COMMITTEE ON AGING REGULAR MEETING Tuesday, October 22, 2019, 6:30 p.m. In Live Oak Park Annex Building (10144 Bogue Street) MINUTES CALL TO ORDER — Chairperson Liou called the meeting to order at 6:31 p.m. ROLL CALL Committee Members Present Aubrey Chan Elizabeth Powell Judith Gunther Martin tan de bibana Lucy Liou Michael Wintercorn Jerry Jambazian Ex -Officio Members Present Kenneth Knollenberg, TCUSD Board Member Joanne Rosso, Parks & Recreation Commissioner Nanette Fish, Mayor Committee Members and/or Ex -Officio Members Absent Carole Rodenbucher Ann Seitz Also Present Adam Matsumoto, Director of Parks & Recreation Steve Lawson, Parks and Recreation Manager Roman Rodriguez, Parks and Recreation Coordinator Jennifer Venters, Parks and Recreation Secretary Tommy Bui, Librarian for Los Angeles County PLEDGE OF ALLEGIANCE Director of Parks and Recreation Matsumoto led those present in the Pledge of Allegiance. WRITTEN COMMUNICATION None PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Committee Member Powell stated that Mary, who works with Autumn Years is gravely ill. CONSENT CALENDAR Committee on Aging Minutes October 22, 2019 Page 2 of 4 A. APPROVAL OF MINUTES Committee Member Powell moved to approve the Consent Calendar, seconded by Committee Member Jambazian and carried by the following roll call vote: AYES: Committee Member — Chan, Gunther, Jambazian, Powell, tan de bibana, Wintercorn, Liou NOES: Committee Member — None ABSENT: Committee Member— Rodenbucher, Seitz ABSTAIN: Committee Member — None 7. UNFINISHED BUSINESS A. SUB -COMMITTEE UPDATES • AARP Age -Friendly Community Parks and Recreation Manager Lawson introduced Director of Parks and Recreation Matsumoto to the Committee. He updated the Committee that he recently attended an AARP Age -Friendly Community Network meeting. He stated that the next step is to submit the Senior Master Plan to AARP for consideration. • Funding Parks and Recreation Manager Lawson updated the Committee that Parks and Recreation Coordinator Rodriguez is currently managing senior programs for the City. He stated that he and Mr. Rodriguez are compiling a list of senior -related equipment and supplies for submittal to the Navigage Foundation for potential funding. Committee Member Wintercorn stated that the deadline to submit the request to the Navigage Foundation is the end of October. • Marketing Parks and Recreation Manager Lawson stated that a marketing checklist for senior centered items has been created. He added that staff is working with the Marketing subcommittee to create a logo for the Senior Services Division and they'll present options to the Committee for consideration at a future meeting. 8. NEW BUSINESS A. OVERVIEW OF THE TEMPLE CITY LIBRARY Committee on Aging Minutes October 22, 2019 Page 3 of 4 Tommy Bui, Librarian for Los Angeles County, stated that the Los Angeles County is interested in implementing additional programs for older adults at the Temple City Library. He distributed a monthly calendar listing current activities for multigenerational adults. Parks and Recreation Manager Lawson stated that an Action Step within the Temple Senior Master Plan is to work with various entities to create and offer intergenerational programming. He stated that the Action Step could be met by working together with the Los Angeles County Library. B. DISCUSSION ON YEAR-END REPORT CARD Parks and Recreation Manger Lawson stated that the next Committee on Aging meeting will take place in January 2020. He stated that the Committee should release a report card on an annual basis detailing the Committee's progress and success the previous year. The goal is to hopefully complete the annual report card in January 2020 and present to the Parks and Recreation Commission in February 2020. He then requested that the Committee create a Senior Master Plan Year End Report Card subcommittee. Committee members Liou, Wintercorn, and Chan volunteered to participate in the subcommittee. 9. COMMUNICATIONS FROM STAFF A. Director of Parks and Recreation Matsumoto Thanked everyone for welcoming him to Temple City. He stated that he would like to be a resource to the Committee and he is looking forward to being part of the team. B. Steve Lawson, Parks & Recreation Manager Parks and Receraton Manager Lawson announced that the flyer for the Temple City Older American of the Year contest will be released on December 1, 2019. He encouraged the Committee to nominate seniors as the City typically only receives a small number of applicants. He stated that nominations are due by January 31, 2020, and that the winning nominee will receive a proclamation from the the City Council and have a banquet in their honor. Chairman Liou asked Parks and Recreation Manager Lawson if the City has a record of previous winners. Ex -Officio Member Rosso commented that other cities allow business owners to participate in the Older American of the Year contest. Parks and Recreation Manager Lawson stated that he will explore options to allow Temple City business owners to participate in the Older American of the Year Contest. Roman Rodriguez, Parks & Recreation Coordinator Parks and Recreation Coordinator Rodriguez stated that leading senior programs has been a fluid transition as he has held such duties previously. He stated that he appreciates suggestions and direction from the Committee. 10. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA ►6TH 11. COMMITTEE ON AGING AND EX -OFFICIO MEMBERS ITEMS SEPARATE FROM THE REGULAR AGENDA Ex -Officio Member Rosso asked for a status update on the upcoming Lyft program Mayor Fish stated that the City Council is having difficulty in implementing a contract with Lyft. Committee Member Powell stated the many health insurance plans cover transporation by Lyft for seniors. Committee Member Jambazian suggested to research how other cities contract with Lyft. Mayor Fish invited Mr. Bui to attend future Committee on Aging meetings and expressed interest in working with the Los Angeles County Library. 12.
