A Regular Meeting of the Mayor and Council of the Borough of
Carteret was called to order by Mayor Daniel J. Reiman at 6:00
P.M., Council Chambers, Memorial Municipal Building, 61 Cooke
Avenue, Carteret, New Jersey.
Upon individual roll call vote the following were noted present:
Councilmember Vincent Bellino
" Jorge Diaz
" Dennis DiMascio
" Randy Krum
" Susan Naples
" Joseph W. Sitarz
Also noted present was Kathleen M. Barney, Municipal Clerk and
Borough Attorney, Robert Bergen.
The Clerk stated that on January 3, 2011, the 2011 Annual Notice
was mailed to The Home News Tribune, The Star Ledger and
posted on the Bulletin Board. It was published on January 4, 2011.
Upon MMS &C by Councihnembers . Bellino and Sitarz and
unanimous affirmative vote of five (5) Councihnembers present,
the Minutes of January 6, January 27 and February 3, 2011 were
approved, transcribed and engrossed by the Clerk. Councilmember
Diaz Abstained from the vote.

Mayor Reiman explained they would be holding off on the
presentation for a short while.
ORDINANCES ORDINANCES: Public Hearing -
Public Hearing #11 -01 Amending Ordinance #71 -9.
ORDINANCE #11 -01 The Clerk stated that Ordinance #11 -01 was introduced and
"AMENDING adopted on First Reading at an Agenda Meeting of the Borough
ORDINANCE #71 -9 Council of the Borough of Carteret held on January 27, 2011. It
was duly published in The Home News Tribune on February 2,
2011 with notice that it will be considered for final passage after
Public Hearing to be held on February 17, 2011 at approximately
6:00 P.M.. The Ordinance was posted on the Bulletin Board and
copies were made available to the general public and according to
law she read the Ordinance by title.
Public Hearing Upon MMS &C by Councilmembers Sitarz and Bellino and
unanimous affirmative vote of the fall Council present, the Mayor
declared the Public Hearing to be opened.
There were no comments from the public.
Hearing Closed There being no further conmients or objections to the Ordinance
the Mayor declared the Public Hearing to be closed upon MMS &C
by Couneihnembers Diaz and Krum and unanimous affirmative
vote of the full Council present.

Mayor Reiman then asked the Governing Body if they had any Mayor Reiman,
questions for resolutions #11 -36 thru #11 -44. Re: Resolutions
Councitmember Krum questioned #11 -43 "Award of Garbage Councilmember
Contract to Suburban Disposal ", when it would take effect. Krum
Mayor Reiman said it will take effect March I" and explained a
flyer was sent out the previous week and automated calls will be
done and it will be on TV 36 and on the web. He said it will be
between a three (3) year to five (5) year contract and Suburban was
the low bidder and is approximately $100,000.00 cheaper than our
current contract, so there will be a $300.000.00 to $500,000.00
savings over the term. He explained most of the industry in the
new contracts, including our shared service agreement, are looking
to go automated and that would of cost us an additional million
dollars, over a ten (10) year term, to buy the disposable cans.
Councilmember Diaz questioned #I1 -40, "Resolution of the Councilmember
Borough of Carteret in Connection with the Proposed Transfer of Diaz
the Completed Landfill Redevelopment Project and the Execution
and Delivery of Certain Documents Related Thereto".

Mayor Reiman
Mayor Reiman explained this has to do with the Titan - Panattoni
Re- Development Project of the Landfill. He said as we entered into
that agreement, in approximately 2002 or 2003, it was the closure
of the landfill and construction of 1.2 million dollar square feet off
the Interchange 12 and he said pursuant to the agreement, even
though the re- development project had been completed, there are
certain guarantees that the city had to have and the project now has
been completed and the developer will be selling it so there will be
a transfer from Titan - Panattoni to KTR Partnership. He said we do
not own the property, they do, so we have to agree to transfer the
redevelopment rights.
PUBLIC PORTION Upon MMS &C by Councilmembers Sitarz and Naples and
ON RESOLUTIONS unanimous affirmative vote of the full Council present, the Public
AGENDA ITEMS AND portion on Resolutions /Agenda Items and New Business was

