HomeMy Public PortalAboutCommunity Preservation Committee -- 2019-04-24 Minutes \\\\\`off ARE Wow/' _ v 2198 Main Street APPROVED : 5/22/ 19 ° Brewster Massachusetts 026314898 ( 508 ) 896 - 3701 VOTE : 4 - 04 !o„ FES FAX (508 ) 8964089 ' 1 viall COMMUNITY PRESERVATION COMMITTEE Held a Regular Meeting on Wednesday, April 24, 2019 at 4A5 p . m . at The Brewster Town Office Building, 2198 Main Street, Brewster, MA MEETING MINUTES FOR APRIL 24 , 2019 Present : Vice- Chair Faythe Ellis , Elizabeth Taylor , William Klein, Roland Bassett, Diane Pansire, Sharon Marotti , and Peggy Jablonski Absent : Chair Paul Ruchinskas and Barbara Burgo Also Present : Jill Scalise and Tom Lincoln Vice- Chair Faythe Ellis called the meeting to order at 4 : 45 pm . Recording or Taping Notification : "As required by the Open Meeting Law we are informing you that the Town will be videotaping and/or audio taping this public meeting. In addition, if anyone else intends to either video or audio tape this meeting they are required to inform the chair, " We request that all cell phones be tanned off or to vibrate, 1 . Report on Finance Committee meeting on Article 18 Sharon provided a report of the presentation of Article 18 to the Finance Committee . She stated that the Finance Committee had questions regarding Article 18 such as whether or not Brewster would be competing with the neighboring town of Dennis on any land grants. Sharon explained that this would not be the case . They also were concerned with how many potential parcels could be out there that the Town may be looking to purchase . Sharon stated that as of May 2018 there are nine potential parcels of 15 acres or more that the town hopes to purchase in the future . Additional concerns that were brought up during the Finance Committee meeting included that the land is approved for subdivision and with the need for affordable housing, some members didn ' t feel that this Open Space purchase was in the Town ' s best interest . Additionally, Dennis will be a direct beneficiary of this land purchase but is not contributing anything to purchase the land . The Finance Committee voted 5 -2 - 0 on the article . 2 . Discussion and vote to indefinitely postpone Item 4a of Article 9 (Dog Park award) and to amend the total of Item 4c of Article 9 (Designated Reserves for Community Preservation) from $237 ,200 to $ 287 , 500 . Tom Lincoln was present to update the Committee on the status of the Dog Park. When the dog park proposal was sent out to bid, the bids that came back were significantly higher than what was proposed in the application and the estimates from DPW and the Dog Park Committee . Patrick Ellis of DPW suggested that the Committee put off the funding request until Fall Town Meeting, that the bid format be changed to a line-item type bidding process , revising the project estimate including removing things that may have 1 Community Preservation Committee Minutes : April 24, 2019 increased the price, rebidding the project in September or October, and resubmitting the simplified project to the Stanton Foundation . MOTION to indefinitely postpone item 4a of Article 9 for the Dog Park Award and to amend the total of item 4c of Article 9 which is designated reserves for Community Preservation from $237,200 to $287,500 . MOVED by Rollie Bassett. Seconded by Elizabeth Taylor. VOTE : 7-0-0 13 . Update on Open Projects Brewster Housing Coordinator Jill Scalise was present to give some updates . She explained that the Brewster Woods Project has submitted their finances and their application for financing and are waiting on that determination by the Department of Housing and Community Development. She also highlighted that the affordable buy- down grant that the CPC approved went through in January and the home was purchased with an affordable home deed restriction recorded. Also , the application period for the eight new Habitat for Humanity homes closed on March 22 . They received 74 applications for those eight homes . Eligible applicants will be part of a lottery to purchase the homes . She then explained that the Housing Trust is up and running. There is going to be a community housing forum on May 23 from 5 : 30 - 7 : 30 at the Brewster Ladies Library. Finally, she explained that the Millstone Road project has pre -feasibility studies underway . The Trust will be doing a community housing outreach in June or July to get feedback on what Brewster citizens would like to see done on that property . Diane provided a brief update on the Housing Authority ' s Huckleberry Lane homes . She explained that they are applying for additional funds and therefore are holding off on using CPC funds until the project is more ready to go . She also stated that for Habitat for Humanity they are moving along with construction and are about 30% complete with some of the foundations poured and others soon to be poured . Elizabeth stated that she believes closing on the Robinson property is looking like it will happen in the beginning of May . 4 . Report on Letter of Intent from the Cape Cod Center for the Arts, Inc . The Cape Cod Center for the Arts submitted a letter to the CPC stating that they intend to file an application for CPC funds . 5 . Vote to approve the minutes of the March 27 , 2019 CPC meeting . MOTION to approve the minutes of the March 27 , 2019 CPC meeting. MOVED by Rollie Bassett. Seconded by Diane Pansire, VOTE : 7=0 =0 6 . Announcements Diane brought up that they are thinking of doing something like a "Big-Fix" in Huckleberry (work such as 2 Community Preservation Committee Minutes : April 24, 2019 gardening, exterior projects, and clean-ups) and are thinking of holding it on a weekend at the end of July . She brought it up to the Committee to get their thought on the idea. 7 . Items the Chair could not reasonably anticipate None . 8 . Next Meeting The next CPC meeting is scheduled for Wednesday, May 22 , 2019 at 4 : 45 PM . MOTION to Adjourn at 5 : 12 PM. MOVED by Elizabeth Taylor.
