SUBJECT: APPROVAL OF A FIRST AMENDMENT TO THE AGREEMENT WITH
HARRIS & ASSOCIATES FOR PROFESSIONAL SERVICES
RECOMMENDATION:
The City Council is requested to authorize the City Manager to enter into a first
amendment to the agreement for the Lighting and Landscape District Assessment
services with Harris & Assoc iates for Fiscal Year (FY) 2020-2021 (Attachment "A ").
BACKGROUND:
In February 2018 , the City issued a Re quest for Proposal for Lighting and Landscape
District Assessment services and awarded it to Harris & Associates (Harris) for an 18-
month agreement (Agreement) to audit its financial statements that exp i red on
Decemb er 31 , 2019 , with the option to renew the contract for three (3) one-year
extens ions .
ANALYSIS:
Pursuant to the 1972 State Lighting and Landscape Act , an engineer's report must
be prepa red for each fiscal year in which assessments are lev ied and collected for
the City's Lighti ng and Maintenance Distr ict ("District"). The engineer's report
identifi es eligible program expenditures , establ ishes the Distr ict's operating budget ,
updates in dividual property assessments , and documents the City's compl iance with
all applicable laws .
The Agreement with Harris , to complete the engineer's report and prov ide other
s imilar assessment services , expired on December 31 , 2019 . The Agreeme nt a llowed
for the option to renew it for 3 one-year extensions . It is recom mended that the City
Council approve the first amendment of the Agreement to extend Harris ' service s to
City Council

Decembe r 3 1, 2020 and not to exceed $8 ,500 . The first amendment is attached .

CITY STRATEGIC GOALS:
Actions contained in this report align with the City's strateg i c goal of good governance .
FISCAL IMPACT:
There is no fiscal impact in FY 2019-2020 as the cost of $8 ,500 was already budgeted
in the LLD fund for FY 2019-2020 .
