SUBJECT: PLANNING COMMISSION ACTIONS -MEETI NG OF FE BRUARY 11 ,
2020
RECOMMENDATION:
The City Counci l is requested to receive and file the Planning Commission
(Commission) actions from their meeting of February 11, 2020 .
BACKGROUND:
On February 11 , 2020 , the Commissio n held their regu larly scheduled meeting .
ANALYSIS:
T he following is a summary of actions taken at the Feb ruary 11 , 2020 meeting :
1. RO LL CALL:

The Commissio n approved the minutes from their regular meeting of De cember
10 , 2019 .

3 . PUBLIC HEARING
A. PL 19-1941: 4922 ARDEN DRIVE
DESCRIPTION : A request for a site plan review to revise the architectural
design for two new s ingle-family residences .
ACTION : The Commission voted 5-0 to approve file PL 19-1941 , and
adopted the resolution finding that the project is exempt from CEQA , subject
to the proposed recommended conditions of approval.
B . PL 19-1880: 9040 RANCHO REAL ROAD
DESCRIPTION : A request for the review and approval of vesting tentative
parcel map No . 82700 and a major site plan review for a multi-family residential
condominium consisting of three detached , two -story un its . A tentative parcel
map and major site plan review for a flag lot subdivision and for the
construction of a single-family residence on each parcel.
ACTION : The Commission voted 5-0 to approve file PL 19 -1880 , and adopted
the resolution , modifying condition 5 . The designer will add landscaping to the
driveway such as (1) along the driveway's east wall as vine pockets or (2) as a
Hollywood driveway , to the satisfaction of the Planning Manage r and to be
reviewed and app roved by the Fire Department. The landscaping must be
perpetually maintained and not converted to hardscape .

7 . UPDATE FROM THE PLANNING MANAGER
Mr. Reimers , Interim Community Development Director and Planning Manager,
announced the following :
• The next regularly scheduled meeting of February 25 will be canceled due to
the State of the City address . He suggested that the commissioners take the
opportunity to attend the meeting .
• The entitlements for the mixed-use development at 5935 Temple City Blvd .
have expired . The developer has res ubm itted an application to develop the
site .
• The applicant for the 73-unit, mixed-use project at 5570 Rosemead Blvd . has
decided to build condominium units , not apartment units . Therefore , the
City Council

Planning Commission will be reviewing the project's tentative map
application .
• The City has received a pre-application for Casa Robles (a home for retired
Nazarene missionaries located on Oak Ave.) to subdivide the property into 24
lots.
• The State ADU law came into effect January 1, 2020 . The City has been
trying to interpret it and determine how it affects the City 's Zoning Ordinance .
Staff will be taking an interim, urgency ordinance to City Council on February
18 , 2020 . Staff's goal is to mirror the State law while keeping the existing
design criteria . A follow-up Ordinance that takes additional steps will be
brought to the Comm ission in March or April.

The Commission meeting was adjourned at 8:16p.m.
CITY STRATEGIC GOALS:
Reviewing the Commission actions of February 11, 2020 , furthers the City's Strategic
Goals of C itizen Education and Communication .
FISCAL IMPACT:
This item does not have an impact on the Fiscal Year 2019-20 City Budget.
