HomeMy Public PortalAbout20121008 special work session1 SPECIAL CITY COUNCIL WORK SESSION, OCTOBER 8, 2012 CALL TO ORDER The October 8, 2012, Special City Council Work Session was convened at 5:40 P.M. by Mayor Eric Struemph. ATTENDANCE The following Council Members were present when the meeting convened: Present: Carroll, Henry Luebbert, Mihalevich, Pope, Prather, Schulte, and Weber Absent: Bray and Scrivner A quorum was present. DISCUSSION OF AGENDA ITEMS Conference Center RFP / RFI: City Administrator Nathan Nickolaus distributed decision points to discuss with the Council to help provide staff with direction in drafting an RFI / RFP for their final approval before it is sent to proposers. Decisions provided to staff at this meeting were as follow: 1. Beginning: The document shall be drafted like an RFP (Request for Proposals) rather than an RFI (Request for Information) 2. Decision Point #1 — RFP Procedures, the Two Phase RFP, no changes made 3. Decision Point #2 — Ownership, Council indicated it would stress that it is preferred that Hotelier owns, but that for now, we should consider both choices, City Owns & Leases OR Hotelier owns 4. Decision Point #3 — Incentives, Council are willing to consider tax abatement in an amount up to 100% (Councilman Bob Weber Abstained on this decision) 5. Decision Point #4 — Funding by City, Council willing to bond, at an amount of $9Million 6. Decision Point #5 — Funding by City, Source of Funds, Council discussed that they would want Lodging Tax only for $9Million with alternates, but no General Revenue funding was to be used. 7. Decision Point #5 — Operating Subsidy, Following a lengthy discussion, the Council decided to take this up again at a future meeting. 2 SPECIAL CITY COUNCIL WORK SESSION, OCTOBER 8, 2012 Nathan Nickolaus reminded the Council they can still make changes to the document up until their final approval of it. Mayor Struemph announced there will be more Work Sessions until the issue is finalized and thanked everyone for the time they have devoted to this issue. ADJOURNMENT The meeting adjourned at 8:25 P.M.
