Home My Public Portal About20120830 budget work session1 MINUTES OF THE COUNCIL WORK SESSION (BUDGET COMMITTEE) AUGUST 30, 2012 CALL TO ORDER The Council Budget Committee Work Session meeting of August 30, 2012, was convened at 5:37 p.m. by Councilman Ralph Bray, Finance Committee Vice Chairman. ATTENDANCE The following Council Members were present when the meeting convened: Present: Bray, Henry Luebbert, Mihalevich, Prather, Scrivner, and Weber Absent: *Carroll (arrived at 5:40 p.m.), Pope, and Schulte A quorum was present. DISCUSSION OF AGENDA ITEMS The Committee took the following actions regarding proposed reductions in various City departments. Airport (presented previous to the August 28 meeting, but not acted upon): Councilman Bob Weber made a motion to go ahead and approve the proposed reduction of $42,000 for the airport as previously presented to the Council, seconded by Councilman Bob Scrivner, and approved unanimously. Fire Department: Councilman Bob Weber made a motion, seconded by Councilman Larry Henry, to add $30,000 back to the Buildings and Grounds Maintenance line item, for a total reduction of $50,000. *Councilwoman Carrie Carroll arrived at this point in the meeting (5:40 P.M.). 2 MINUTES OF THE COUNCIL WORK SESSION (BUDGET COMMITTEE) AUGUST 30, 2012 Following discussion, a motion to amend was made by Councilman Rick Prather to change the $30,000 to $15,000 making the total reduction $35,000, seconded by Councilman Rick Mihalevich. The motion was approved with Council Members Carroll, Henry, and Weber voting "Nay." The original motion, as amended, was then approved unanimously. Police Department: A motion was made by Councilman Bob Weber to restore $100,000 for overtime, pro -rated accordingly to each line item within the Police Department's budget for overtime, seconded by Councilwoman Carrie Carroll, and approved unanimously. Non - Departmental: A motion was made by Councilwoman Carrie Carroll to restore funds to meet all grant obligations, and also to restore all other Non - Departmental funding which was proposed for reduction, seconded by Councilman Bob Weber. Following discussion, Councilwoman Carroll withdrew her motion, and Councilman Weber withdrew his second. Councilman Bob Weber moved to restore $85,000 to the Non - Departmental budget, seconded by Councilman Rick Prather, and approved unanimously. No actions were taken regarding the reductions proposed by the remainder of the departments. ADDITIONAL REDUCTIONS Mayor and City Council — A motion was made by Councilman Rick Mihalevich to reduce the Mayor and City Council budget's "Contractual Services" line item from $5,700 to $700. The motion was seconded by Councilman Rick Prather, and approved unanimously. One -Time Infrastructure Projects — Councilwoman Carrie Carroll moved to reduce the one -time infrastructure projects by eliminating all of them, seconded by Councilman Bob Weber, and approved unanimously. 3 MINUTES OF THE COUNCIL WORK SESSION (BUDGET COMMITTEE) AUGUST 30, 2012 NEXT MEETINGS The next Committee meeting will be held on Thursday, September 6. ADJOURNMENT A motion was made by Councilman Rick Prather for adjournment, seconded by Councilman Larry Henry, and approved unanimously at 6:55 p.m.
