HomeMy Public PortalAbout2019.11.18 PRAC Minutes Parks&Recreation Advisory Committee Minutes 11-18-19 6:00pm Legion Hall-McCall, Idaho Committee Members Present: David Petty, Larry Hauder, Dalton Crane and Donna Bush Staff Member Present: Kurt Wolf& Stefanie Bork Welcome- Meeting was called to order at 6:05 Public Comment- No public comment Agenda Review & Updates- Introduction of Guests: Amy Pemberton Review minutes from previous meeting: October Minutes were reviewed, Larry Hauder Motioned, Dave Petty seconded, all were in favor. Business: 1. River Ranch Park Requirements -Amy Pemberton representing Judd Debore- Presented on phase 2 & 3 of River Ranch Subdivision. The Committee reviewed the 2001 plat map and 2004 parks and pathways requirement. Original plan for path was south of smoke jumper base along Mission and connection to the west with North Valley Rail trail. Amy's proposal is continued separate pathway finished to a gravel surface to finish connecting both trails, making access to user friendly. Conditions are listed as: 8ft path gravel graded, cut grass and installation of signage. Dave Petty questioned where the current path aligns and where they plan to adjust and move the pathway for more separation. Dave Petty and Kurt Wolf voiced concern about the verbiage in proposal and it will be edited from "Efforts will be made" Amy will edit and change to "A strong connection will be made crossing River Ranch to Moonridge etc." Dave made a motion to accept the proposed conditions and recommendation to Council, Dalton Crane seconded. 2. Master Plan- Stefanie Bork let the committee know that the Master Plan funding is scheduled for budget year 2021 pending CIP, LOT and Recreation funds. The committee would like a clear directive and had some key core questions that they would like answered; What do we want in the Master Plan, A list of current and upcoming projects and a work session on each project to discuss what might be missing and or partially done in the current plan. Stefanie will send out copies of the Comprehensive Plan and Pathways Plan for committee to review. 3. Recreation Programs- Kurt and Stefanie gave a brief overview of closed and current programming and events. Donna Bush mentioned the challenge of gym space and the conflicts of school programming and the number of cancellations taking place with youth basketball. Additionally, while practice takes place in PLMS multipurpose room several young children are playing unsupervised while parents play indoor soccer. The committee is curious if there is opportunity for the Recreation Department to use Elk Creek Baptist Church. Larry referenced the Master Plan projects and placing this on the top of our priority list. Larry mentioned Pickleball and how that program is running through our department. Kurt mentioned the possibility of creating two pickleball courts on the south side of the school where two old courts are dilapidated. 1 of 1 Parks&Recreation Advisory Committee Minutes 11-18-19 6:00pm Legion Hall-McCall,Idaho 4. Parks Department- Kurt updated the board on the 3 open positions. Several applications received and 5 interviews held with the selection of 3 applicants; Matt Melvin,T.J. Brady and Nick Butler as our new parks leads and Facilities Coordinator. 5. Open Seat-Andrew Testa and Lance Hayes letters were reviewed by the committee. Larry voiced that he felt Andrew Testa would be a great advocate. Dalton agreed with Larry and Donna has similar feelings of the connection Andrew has to the committee and McCall community. Andrew will be recommended to City Council for appointment. 6.
