COMMUNITY DEVELOPMENT DEPARTMENT DATE: TO: FROM: MEMORANDUM January 21, 2020 The Honorable City Council Bryan Cook, City Manager By: Ali Cayir, PE, City Engineer Okan Demirci , Project Manager SUBJECT: APPROVAL OF PLANS AND AUTHORIZATION TO INVITE BIDS FOR THE LAS TUNAS DRIVE PAVEMENT REHABILITATION PHASE 1 FROM WEST CITY LIMIT TO SULTANA AVENUE, CIP NO. P20-05 RECOMMENDATION: The City Council is requested to approve plans (Attachment "A") for the Las Tunas Drive (Dr) Pavement Rehabilitation Phase 1 from west city limit to Sultana Avenue (Ave) and authorize staff to advertise the project for bids. BACKGROUND: The City Council approved the City's updated Pavement Management Program (PMP) during their regular meeting on April 2, 2019. ANALYSIS: Las Tunas Drive from west city limit to east city limit is identified for pavement rehabilitation in City 's updated Pavement Management Program Report. The pavement rehabilitation along Las Tunas Dr will be completed in 2 separate phases. This project referred to as Phase 1 of Las Tunas Dr Pavement Rehabilitation, will cover the area from west city limit at Muscatel Ave to Sultana Ave . Phase 2 will cover Sultana Ave to east city limit, which will be implemented and bid out under a separate contract and would include additional hardscape and beautification enhancements. The rehabilitation work in Phase 1 will involve cold -milling of existing asphalt up to 4", and installing a new asphalt base course up to 2 " and asphalt wearing course up to 2". In addition, a localized coldmill and overlay with asphalt fabric will be performed over the existing culvert on the north leg of Rosemead Blvd to provide a new asphalt cover. City Council January 21, 2020 Page 2 of 2 Within the Phase 1 project limits, Las Tunas Dr is intersected by Rosemead Boulevard (Blvd), which is also a major street. Staff is considering various options and approach to minimize the duration of impacts during construction work within the project area where 2 major regional corridors intersect, including night work. Additionally, the City will take advantage of the mobilization of a contractor doing street work and complete the relocation of the crosswalk at Lemon and Trelawney (i.e., City Council approved the traffic and pedestrian improvement and a budget amendment of $44,000.00 in 2018). The engineer's estimated cost of the project is $1,090,839 (Attachment "B"), which includes hard construction costs, industry standard 10% construction contingency budget allowance, and 20% soft costs budget allowance. With the approval of the bid package and Notice Inviting Bid (NIB) distribution, staff will advertise the project for bids. It is anticipated the bid advertisement will be approximately 1 month. After the bids are opened, staff will conduct a bid analysis, and recommend to City Council award of the contract to the lowest responsible bidder. The proposed project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to 14 California Code of Regulations § 15301 as a Class 1 categorical exemption (Existing Facilities). CITY STRATEGIC GOALS: Approval of the bid package and NIB distribution will further City Strategic Goals of Public Health and Safety, Quality of Life, and Sustainable Infrastructure. FISCAL IMPACT: Engineer's estimate for Phase 1 of the Las Tunas Dr Pavement Rehabilitation is approximately $1.09 million. $375,000 of Proposition C Funds and $23,000 of Transportation Development Account (TDA) Funds must be spent by June 30, 2020. The remaining balance (i.e., $637,000) would be allocated from the approved FY 2019- 2020 Capital Improvement Project (CIP) 26 -Las Tunas Drive Repaving, which appropriated $2,188,000 for the project.
