SUBJECT: TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS -
MEETING OF JANUARY 22, 2020
RECOMMENDATION:
The City Council is requested to receive and file the Transportation and Public Safety
Commission (Commission) actions from their regular meeting of January 22 , 2020 .
BACKGROUND:
On January 22, 2020 the Commission held their regularly scheduled meeting .
ANALYSIS:
The follow ing is a summary of actions taken at the January 22 , 2020 meeting :
1. ROLL CALL
Present: Commissioner-Catalan , Palmieri , Xu, Stoll , Nimri
Absent: Commissioner-None
Excused : Commissioner-None
2. CONSENT CALENDAR
The Commission approved , as amended , the minutes of the January 8 , 2020
meeting .

3 . NEW BUSINESS
A TRAFFIC STUDY OF THE INTERSECTION OF ENCINITA AVENUE AND
GARIBALDI AVENUE
The Transportation and Public Safety Commission selected , Option 1, and adopted
Resolution No. TPSC 20-0017 which include the following traffic control measures :
o Install STOP Signs with STOP legends on Garibaldi Avenue making the
intersection ALL-WAY STOP con tro lled .
o Remove existing Cross Traffic Does Not Stop (W4-4P) plaques from NB
and SB Encinita Avenue.
o Add Red Reflective Tape on each post of the STOP Sign for added visibility
(all directions ).
o Add white crosswalks in the East Leg and South Leg where there are ramps
and connecting sidewalks . Each ramp should a lso be ADA compliant with
truncated domes .
o Paint 30' feet of red curb on the SE corner of Garibaldi Avenue to increase
line of sight of the STOP Sign .
o Paint 5' feet of add itional red curb for a total of 30 ' feet of red curb on the
NW corner on Garibaldi Avenue to increase line of sight of the STOP Sign .
o Install STOP AHEAD SIGNS on al l directions with STOP AHEAD pavement
legends .
o Paint 30 MPH pavement legends on Garibaldi Avenue adjacent to e xisting
30 MPH speed limit signs for EB traffic .
o Install 30 MPH speed limit sign and pavement legend on Gariba ld i Avenue
west of Oak Avenue for WB traffic .
CITY STRATEGIC GOALS:
Reviewing the Transportation and Public Safety Comm ission Actions furthers the City's
Strategic Goal of Citizen Education and Communication .
FISCAL IMPACT:
This item does not have an impact on the Fisc al Year 2019-20 City Budget.
