There will be a maximum 30-minute period for comments on any subject with a 3-minute time limit on each speaker, unless waived by Council. Recomm endation: Approve Item s A through G per recommendations. A. APPROVAL OF MINUTES The City Council is requested to review and approve: 1. Minutes of the Special City Council Meeting of February 18, 2020; 2. Minutes of the Regular City Council Meeting of February 18, 2020; and 3. PLANNING COMMISSION MEETING ACTIONS The City Council is requested to receive and file the Actions of the Regular Planning Commission Meeting of February 11, 2020. Recommendation: Receive and file. C. PARKS AND COMMISSION MEETING ACTIONS The City Council is requested to receive and file the Actions of the Regular Parks and Recreation Commission Meeting of February 19, 2020. Recommendation: Receive and file. D. APPROVAL OF A SIXTH AMENDMENT TO THE AGREEMENT WITH EIDE BAILLY FOR PROFESSIONAL AUDIT SERVICES The City Council is requested to approve the sixth amendment to the professional services agreement with Eide Bailly, LLP (formerly Vav rinek, Trine, Day & Company, LLP) to provide the Fiscal Year 2019 -2020 annual independent audit for the City’s financial activities and reports. Recommendation: Authorize the City Manager to enter into a sixth amendment to the agreement for professional audit services with Eide Bailly, LLP (formerly Vavrinek, Trine, Day & Company, LLP) extending their audit services for Fiscal Year 2019-2020. E. APPROVAL OF A FIRST AMENDMENT TO THE AGREEMENT WITH HARRIS & ASSOCIATES FOR PROFESSIONAL SERVICES The City Council is requested to approve the first amendment to the professional services agreement with Harris & Associates, Inc. to provide the Fiscal Year 2020-2021 Lighting and Landscape District assessment services. Recommendation: Authorize the City Manager to enter into a first amendment to the agreement for the Lighting and Landscape District Assessment services with Harris & Associates for Fiscal Year 2020 - 2021. F. ADOPTION OF RESOLUTION NO. 20 -5452 ORDERING THE ENGINEER’S REPORT TO ESTABLISH THE LIGHTING AND MAINTENANCE DISTRICT ASSESSMENT RATES FOR FISCAL YEAR 2020-2021 City Council Agenda March 4, 2020 Page 4 of 6 Pursuant to the 1972 State Lighting and Landscape Act, an Engineer’s Report must be prepared for each fiscal year in which assessments are levied and collected for the District. Recommendation: Adopt Resolution No. 20-5452 ordering the preparation of the Lighting and Maintenance Assessment District Annual Engineer’s Report for FY 2020-21. G. ADOPTION OF RESOLUTION NO. 20 -5453 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2019-20 The City Council is requested to adopt Resolution No. 20-5453 authorizing the payment of bills.