Jerome Hampton Jerome Hampton then spoke. He said lie represents and
organization and commented there had been an incident of which
he knew the Mayor and Council were aware of. He said his
organization has been trying to start a recreation basketball league
which would help keep the children off the streets. He said they
had no co- operation from the Board of Education. I-Ie said he
spoke to Councilman Bellino. He explained that the Board of
Education did give them one (1) gym and they did a registration on
Monday and they registered one hundred forty (140) kids free of
charge, but, one (1) gym carrot acconrnodate one hundred forty
(140) kids, even though they have it three (3) days a week.
Mayor Reiman commented to Mr. Hampton that they did give him
limited cooperation and said that he and Councilmember Bellino
did speak to them. He asked what their reasoning was that they
only had one (1) gym available.
Jerome Hampton said they explained to him that they had a couple
of events going on in the gym but said in the beginning they held
him back because they would only give him one (1) day. He said
he understood that the High School may be open sometime after

basketball season. He said they are trying to help the town out Jerome Hampton
giving the kids constructional, recreational basketball free of Cent:
charge.
Mayor Reiman said there is no doubt there is a need for it and they
are in favor of it and that they have put together a good group who
have put significant time and effort into it. He said he knows that
inside the schools, which is controlled by the Board of Education,
during the week in the gyms they have cheerleading and wrestling
practice and a few other programs so he understood the difficulty
they may have. He suggested to request a meeting with the Board
of Education Committee along with their Buildings and Grounds
Supervisor to see how they can find additional space or time at the
schools and said in the summertime we can schedule a Rec
Program at Carteret Park or any other park that has the ability.
Jerome Hampton said they already had that in motion.
Mayor Reiman asked if he formed this as a non - profit.
Jerome Hampton said it is strictly non - profit.
Mayor Reiman asked if they had registered this as a non -profit
then they would nm them through the Rec Commission, this way it
is covered under the cities insurance. He said he understood what
he was saying and finds there was some co- operation, but it is
limited.
Jerome Hampton said he went to them in the beginning of January
and they were just accommodated last week.
Mayor Reiman asked if they addressed this at a Board of
Education Meeting.
Jerome Hampton said he had.
Mayor Reiman said they are more than happy and willing to set up
a meeting and to accommodate and work with them, but further
explained that he and the Council cannot control the Board of

Jerome Hampton Education and have no authority over their buildings, but, they can

and sit them down and bring them face to face with it and try to
figure out how many days a week. I-Ie explained the Borough fluids
the Sportsmen's Association and Little League and Soccer and to
the extent that this is a program that will be run through the Rec
Commission they will be happy to see if there is any dollars left in
the Rec Program to help support this. He said they put a meeting
together and he thanked him and his connnittee.
Cynthia Alston Cynthia Alston then spoke. She said he rums the travel Soccer
League in Carteret and Councilmember Bellino helps her out and
said she grew up in this town and there were always gyms
available. She said she is scared when the kids leave her house for
their lives.
Mayor Reiman said it is absolutely sad, with regard to some of the
cuts in the schools, that over the years they have seen positions
taken where they will not help the kids unless they are paid. He
said he understood how much time she and Jerome and his
committee and the coaches from Sportsmen and Little League
dedicate and said we have more programs and dollars going into
the sporting programs and recreation than ever before, but, there
certainly needs to be other outlets and avenues to the kids in the
community.
Cynthia Alston asked what they can do as a whole.
Mayor Reiman said prior to an incident that occurred in June of
last year, where another young man was shot, they hosted a couple
of seminars to talk about gangs where they invited the parents of
the Middle School and High School students and only fifty (50)
parents showed up at one meeting and thirty (30) at another. He
said this needs the cooperation between the schools, police and
parents, and said you cannot simply blame one group. He said we
have a new program in the Middle School and the Boys and Girls
Club at the High School, where we received close to a two (2)
million dollar Federal Grant and went on to explain that every
student in the High School has the opportunity to stay after school

to participate in tutoring programs and recreational programs, Cynthia Alston Cont
which are free. He said part of this is run by the teachers and it is
overseen by the Jewish Renaissance in Perth Amboy, who received
the grant, so it is called the Boys and Girls Club of Perth Amboy at
Carteret. He said there is always more to do and suggested putting
together a working cormnittee with parents and members in the
community, along with the police and the Board of Education, to
see where we can go. He said the tragedy of what happened to the
young man is under investigation, which is being led by the
County Prosecutor's Office and he said his sympathy goes out to
the family. He said he encourages anyone who has any information
in reference to this instance or any instance relative to gangs to call
the Police Department at 541 -3852, where they can leave
anonymous information. He asked Jerome and Cynthia if they
would like to be on a working committee along with some others.
Cynthia asked the Mayor if there was going to be basketball in the
Health and Wellness Center.
Mayor Reiman said there would not be explaining Robert Wood
Johnson at Rahway will be operating it as a Fitness and Wellness
Center. He suggested she look into the gym at St. Elias or Holy
Family and said they will also reach out to them.
Cynthia asked the Mayor if there will be any community functions
in the Health and Wellness Center.
Mayor Reiman said there will be, they are required to provide a
certain amount of community progranuning for members. He said
this is all membership based, there is no tax dollars put into this.
Upon MMS &C by Councilmembers Sitarz and Diaz and Public Portion
unanimous affirmative vote of the fall Council present, the public Closed

