Mayor Fish called the City Council Regular Meeting to order at 7:32 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: ABSENT: ALSO PRESENT: Councilmember -Man, Yu, Sternquist, Chavez, Fish Councilmember -None City Manager Cook, City Attorney Murphy, City Clerk Kuo 3. INVOCATION -Pastor John Atkins II provided the invocation. 4. PLEDGE OF ALLEGIANCE -Boy Scout Troop 181 led the Pledge of Allegiance. 5. CEREMONIAL MATTERS -PRESENTATIONS A. OATH OF OFFICE TO APPOINTED COUNCILMEMBERS NANETTE FISH, WILLIAM MAN, AND CYNTHIA STERNQUIST Captain David Flores administered the Ceremonial Oath of Office to Councilmember Fish, Councilmember Man, and Councilmember Sternquist. B. CITY COUNCIL REORGANIZATION 1) Remarks by outgoing Mayor Mayor Fish commented on her term as Mayor and made outgoing remarks. She thanked staff, her Council colleagues, residents, her family and friends. 2) Presentation to outgoing Mayor by Mayor Pro Tern Mayor Pro Tern Chavez presented outgoing Mayor Fish with a token of appreciation. 3) Comments from other city or elected officials to outgoing Mayor Mayor Jason Pu, City of San Gabriel; Mayor Margaret Clark, City of Rosemead; City of Monrovia; Field Representative Maily Plan, Congresswoman Judy Chu; Field Representative Edward Bassera, Senator City Council Minutes March 4, 2020 Page 2 of 6 Susan Rubio; and Field Representative Abigail Marquez, Assemblymember Ed Chau recognized Mayor Fish for her term as Mayor and presented her with a certificate. 4) City Clerk calls for nominations for the seat of Mayor City Clerk Kuo called for nominations for the seat of Mayor. Councilmember Sternquist nominated Mayor Pro Tern Chavez for the seat of Mayor, seconded by Councilmember Yu. There were no further nominations. Mayor Pro Tern Chavez was elected Mayor by acclamation. 5) Mayor calls for nominations for the seat of Mayor Pro Tern Mayor Chavez called for a nomination for the seat of Mayor Pro Tern. Councilmember Man nominated Councilmember Yu for the seat of the Mayor Pro Tern. Seconded by Councilmember Sternquist. There were no further nomination. Councilmember Yu was elected Mayor Pro Tern by acclamation. 6) Presentation to new Mayor by former Mayor On behalf of the City Council, former Mayor Fish presented a meeting gavel and plant to Mayor Chavez. 7) Presentation to Mayor Pro Tern by Mayor On behalf of the City Council, Mayor Chavez presented a plant to Mayor Pro Tern Yu. 8) Comments from other city or elected officials to Mayor Mayor Margaret Clark, City of Rosemead; Mayor Jason Pu, City of San Gabriel; and Field Representative Edward Bassera, Senator Susan Rubio congratulated Mayor Chavez for his appointment and presented him with a certificate of recognition. 8) Councilmember Comments Councilmember Man congratulated Mayor Chavez for his appointment to the seat of Mayor. City Council Minutes March 4, 2020 Page 3 of 6 Mayor Pro Tern Yu thanked former Mayor Fish for her service to the City. He congratulated Councilmember Fish, Councilmember Man, and Councilmember Sternquist for their appointment to another term of service, and congratulated Mayor Chavez for his appointment to the seat of Mayor. Councilmember Sternquist recognized former Mayor Fish for her service to the City and for her friendship. She congratulated Mayor Chavez for his appointment to the seat of Mayor. 9) Mayor Remarks Mayor Chavez thanked his fellow Council colleagues, City staff, his friends, other elected officials and representatives, city commissioners, the Youth Committee, community organizations, school district, Temple City Sheriff's Station, and his family for their support. 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Steve Stafford, Temple City resident, congratulated former Mayor Fish for her service to the City. 7. CONSENT CALENDAR Councilmember Fish made a motion to approve the consent calendar items. APPROVAL OF MINUTES The City Council is requested to review and approve: 1. Minutes of the Special City Council Meeting of February 18, 2020; and 2. Minutes of the Regular City Council Meeting of February 18, 2020. Action: Approved. B. PLANNING COMMISSION MEETING ACTIONS The City Council is requested to receive and file the Actions of the Regular Planning Commission Meeting of February 11, 2020. Action: Received and filed. PARKS AND COMMISSION MEETING ACTIONS The City Council is requested to receive and file the Actions of the Regular Parks and Recreation Commission Meeting of February 19, 2020. Action: Received and filed. D. APPROVAL OF A SIXTH AMENDMENT TO THE AGREEMENT WITH EIDE BAILLY FOR PROFESSIONAL AUDIT SERVICES The City Council is requested to approve the sixth amendment to the professional services agreement with Eide Bailly, LLP (formerly Vavrinek, Trine, Day & Company, LLP) to provide the Fiscal Year 2019-2020 annual independent audit for the City's financial activities and reports. Action: Authorized the City Manager to enter into a sixth amendment to the agreement for professional audit services with Eide Bailly, LLP (formerly Vavrinek, Trine, Day & Company, LLP) extending their audit services for Fiscal Year 2019-2020. E. APPROVAL OF A FIRST AMENDMENT TO THE AGREEMENT WITH HARRIS & ASSOCIATES FOR PROFESSIONAL SERVICES The City Council is requested to approve the first amendment to the professional services agreement with Harris & Associates, Inc. to provide the Fiscal Year 2020-2021 Lighting and Landscape District assessment services. Action: Authorized the City Manager to enter into a first amendment to the agreement for the Lighting and Landscape District Assessment services with Harris & Associates for Fiscal Year 2020- 2021. F. ADOPTION OF RESOLUTION NO. 20-5452 ORDERING THE ENGINEER'S REPORT TO ESTABLISH THE LIGHTING AND MAINTENANCE DISTRICT ASSESSMENT RATES FOR FISCAL YEAR 2020-2021 Pursuant to the 1972 State Lighting and Landscape Act, an Engineer's Report must be prepared for each fiscal year in which assessments are levied and collected for the District. Action: Adopted Resolution No. 20-5452 ordering the preparation of the Lighting and Maintenance Assessment District Annual Engineer's Report City Council Minutes March 4, 2020 Page 5 of 6 for FY 2020-21. G. ADOPTION OF RESOLUTION NO. 20-5453 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2019-20 The City Council is requested to adopt Resolution No. 20-5453 authorizing the payment of bills.
