A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA, SUPPORTING
THE MIAMI-DADE PUBLIC LIBRARY SYSTEM'S
INTENT TO CONSTRUCT A NEW LIBRARY BUILDING
AT 299 CRANDON BOULEVARD; AND PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, the Miami -Dade Public Library System (the "MDPLS") operates the
Village of Key Biscayne ("Village") library located at 299 Crandon Boulevard (the "Library");
and
WHEREAS, the Library is an educational facility for residents of all ages to learn and
study through traditional print media and digital technology; and
WHEREAS, on May 18, 2021, the MDPLS presented plans to construct a new expanded
Library with modernized and improved library amenities to the Village Council, which
presentation is attached hereto as Exhibit "A"; and
WHEREAS, the Village Council supports the MDPLS's intent to construct a new
Library; and
WHEREAS, the Village Council finds that this Resolution is in the best interest and
welfare of the residents of the Village.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA, AS FOLLOWS:
Section 1. Recitals. The above recitals are true and correct and are incorporated
herein by this reference.
Section 2. Support. The Village Council hereby supports the MDPLS's intent to
construct a new Library.
Section 3. Effective Date. This Resolution shall take effect immediately upon
adoption.

Brief History of Key Biscayne Library
- The property and building at 299 Crandon Boulevard served as the
Sales Center Offices for the Key Colony Development in the 1970's.
- At that time, the County had been searching for sites in the
Key Biscayne area to establish a library.
- Working with Fritz Scharenberg, the Developer of Key Colony, the
property and the Sales Center building were Deeded to the County
in 1979 for the purposes of establishing a Key Biscayne Library.
- The County retrofitted and built out the existing Sales Center
building as a library, opening to the public in January 1985.
Current Status
- The existing building has faithfully served its purpose as a library
over the past 36 years.
- Concerted effort through our capital plan in modernizing our older
locations throughout the Library System.
- As it sits today, the existing Key Biscayne Library falls into what
would call a "legacy" location as compared to the range of
services and programs that we are able to provide in our renovated
and new locations.
- We want to change that by building a brand new library at the
existing location.
Current Status
- We engaged with an architectural firm, Ferguson Glasgow Schuster
Soto, Inc., to work with us in developing conceptual design
renderings for a new library.
- I'm going to share those renderings with this Council today.
- We consider today a first step in sharing these design renderings
with the public and plan on scheduling community meetings and
providing other feedback opportunities for the project.

In Closing
Project will be fully funded by the County; we have no plans to ask
the Village for funding, cost -share, etc.
- Per the Deed restriction on the property, only library uses and
services are allowed and no other County uses are being
considered.
- This building will not have a rooftop event space and it will not be
6 stories high.
- Our preference is to build the two-story option, which will double
the amount of library space currently available for use by
the public.
- We look forward to a collaborative and communicative process
with the Village and its residents.
