los Angeles County Library for temporary library operations and storage uses at
City -owned property located at 9050 Las Tunas Drive and 9167 La Rosa Drive with elimination of
Section 9 in the agreement, and direct staff to bring back a resolution to waive the 60 day notice
at the next meeting. Seconded by Councilmember Sternquist and carried by the following votes:

D. SECOND READING AND ADOPTION OF ORDINANCE NO. 19-1036 AMENDING TITLE 9
(ZONING REGULATIONS), CHAPTER 1 OF THE TEMPLE CITY MUNICIPAL CODE,
ADOPTING THE TEMPLE CITY ZONING MAP, REPEALING THE DOWNTOWN SPECIFIC
PLAN, AND ADOPTING AN ADDENDUM TO THE TEMPLE CITY MID-CENTURY GENERAL
PLAN UPDATE AND CROSSROADS SPECIFIC PLAN ENVIRONMENTAL IMPACT REPORT
The
City Council
is requested to adopt the ordinance to update
the current Zoning Code; adopt a
new
Zoning Map;
repeal the Downtown Specific Plan; and adopt
the Addendum to the Temple City
Mid -Century
General Plan Update and Crossroads Specific Plan
Environmental Impact Report.

E. FISCAL YEAR (FY) 2019-20 FIRST QUARTER FINANCIAL STATUS REPORT
The report updates the City Council on the status of the City's financial activities for the first
quarter of FY 2019-20.
Action: Received and filed the First Quarter FY 2019-20 (i.e.,
July — September 2019) Financial Status Report and
approve the budget amendments.
F. ADOPTION OF RESOLUTION NO. 19-5437 ADOPTING REVISED SALARY RANGES FOR
UNREPRESENTED PART-TIME CLASSIFICATIONS IMPLEMENTING MINIMUM WAGE
EFFECTIVE ON JANUARY 1, 2020 AND CONSOLIDATION OF PART-TIME RECREATION
CLASSIFICATIONS
The approval of Resolution 19-5437 will comply with the State's new minimum wage law effective
on January 1, 2020 and approves the consolidation of certain Recreation part-time positions that
will allow staffing flexibility.
Action:
1. Adopted Resolution No. 19-5437, adopting salary ranges for unrepresented part-time
classifications implementing the minimum wage effective on January 1, 2020;
2. Approved the consolidation of the Recreation part-time positions;
3. Approved the job description for the new Recreation Leader classifications; and
4. Approved a FY 2019-20 budget amendment of $6,370 for the additional fiscal impact in the
General Fund Parks and Recreation Department, #01-940.

PUBLIC HEARING
A. SECOND READING AND ADOPTION OF ORDINANCE 19-1037 AMENDING TITLE 7 BY
ADOPTING BY REFERENCE THE 2020 LOS ANGELES COUNTY BUILDING CODE (TITLE 26),
ELECTRICAL CODE (TITLE 27), PLUMBING CODE (TITLE 28), MECHANICAL CODE (TITLE 29),
RESIDENTIAL CODE (TITLE 30), EXISTING BUILDING CODE (TITLE 33), 2019 CALIFORNIA
GREEN BUILDING STANDARDS CODE, AND 2018 INTERNATIONAL SWIMMING POOL AND
SPA CODE WITH CERTAIN AMENDMENTS, ADDITIONS AND DELETIONS
State law requires local governments to enforce California Title 24 (the State's Building Codes
which originate from the International Code Council and the International Association of Pluming
and Mechanical Officials). City Council is requested to adopt the Los Angeles County Building
Codes by reference.

Interim Community Development Director Reimers gave a brief summary of the staff report
Mayor Fish opened public hearing. Hearing no request to speak, Mayor Fish closed public
hearing.
Councilmember Yu made a motion to read by title only and waive further reading of Ordinance
19-1037 adopting by reference and amending the 2020 Los Angeles County Building, Electrical,
Plumbing, Mechanical, Residential and Existing Building Codes, 2019 California Green Building
Standards Code and the 2018 International Swimming Pool and Spa Code. Seconded by
Councilmember Sternquist and carried by the following votes:

uses for City property located at 9050 Las Tunas Drive (i.e., former Chamber of Commerce
property).
C. COUNCILMEMBER YU —looking forward to Lights on Temple City and commented on the
upcoming 2020 Census.
D. MAYOR PRO TEM CHAVEZ —looking forward to Lights on Temple City.
E. MAYOR FISH —commented on Lights on Temple City and Holiday Home; Business Decoration

Jerry Jambazian, Temple City business owner, asked for an update for the Primrose Park project.
