SUBJECT: ADOPTION OF RESOLUTION NO. 20-5446 APPROVING THE SALARY
RANGES AND BENEFITS FOR NINE FULL-TIME NON-REPRESENTED
CLASSIFICATIONS FROM JANUARY 22, 2020 TO JUNE 30 ,2022
RECOMMENDATION:
The City Council is re qu ested to :
1. Adopt Resolution No. 20-5446 (Attachment "A ") for 9 full-time non -represented
classifications approving the salary ranges and benefits ; and
2 . App ropriate $21 ,600 for Fiscal Yea r (FY ) 2019 -2 020 from the General Fund
Reserves to fund the adjustments .
BACKGROUND:
1. On December 19, 2019, T emple City Employees Association (TCEA) and the C ity
reached tentative agreement on a new Memorandum of Understanding (MOU ),
and on the same day , the TCEA membersh ip ratified approval of a new MOU w ith
a three-year term , from July 1 , 2019 through June 30 , 2022 .
2 . On January 7 , 2020 , the C ity Coun cil adopted Reso lution No. 20-5444 approvi ng
the MOU between the C ity and TCEA for the period of Ju ly 1, 2019 through June
30 , 2022. The MOU provides increases to base compensation for employees in
positions represented by TCEA for each year of the three-year term . None of the
increases have retroactive effect.
3. Current ly , the City has a total of 10 classifications of non-represe nted approved
positions :

Resolution 20-5446 authorizes the following adjustments of the sa lary ranges and
benefits for 9 of the 10 non-represented positions (excludes the City Manager position):
a. A three-year salary adjustment of:
1. 2 .0%-Effective on January 22 , 2020 ;
11. 2 .0%-Effective on July 1, 2020 ; and
ii i. 1.5% -Effective on July 1, 2021 .
b . A one -time , $1 ,000 lump -sum , non -PERSable retention incentive payment for
fiscal year 2019-2020 , to be paid to indiv iduals who currently hold on e of the 9
non -represented positions and are still e mployed by th e City as of the start of
the pay period containing July 30, 202 0 .
c. Up to $100 pe r year for employees who incur health premium expe nses
greater than $1 ,6 44/year .
These terms are c on sistent with the changes for employees represented by TCEA in
their MOU for the pe ri od of July 1, 2019 through June 30 , 2022. It is recommended that
the City Council simi larly consider adopting Resolution 20-5446 and approving these
adjustments for t he 9 non -represented positions .
CITY STRATEG IC GOALS:
The City Council 's action to approve Res olution No . 2 0-5 446 will furth e r th e C ity's
Strategic Goal to promote Good Governance .
FISCAL IMPACT:
For FY 2019-20 , a budget amend me nt of $21 ,600 is required for imp lementation of the
changes from the Ge nera l Fund Reserves. For FY 2020-2 1 and FY 2021-22 , the
annual cost increases are est imated to be an add it io nal $25 ,100 and $19,400 ,
respectively, and will be factored into each corresponding FY 's budget process .

RESOLUTION NO. 20-5446
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY,
CALIFORNIA APPROVING THE SALARY RANGES AND BENEFITS FOR
UNREPRESENTED FULL-TIME CLASSIFICATIONS FROM JANUARY 22,
2020 TO JUNE 30, 2022
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY RESOLVE,
DETERMINE AND ORDER AS FOLLOWS:
Section 1. The City Council hereby approves the salary ranges for full-time
classifications implementing the following base salary increases for unrepresented full-time
positions for January 22, 2020 through June 30 , 2022 (Exhibit "1 "):
a . Classifications :
i. Administrative Assistant to the City Council/City Manager
ii . Assistant to the City Manager/Economic Development Manager
iii . City Clerk
iv. Director of Administrative Services
v . D irector of Community Development
vi . Directo r of Parks and Recreation
vii . Parks and Recreation Manager
viii . Planning Manager
ix. Public Safety Supervisor
b . 2 .0%-Effective on January 22 , 2020 ;
c. 2 .0 % -Effective on July 1, 2020 ; and
d. 1.5 %-Effective on July 1, 2021 .
Section 2. The City Council hereby approves a one-time , $1 ,000 lump-sum , non -
PERSable retention incent ive payment for fiscal year 2019-2020 to be paid to individuals who
currently hold one of the 9 non-represented posit ions and are still employed by the City as of the
start of the pay period containing July 30 , 2020 .
Section 3. The City Council hereby approves up to $100 per year for employees who
incur health premium expenses greater than $1 ,644/year .
Section 4 . The City Clerk shall certify to the adoption of this Resolution .
