CALL TO ORDER Mayor Pro Tern Chavez called the City Council Regular Meeting to order at 7:30 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: ABSENT: ALSO PRESENT: Councilmember -Man, Sternquist, Yu, Chavez, Fish (teleconferenced from 1230 J. Street, Sacramento, California 95814) Councilmember -None City Manager Cook, City Attorney Murphy, City Clerk Kuo 3. INVOCATION -Jerry Jambazian, owner of Wonder Cleaners and Draperies, provided the invocation. 4. PLEDGE OF ALLEGIANCE -Boy Scout Troop 174 led the pledge of allegiance. 5. CEREMONIAL MATTERS-PRESENTATIONS A. PET OF THE MONTH --Cindy Rigney, San Gabriel Valley Humane Society Board President, introduced the Pet of the Month. B. HOLIDAY DECORATION CONTEST WINNERS -Parks and Recreation Director Adam Matsumoto gave a brief presentation on the holiday decoration contest and announced the winners. Mayor Pro Tern Chavez and Councilmembers presented certificates to the contest winners. C. RETIREMENT RECOGNITION -TIMOTHY TING Mayor Pro Tern and Councilmembers recognized Mr. Timothy Ting for his years of service with the United States Postal Service in the City of Temple City. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Lucy Liou, Neighborhood Watch, invited the public to attend the Neighborhood Watch meeting next Thursday, January 16, at Emperor Elementary School. Steve Stafford, Temple City resident, shared that he observed suspicious criminal activities in the Ralphs parking lot. Frank Ruedel, Temple City resident, remarked on Council's recognition presentations and possible suspicious activities in the city. 7. CONSENT CALENDAR Councilmember Man made a motion to approve the Consent Calendar items. Seconded by Councilmember Yu and unanimously carried. A. APPROVAL OF MINUTES The City Council is requested to review and approve: 1. Minutes of the Special City Council Meeting of December 17, 2019; and 2. Minutes of the Regular City Council Meeting of December 17, 2019. Action: Approved. B. PLANNING COMMISSION MEETING ACTIONS The City Council is requested to receive and file Actions of the Regular Planning Commission Meeting of December 10, 2019. Action: Received and filed. C. TRANSPORTATION AND PUBLIC SAFETY COMMISSION MEETING ACTIONS The City Council is requested to receive and file Actions of the Regular Transportation and Public Safety Commission Meeting of December 11, 2019. Action: Received and filed. D. REQUEST FROM THE TEMPLE CITY CAMELLIA FESTIVAL FOR SUPPORT AND AUTHORIZATION FOR USE OF STREETS AND FACILITIES FOR THE 2020 CAMELLIA FESTIVAL The City Council is requested to review and approve the requests from the Temple City Camellia Festival for City's support of the 2020 Camellia Festival. City Council Minutes January 7, 2020 Page 3 of 6 Action: 1. Authorized use of City owned facilities including Live Oak Park Community Center, Temple City Park, and the Community Room as identified in the attached letter from the Camellia Festival to the City Manager (Attachment "All); 2. Authorized use of streets and parking areas including temporary parking bans and street closures for the festival and parade as identified in the attached letter from the Camellia Festival to the City Manager; 3. Approved the permit for use of the Los Angeles County (County) Library parking lot for the 2020 Camellia Festival (if available prior to the library construction project) and authorize staff to execute; 4. Approved consumption of alcohol in Temple City Park, pursuant to Section 4-4-0 of the Temple City Municipal Code (TCMC); 5. Authorized Bingo in Temple City Park, pursuant to Section 4-1 F of the TCMC and waiver of the $50 license fee; 6. Authorized sponsor banners in Temple City Park and Live Oak Park, pursuant to Section 3-5D-10 of the TCMC; 7. Authorized placement of banners in City parks and the median located on Broadway at Encinita, pursuant to Section 9-1 L-3C of the TCMC; and 8. Authorized certain local community organizations to sell food, patches, etc. along the parade route. E. APPROVAL OF A MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN THE CITY OF TEMPLE CITY AND THE TEMPLE CITY EMPLOYEES ASSOCIATION FROM JULY 1, 2019 THROUGH JUNE 30, 2022 The City of Temple City and the Temple City Employees Association have come to a tentative agreement for wages, hours, and other terms and conditions of employment for July 1, 2019 through June 30, 2022. It is recommended the City Council take the actions outlined to implement the MOU. Action: 1. Adopted Resolution No. 20-5444 approving the Memorandum of Understanding (MOU) between the City of Temple City and the Temple City Employees Association; and 2. Appropriate $55,100 from the General Fund Reserves and $3,050 from the City Council Minutes January 7, 2020 Page 4 of 6 Lighting and Landscape District Fund Reserves to implement the provisions of the MOU. F. PETTY CASH REPORT The City Council is requested to receive and file the Petty Cash Report. Action: Received and filed. G. ADOPTION OF RESOLUTION NO. 20-5443 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2019-20 The City Council is requested to adopt Resolution No. 20-5443 authorizing the payment of bills. Action: Adopted Resolution No. 20-5443. 8. PUBLIC HEARING -None 9. UNFINISHED BUSINESS -None 10. NEW BUSINESS A. ADOPTION OF URGENCY ORDINANCE NO. 20-1038U PROHIBITING WITHIN THE MU-C ZONE PUBLIC MARKET USES AND THE SUBDIVISION OF PARCELS AND TENANT SPACES The City Council is requested to consider adoption of an urgency ordinance placing a moratorium on public market uses and the subdivision of tenant spaces and parcels within the Crossroads Specific Plan MU-C District. Interim Community Development Director Reimers gave a brief summary of the staff report. City Council made comments and asked questions. Mayor Pro Tern Chavez opened public comment. Hearing no request to speak, Mayor Pro Tern Chavez closed public comment. Councilmember Yu made a motion to introduce, read by title, waive further reading, and adopt Urgency Ordinance No. 20-1038U to temporarily prohibit within the MU-C zone public market uses and the subdivision of parcels and tenant spaces. Mayor Fish terminated her teleconference at 8:17 p.m. 11. UPDATE FROM CITY MANAGER -invited everyone to Burger with Brass on Thursday, January 16 (in the City Hall Community Room), reported that crime rate in the city has decreased, commented on the reintroduction of SB 50 (i.e .. , regulating local land use control), upcoming Lunar New Year celebration and Camellia Festival. 12. UPDATE FROM CITY ATTORNEY -Commend on AB 5 (i.e., applies to treating independent contractors as employees). 13. COUNCIL REPORTS REGARDING AD HOC OR STANDING COMMITTEE MEETINGS A. SCHOOL DISTRICT/CITY STANDING COMMITTEE (Councilmember Man and Mayor Fish)-Formed 1/3/2012 No report. B. LAS TUNAS DOWNTOWN REVITALIZATION STANDING COMMITTEE (Mayor (Pro Tern Chavez and Councilmember Yu) -Formed 2/18/2014 No report. C.
