The Agenda Meeting of the Mayor and Council of the Borough of Carteret
preceding the Regular Meeting, March 24, 2011, was held on March 3, 2011,
6:00 P.M., Council Chambers, Memorial Municipal Building, 61 Cooke Avenue,
Carteret, New Jersey.
The following were noted present:
Mayor Daniel J. Reiman
Councilmember Vincent Bellino

At approximately 6:01 P.M. Councilwoman Naples was noted present.
Also noted present was Kathleen M. Barney, Municipal Clerk and Robert J.
Bergen, Borough Attorney.

The Clerk stated that on January 3, 2011 the 2011 Annual Notice was mailed to Statement of Meeting
The Home News Tribune, The Star Ledger and posted on the bulletin board. It Notice
was published in The Home News Tribune and The Star Ledger on January 4,
2011.
The Meeting was opened with a minute of Silent Prayer and the Pledge of Silent Prayer /Pledge of
Allegiance led by Mayor Daniel J. Reiman. Allegiance
Upon MMS &C, by Councilmembers Diaz and Sitarz and unanimous affirmative Minutes for Approval
vote of the full Council present, the Minutes of February 17, 2011 were
approved and transcribed and engrossed by the Clerk.

Proclamation
Girl Scouts Mayor Reiman said he has a special Proclamation in honor and celebration of
the ninety -ninth Anniversary of the Girl Scouts of America.

PROCLAMATION
WHEREAS, Wednesday, March 12 marks the 99` anniversary of Girl Scouts of
the USA, founded by Juliette Gordon Low in 1912 in Savannah, Georgia; and
WHEREAS, throughout its distinguished history, Girl Scouting has inspired
millions of girls and women with the highest ideals of courage, confidence and
character, and
WHEREAS, the Girl Scout leadership experience girls develop the skills and
lessons that will serve them a lifetime so that they may contribute to their
communities; and
WHEREAS, Girl Scouting takes an active role in increasing girls' awareness of the
opportunities available to them today in math, science, sports, technology,
health and other fields that can expand their horizons; and
WHEREAS, more than 3 million current Girl Scout members nationwide will be
celebrating 99 years of this American tradition with nearly 50 million women
who are former Girl Scouts and living proof of the impact of this amazing
Movement;
NOW, THEREFORE, I DANIEL J. REIMAN, by virtue of the authority vested in me
as the Mayor of the Borough of Carteret, do hereby applaud the commitment
Girl Scouting has made to support the leadership development of America's girls
and proudly proclaim the week of March 6, 2011 as Girl Scout Week.
The Mayor noted that Councilwoman Naples was a Girl Scout a few years ago.
Councilwoman Naples replied "just a few ". She said she was looking at some of
these numbers, 80,935. 1 was in Troop 168. She wished the girls her
congratulations and said it was a great organization.

Mayor Reiman said they were not even going to do the math on that! He then
commended the young ladies and presented them with the Proclamation.
Michele Chubenko spoke about Girl Scouting. March 12, 2011, marks the 99 Michele Chubenko
Anniversary of Girl Scouts. During Girl Scout week, Sunday March 6 th to spoke about Girl
Saturday, March 12 we will celebrate leadership and (inaudible) impact in their Scouts
Community. Girl Scouts. (inaudible) true value of Girl Scouting today. Thank You.
Mayor Reiman said he is trying to fix the West Carteret School House for a
permanent Girl Scout House.
At approximately 6:11 P.M. Councilman Diaz was noted absent.
At approximately 6:12 P. M. a Recess was held.
At approximately 6:14 P.M. the meeting Reconvened.
Upon individual roll call vote, Councilman Bellino, DiMascio, Krum, Naples and
Sitarz were noted present.
Mayor Reiman then read into the record the Proclamation for Disabilities
Awareness Day.
PROCLAMATION
"CARTERET DISABILITIES AWRENESS DAY"
WHEREAS, the Carteret Office for the Disabled will hold its twenty- seventh
Annual "Carteret Disabilities Day" on Sunday, March 13, 2011 at the
St.Demetrius Hall, Roosevelt Avenue, Carteret, New Jersey from 12:00 Noon to
4:00 P.M.; and

WHEREAS, Carteret Disabilities Awareness Day is held as an information and
social gathering to be enjoyed by all who choose to attend; and

WHEREAS, this event is only made possible through the combined efforts of
many volunteers from non - profit organizations and Borough Departments and
businesses within our community; and
WHEREAS, the Office for the Disabled continues to expand opportunities for
Disabled Persons to achieve their goals, developing and using their capabilities.
NOW, THEREFORE, I DANIEL J. REIMAN, MAYOR IF THE BOROUGH OF CARTERET
do hereby proclaim:

FURTHERMORE, I urge the entire community to participate in said program

ORDINANCE #11 -3 ORDINANCE #11 -3 was introduced and adopted on First Reading and the
"INDEX RATE ORDINANCE" Clerk authorized and directed to advertise same for Public Hearing to be held
March 24, 2011, 6:00 P.M., upon MMS &C by Councilmembers Sitarz and Bellino.
Upon individual roll call vote, Councilmembers Bellino, DiMascio, Krum, Naples
and Sitarz voted in the affirmative. Councilmember Diaz noted absent.

Resolutions #11 -45 through #11 -51 were introduced by the Mayor and referred
to the Council for action.

Mayor Reiman noted that this resolution is for the Veteran's Housing Building.
RESOLUTION #11 -46
"ACCEPTING GRANT FROM HAZARDOUS DISCHARGE SITE REMEDIATION FUND
PUBLIC ENTITY PRORAM"
Mayor Reiman said this is for the HDSFR Grant from the BOA Fund which is
administrated from the New Jersey DEP. This is a 4.9 million dollar Grant for the
dredging of the cove marina.

Payment of Bills PAYMENTS OF BILLS
Upon MMS &C by Councilmembers Sitarz and Naples, all bills appearing on the
prepared list, properly audited and signed were ordered to be paid. Upon
individual roll call vote, Councilmembers Bellino, DiMascio, Krum, Naples and
Sitarz voted in the affirmative. Councilmember Diaz was noted absent.

Upon MMS &C, by Councilmembers Bellino and Naples and unanimous
affirmative vote of the five (5) members present, all Reports were ordered to be
received and placed on file.
BUSINESS TO BE ADDED —
Councilmember DiMascio reported there was nothing new, Progress.
Councilmember Krum stated that he would have his report for the next
meeting.
Councilmember Naples reported that she also had nothing at this time
Councilmember Bellino reported that he went to Sullivan Field today and saw
that big C in the center field and it looked great. Then h went to the Waterfront
and those piles were looking good, a little (inaudible) but that is progress. We're
moving on.
Councilmember Sitarz said he would like to offer congratulations to Mr. Kopin
and Mr. Wargocki on their promotion to Sergeant. I hope they live up to the
traditions of the Police Department. Other than that, Progress.
Upon MMS &C by Councilmembers Sitarz and Naples and unanimous affirmative
vote of the five (5) members present, the meeting was opened to the Public.
There was no discussion from the public.
Upon MMS &C, by Councilmembers Bellino and Krum and unanimous
affirmative vote of the five (5) members present, the public portion of the
meeting was closed.
