Mayor Fish called the City Council Regular Meeting to order at 7 :31 p .m . in the Council Chambers located at 5938 Kauffman Avenue , Temple City. 2. ROLL CALL PRESENT: Councilmember -Man , Sternquist , Yu , Chavez, Fish ABSENT: Councilmember -None ALSO PRESENT: C ity Manager Coo k, City Attorney Murphy, City Clerk Kuo 3. INVOCATION -Jerry Jambazian , owner of Wonder Cleaners and Draperies, prov ided the invocation . 4. PLEDGE OF ALLEGIANCE -Frank Ruedel , Temple City resident, led the pledge of alleg iance . 5. CEREMONIAL MATTERS-PRESENTATIONS A. TEMPLE CITY CHAMBER OF COMMERCE QUARTERLY UPDATE Peter Choi , Temple C ity Chamber of Commerce President/CEO , provided a ve rbal update on chamber activities . 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Steve Stafford , Temple City resident , commented on the Coronavirus . 7. CONSENT CALENDAR Mayor Pro Tem Chavez made a motion to approve the Consent Calendar item!Ji . APPROVAL OF MINUTES The City Council is requested to review and approve: 1. Minutes of the Special City Council Meeting of January 21, 2020 ; 2 . Minutes of the Regular City Council Meeting of January 21, 2020 ; and 3 . Minutes of the Special City Council Meeting of January 29 , 2020 . Action : Approved . B . PARKS AND RECREATION COMMISSION MEETING ACTIONS Th e City Council is requested to receive and file : 1. Actions of the Special Park and Recreation Commission Meeting of January 15,2020; and 2 . Actions of the Regular Park and Recreation Commission Meeting of January 15 , 2020 . Action : Received and filed . C . OPPOSITION TO SENATE BILL 50 Senate Bill 50 requires local governments to increase housing densities to meet the state's housing crisis . If enacted, the legislation would undermine locally adopted general p lans and housing e lements , lead to density in inappropriate areas , and accelerate gentrification . Action : Approved a letter in opposition to Senate Bill 50 . D. AUDIT REPORTS FOR PROPOSITION A , PROPOSITION C , MEASURE R, TRANSPORTATION DEVELOPMENT ACT ARTICLE 3 AND MEASURE M FOR FISCAL YEAR 2018-19 The City is in compliance with all requirements of the Los Angeles County Metropolitan Transportation Authority 's Funding and Allocation Guidelines . The reports are presented for Council 's review. Action : Received and filed Fiscal Year (FY) 2018-19 Proposition A, Proposition C , Measure R , Transportation Development Act Article 3 and Measure M Audit Reports . ADOPTION OF RESOLUTION NO . 20-5448 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2019-20 The City Council is requested to adopt Resolution No . 20-5448 authorizing the payment of bills . Action : Adopted Resolution No . 20-5448 . 8. PUBLIC HEARING-None 9. UNFINISHED BUSINESS-None 10 . NEW BUSINESS-None 11 . UPDATE FROM CITY MANAGER A. CLEAN POWER ALLIANCE -provided an update on the Clean Power Alliance program and commented on their upcoming renewable energy projects . B . LIBRARY PROJECT-reported that County of Los Angeles has appropriated an additional $2.5 million to fully fund the library renovation project. The project is estimated to be completed in 18 months. C ity Manager Cook invited the public to the upcoming Bike Expo and Camellia Festival. He also gave a brief update regarding the Primrose Park Project. 12. UPDATE FROM CITY ATTORNEY -remarked that even though Senate Bill 50 was defeated in California Senate , it is still important to submit the opposition letter. 13. COUNCIL REPORTS REGARDING AD HOC OR STANDING COMMITTEE MEETINGS A. SCHOOL DISTRICT/CITY STANDING COMMITTEE (Councilmember Man and Mayor Fish)-Formed 1/3/2012 Councilmember Man reported out on the January 31 standing committee meeting . The standing committee talked about the coronavirus , upcoming emergency training at the high school on March 16 , joint use facilities agreement , and Hualien County's visit to the City during the Camellia Festival. B. LAS TUNAS DOWNTOWN REVITALIZATION STANDING COMMITTEE (Mayor (ProTem Chavez and Councilmember Yu)-Formed 2/18/2014 No report . City Council Minutes February 4 , 2020 Page 4 of 5 C . FUTURE DEVELOPMENT OF CITY PROPERTIES STANDING COMMITTEE (Councilmember Yu and Councilmember Man)-Formed 2/18/2014 No report . D. AUDIT STANDING COMMITTEE (Mayor ProTem Chavez and Councilmember Yu)-Formed 7/15/2014 No report. E. FACILITIES, PUBLIC WORKS , AND INFRASTRUCTURE STANDING COMMITTEE (Councilmember Yu and Councilmembe r Man)-Formed 4/4/2017 No report . F. LIBRARY CONSTRUCTION STANDING COMMITTEE (Mayor Fish and Councilmember Sternquist)-Formed 11/19/2019 No report . 14. COUNCIL ITEMS SEPARATE FROM THE CITY MANAGER'S REGULAR AGENDA A . COUNCILMEMBER STERNQUIST-shared that she will explore the option to bring Foothill Transi t's m icro-transit serv ice to the city. B. COUNCILMEMBER YU-wished everyone a happy lunar New Year and remarked on the Lunar New Year event. C. COUNCILMEMBER MAN -commented on the Lunar New Year event. D. MAYOR PROTEM CHAVEZ-commented on the Lunar New Year event. E . MAYOR FISH-commented on the Lunar New Year event and thanked Lucy Liou for prov iding trans lation during the event. Congratulated Councilmember Sternquist for her appo intment as the President of the Foothill Transit and invited the public to the upcoming Bike Expo . 15 . ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE Jerry Jambazian, Temple City business owner , commented on the Lunar New Year event, the school district's emergency training , and the additional funding from the County for the library renovat ion project. Jing Li , Temple City Manager, shared that the library will be closed on February 12 and the temporary site (i.e ., 9050 Las Tunas Drive) will be opened on February 14 .
