SITE PLAN REVIEW COMMITTEE
November 15,2017 -Minutes
A meeting of the Site Plan Review Committee was called to order at 10:00 a.m. in Skaket Meeting
Room at the Orleans Town Hall. Departments Present: George Meservey(Planning);Alex Fitch
(Health); Geof Deering(Fire); Tom Evers(Building);and Todd Bunzick(Water).
Absent: John Jannell(Conservation).
INFORMAL REVIEW: NAUSET MODEL RAILROAD CLUB, 180 ROUTE 6A
Jay Stradal and Bob Cortez, described a proposed construction project to expand existing model train club
space into two adjoining storage bays with an additional bathroom under Hilltop Plaza at 180 Route 6A.
Comments:
Fire: The type of use must be determined by an Architect or Engineer and correct fire
protections must be in place for the entire space.
Building: A Building Permit will be required and must be signed off by the owner of the
property. The project will require a Special Permit from the Zoning Board of
Appeals. This project will require Controlled-Construction. A Registered
engineer or architect will be required. The project must adhere to the Building
code and be fully handicapped accessible. The building must meet all fire code
requirements with lighted exit signs and possibly crash bars on the doors. All
signs or changes in exterior appearance must be reviewed and approved by the
Architectural Review Committee. All exterior lighting must conform to the
Orleans Lighting bylaw§122(shielded and pointed downward)and manufacturer
tear sheets must be provided for town review and must be shown on the plan.
Applicant must meet with the Electrical and Plumbing Inspectors to understand
and comply with all electrical and plumbing code requirements.
Water: The water supply for the separate bathroom must be clarified. All utilities must
be shown on the final Site Plan for town files.
Health: The club space is located in the Limited Business District and must comply with
the Nutrient Management Regulations. Any increase in flow or change in use
will require an Engineer or Sanitarium to determine the existing flow vs.the new
flow. An inspection of septic system by an engineer is required.
DPW: There are no Department of Public Works comments.
Planning: A private club is allowed,but not a museum. The septic flow must be evaluated.

MOTION: On a motion by Alex Fitch, seconded by Frank Nichols,the Site Plan Review Committee
voted to waive the Formal Site Plan Review for the Nauset Model Railroad Club for an expansion of
space into two storage bays with an additional bathroom,underneath Hilltop Plaza, contingent on:
1) The Town's receipt of a detailed plan showing the proposed floor plan; and
2) A final Engineer's report for the septic evaluation to determine the adequacy of flow for the
proposed project.
VOTE: 6-0-0 The motion passed unanimously.
APPROVAL OF MINUTES: September 6. 2017
MOTION: On a motion by Frank Nichols, seconded by Todd Bunzick,the Committee voted to
approve the minutes of September 6, 2017.
VOTE: 4-0-2 The motion passed by a majority. (Alex Fitch and Geof Deering abstained)