Upon MMS &C by Councihnembers Diaz and Sitarz and
unanimous affirmative vote of the full Council present, all Reports
were ordered to be received and placed on file.
Mayor Reiman then said they will be going back to "Presentations"
for Paul Gadomski and Mark Virag.
Mayor Reiman said these gentlemen are not only members of the
community but have been on the career Fire Department for many,
many years. He then asked Fire Commissioner Krum to come
forward for the presentations and then called upon Paul Gadomski.
Mayor Reiman said Paul served as a firefighter in Carteret for
twenty -eight (28) years and also as Fire Captain, Fire Inspector and
Fire Commissioner and did a great job and has recently retired. He

then made the presentation to Paul and thanked him for his service
and his commitment.
Mark Virag Mayor Reiman then called upon Mark Virag and said Captain
Virag is retiring after twenty -five (25) years of dedicated service
as a career firefighter and thanked him for his service and
commitment. He then made the presentation to Captain Virag.

BUILDINGS & GROUNDS: Conunittee Chairperson Naples
reported some roof damage was repaired that was weather related
and some blowers on roof of the Library were replaced and they
are looking for Natard to clean up and spring approaching.
FINANCE & ADMINISTRATION: Committee Chairperson Diaz
reported that the tax collection period ended on the 10 °i of
February and the office is preparing the delinquent notices for
mailing. He said they are also preparing for the Homestead Rebate
Program explaining the process has changed that instead of the
residents receiving the rebate directly to them, they will be sent to
the Finance Department and will be credited to the second quarter
tax bill and then we will be required to send a, second letter to the
taxpayers to notify them of that. Continued progress.
FIRE & DOMESTIC PREPAREDNESS: Comunittee Chairperson
Krum reported the new ambulance was inspected by the New
Jersey Department of Health and is now in service . He said two
(2) of our firefighters will be attending Texas A &M for flammable
liquid firefighter training of which the funding for this training is
provided by local industries. He said on January 8' we had seven
(7) firefighters attend a Fire Safety Seminar at St. Barnabus
Hospital. He spoke about a new program called Operation Fire
Safe which will have firefighters visiting residents homes and will

install, where needed, free smoke and carbon monoxide detectors 01+ T IS Cent:
along with escape ladders and information of what to do in case of
a fire. He then congratulated Captains Virag and Gamonski.
Progress.
PARKS, RECREATION & PUBLIC PROPERTY: Committee
Chairperson Bellino reported normal day to day operations and
said they hope to have Sullivan Field operating now that the snow
is melting. Progress.
Councilrnember Krum said on the way here he saw the contractor
looking at the field .
Mayor Reiman said he just signed the requisitions to the skate park
which should be up and running by the spring.
POLICE: Conunittee Chairperson Sitarz reported at this time there
is a lot going on in Carteret and lie cannot make any comments
because of the pending investigation. Progress.
PUBLIC WORKS: Conunittee Chairperson DiMascio reported
the men are trying to catch up on the work that was neglected in
the snow storm. Progress.
Mayor Reiman said we just signed off on the two (2) new trucks.
He told Councilmember DiMascio to have John Riley call a
company called "Pot Hole Killer ", who will come out and fill the
pot holes right then and there.
BOARD OF EDUCATION LIAISON: Committee Chairperson
Naples reported the schools will be closed for Presidents Weekend
and all schools and all grade levels are preparing for their state
tests, which will take place between March and May.
Mayor Reiman said we do not have a lot of information of what Thyor Reiann
occurred last night but we do know a young man died in Carteret
and it is under investigation and said our sympathy and hearts go

%yor Rebon Cant: out to his family. He said there is no way to explain a tragedy like
this, but, we can better our community by having the teachers,
parents, those involved with recreation and youth, religious
organizations and the police to work together. He said anyone who
would like to work on that type of committee can approach him or
the Council and they look forward to something come out of this
that could possibly benefit Carteret.
