Mayor Fish called the City Council Regular Meeting to order at 7 :33 p .m . in the Counc il Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT : Councilmember-Man , Sternqu ist, Yu , Chavez , Fish ABSENT: Councilmember-None ALSO PRESENT: City Manager Cook , City Attorney Murphy, City Clerk Kuo 3. INVOCATION-Pastor Darrel Kelty , Community of Christ , provided the invocation . 4. PLEDGE OF ALLEGIANCE-Mayor Fish lead the pledge of allegiance . 5. CEREMONIAL MATTERS -PRESENTATIONS A. PRESENTATION OF CAMELLIA FESTIVAL ROYAL COURT Mr. Michael J. Wintercorn , 2020 Festival Chair , gave a brief introduction of t he Camellia Festival and introduced the Royal Court. Banner Carriers Mason Cardenas , Mitchell Tsai , Hayden Wong , and Violetta Nguyen . Prince Kendrix Hsu and Maxwell Manthei. Princess Kaylin Yang and Kelsie Jurick . King Collin Catalan and Queen Ab igail Jane Mckeon . City Council presented the Royal Court with certificates and city mementos. B. PRESENTATION OF FIREFIGHTER OF THE YEAR Assistant Chief Jesse Vela introduced Firefighter of the Year, Captain Ruben Ortiz . City Council presented Captain Ortiz with a certificate of recogn iti on . C. PRESENTATION OF DEPUTY OF THE YEAR Captain Flores introduced Deputy of the year , Deputy Van Lam. City Council presented Deputy Lam with a certificate of recognition . PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Lucy Liou , Neighborhood Watch , invited everyone to the next Ne ighborhood Watch meeting on April 20 , 5 :30 p.m . to 7 :30 p .m ., at the Temple City High School Library . Martin Ledwitz, Temple City resident , commented on abandon shopping carts in the city . Jing Li , Temple City Library Manager, shared that the library has closed for renovat ion but their temporary location at 9050 Las Tunas Drive is now open . 7. CONSENT CALENDAR Mayor Pro Tem Chavez made a motion to approve the Consent Calendar items . APPROVAL OF MINUTES The City Council is requested to review and approve : 1. Minutes of the Special City Counc il Meeting of February 4 , 2020 ; and 2 . Minutes of the Regular City Council Meeti ng of February 4 , 2020 . Action : Approved . B. TRANSPORTATION AND PUBLIC SAFETY COMMISSION MEETING ACTIONS The City Council is requested to receive and file actions of the Regular Transportation and Publ ic Safety Commission Meet i ng of January 22 , 2020 . ADOPTION OF RESOLUTION NO . 20-5449 AMENDING THE CITY 'S RECORDS RETENTION SCHEDULE The proposed changes (i .e ., addition of records that were previously not identified with retention dates , update to certain legal citations , and clarified records descriptions) to the retention schedule is necessary to ensure the City is in compliance with changes in State law and guidelines i ssued by the Cal ifornia Secretary of State . Action : Adopted Resolution No . 20-5449 adopti ng the City 's amended Records Retention Schedule D. ACCEPTANCE OF WORK FOR THE TEMPLE CITY PERFORMING ARTS PAVILION ROOFING PROJECT AND AUTHORIZATION TO F ILE THE NOTICE OF COMPLETION The City Cou ncil is requested to accept the work performed by Rite-Way Roof Corporation which cons isted of the replacement of roof on the Perform i ng Arts Pavilion at Temple City Park . Action : 1. Accepted t he work performed by Rite-Way Roof Corporation on CIP No . P19- 04 , entit led "Temple City Performing Arts Pavilion Roofi ng Project"; 2 . Authorized the City Clerk to fi le the Notice of Completion for recordation with the Cou nty of Los Angeles Registrar-Recorder; and 3. Released the 5% retention payment 30 days after re cordation . E. AWARD PURCHASE OF A REPLACEMENT WHEEL LOADER TO COASTLINE EQUIPMENT COMPANY The City Council is requested to award the purchase of a replacement wheel loader to replace a 12-year old loader that is not reliab le . Action : F. VISA CARD REPORT Awarded the purchase of a replacement wheel loader to Coastline Equ i pment Company in the amount of $170 ,495 .98 . ADOPTION OF RESOLUTION NO . 20-5450 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2019-20 The City Council is requested to adopt Resolution No . 2 0-5450 authorizing the payment of bills. Action : Adopted Resolution No . 20-5450 . 8. PUBLIC HEARING A. ADOPTION OF URGENCY ORDINANCE NO . 20-1039U TO EXTEND THE MORATORIUM PROHIBITING WITHIN THE MU-C ZONE PUBLIC MARKET USES AND THE SUBDIVISION OF PARCELS AND TENANT SPACES FOR 10 MONTHS AND 15 DAYS The City Council is requested to adopt an urgency ordinance extending the moratorium on public market uses and the subdivision of tenant spaces and parce ls within the Crossroads Specific Plan MU-C District. Interim Community Development Director Reimers gave a brief summary of the staff report . City Council made comments and asked questions . Mayor Fish opened publ ic hearing . Jerry Jambazian , Temple City business owner, asked questions regarding the extension of the urgency ordinance and if the urgency ordinance could be extended again . Albert Choo , H Properties, commented on the K-Mart master lease and asked questions regarding the moratorium . Hearing no further request to speak , Mayor Fish closed public comment. Councilmember Man made a motion to introduce , read by t itle , waive further reading , and adopt Urgency Ordinance No . 20-1 039U e xtending the moratorium prohibit ing within the MU-C zone public market uses and the subdivision of parcels and tenant spaces for 1 0 months and 15 days. ADOPTION OF URGENCY ORDINANCE NO. 20-1040U TO ESTABLISH REGULATIONS FOR ACCESSORY DWELLING UNITS AND JUNIOR ACCESSORY DWELLING UNITS IN COMPLIANCE WITH STATE GOVERNMENT CODE SECTIONS 65852 .2 AND 65852 .22 The City Council is requested to adopt an urgency ordinance to update the development standards for accessory dwelling units and junior accessory units in accordance with the State Government Code Section 65852 .2 and 65852 .22 . City Manager Cook gave a brief overv iew regarding the Accessory Dwelling Unit legislation . Ass istant Planner Liu gave a brief summary of the staff report . Interim Community Development Director and City Attorney Murphy answered Council questions. City Council recessed the meeting at 9 :05p.m . and reconvened at 9 :16p.m . City Council made comments and asked questions . Mayor Fish opened public comment. Hearing no request to speak , Mayor Fish closed public comment. Mayor Pro Tem Chavez made a motion to introduce , read by title , waive further read i ng , and adopt Urgency Ordinance No . 20 -1 040U to establ ish regu lations for accessory dwelling units and junior accessory dwelling units in residential and mixed use zones . Seconded by Councilmember Sternquist and carried by the following votes: AYES : NOES : ABSTAIN : ABSENT: Councilmember -Man , Sternquist , Yu, Chavez, Fish Councilmember-None Councilmember -None Councilmember-None 9.
