The regular meeting of the Parks and Recreation Commission was called to order by Chairman Adams at 7:30 p.m. on Wednesday, January 18, 1978, in the Council Chambers of the City Hall, 5938 North Kauffman Avenue, Temple City, California.. 2. Chairman Adams led the Pledge of Allegiance to the Flag. 3. ROLL CALL: PRESENT: Commissioners Andrews, Crump, Villar, Adams ABSENT: None ALSO PRESENT: Victor B. Kobett Director of Parks and Recreation 4. APPROVAL OF MINUTES: Couunissioner Andrews moved to approve the minutes of the regular meeting of December 21, 1977. The motion was seconded by Commissioner Crump and carried. UNFINISHED BUSINESS: 5. ATHLETIC FIELD LIGHTING: Chairman Adams called on Ron Blakeley to present an update to the Commission regarding their plans for the Athletic Field Lighting Project proposed by Temple City Youth Groups at the Parks and Recreation Commission Meeting of December 21, 1978. Ron Blakeley, Vice - President of American Little League, 10413 Olive, Temple City, addressed the Commission in regard to the Lighting Proposal presented tonight to the Commission. He stated that the proposal is a general outline committing the Temple City Youth Groups to the Athletic Field Lighting Project. He further stated that the groups felt that they can do the Lighting Project as per the engineering study, plus add one or two additional poles and upgrade Longden School's Athletic Field lighting for less than the $34,095.60 estimate. Mr. Blakeley stated that their plans were based on the fact that the amount is a reasonable estimate for what it would take to get the job done if the City contracted outside. Mr. Blakeley also stated that the league has obtained other outside bids for this project, allowing them to determine a reasonable cost. Chairman Adams asked Mr. Blakeley if any additional poles would be needed at Longden School. Mr. Blakeley stated that electrically Longden School is sound and no wiring would have to be done. The only change would be the light fixtures, which would reduce energy costs. Director Kobett, in response to Chairman Adams question, stated the requirements in order for the Parks and Recreation Commission to recommend this proposal to City Council. He explained that the Youth Groups would need to have as much detail as possible outlined for the Council showing how the Youth Groups can accom- plish this project and outlining their methods at reducing project cost. Mr. Kobett further stated that this proposal should be ' similiar to the proposal presented to the City Council for the construction of the new concession stand at Live Oak Park. Mr. Blakeley stated that there was a time factor involved on some of the bids and poles, and therefore would like to have the recommendation go to the City Council on or before February 14, 1978. r PARKS AND RECREATION COMMISSION MINUTES - January 18, 1978 Page 2 Chairman Adams, with the concurrence of the Commission, set Tuesday, January 31, 1978 for an adjourned meeting beginning at 7:30 p.m. for the purpose of acting on the Athletic Field Lighting Proposal to be received from Temple City American Little 40 League. He advised Mr. Blakeley that depending on the action of the Commission, a recommendation could be forwarded to the City Council for their regular meeting scheduled for February 7, 1978. NEW BUSINESS 6. COMMUNICATIONS: Chairman Adams brought to the attention of the Commission a letter received from Mr. and Mrs. Allen Broge, 10127 Bogue Street, Temple City and Mr. and Mrs. Robert L. Head, 10133 Bogue Street, Temple City. The letter stated concerns of the residents regarding the additional lighting and the necessity of the lights, of which in- stallation has recently begun. Chairman Adams called on the residents who wrote the letter in regard to whether they had any further comments to address to the Commission at this time. Connie Broge, 10127 Bogue Street, Temple City, stated to the Com- mission her concern that the additional street lighting would illuminate the area more than necessary, and shine into the homes across the street from the park. She questioned the need for the additional lighting. Jacque Cohen, 10137 Bogue Street, Temple City, stated that at the time the plans were being prepared for the additional street lights he spoke to a representative from the Edison Company, who stated that the residents should get use to a great deal more light. Mr. Cohen further stated that considering the amount of light we have at the present time, that the additional lighting will be a case of over -kill, presenting a hardship on the residents of Bogue Street. He apologized to the Commission, stating that he realized he was somewhat late in presenting his concerns to the Commission, since installation of the street lights has already begun and probably cannot be changed. Director Kobett, in response to Mr. Cohen question regarding the type of lighting, stated that the additional lights would be 7,000 Lumen, the same as the existing lights located on Bogue Street and which are typical in residential areas. Director Kobett further stated that there are shields available for the light fixtures if the lighting proves to be a problem for the residents in the area. Chairman Adams stated that a study of the park was made several years ago by a committee consisting of 12 residents of the City. The committee expressed great concern because Bogue Street was poorly lighted which presented problems in regard to traffic and parking on the street at night, and the personal safety of park patrons and pedestrians. Chairman Adams further stated that he also felt since children use the park, the additional lighting would be of benefit for their safety at night. Chairman Adams in closing discussion on this item stated that at this point there was little the Commission could do to modify the project. He further stated that he felt the residents would not have the problems that they were anticipating. However, he stated, if the lights illuminate their property excessively, that the Commission would have shields installed on the fixtures, which would correct that situation. Chairman Adams thanked the residents for bringing their concern to the attention of the Commission. • " PARKS AND RECREATION COMMISSION MINUTES - January 18, 1978 Page 3 7. REQUEST FOR USE OF FACILITIES AT LIVE OAK PARK - Temple City Pinto Pony League Director Kobett informed the Commission that this request for use of the Multi - Purpose Room at Live Oak Park on January 22, 1978 from 1 to 5 p.m. was brought to the Commission's attention, as Sunday use of the park facilities requires Commission approval. Director Kobett further stated that the activity is recreation related, which is normally allowed at Live Oak Park. Commissioner Crump moved to approve the application for use of the Multi- Purpose Room at Live Oak Park on January 22, 1978 from 1 to 5 p.m., subject to the normal insurance requirement. The motion was seconded by Commissioner Villar and carried. 8. TIME FOR THOSE IN AUDIENCE WHO WISH TO SPEAK: A. William Ward, 5570 North. Glickman, Temple City stated his con- cern to the Commission regarding the installation of the athletic field lights and whether they would illuminate his property. The Commission informed him that this should present no problem, as the lighting would be concentrated on the north ball diamond and the surrounding practice fields, which are south of the tennis courts. Mr. Ward also stated his concern regarding the installation of the additional tennis courts at Live Oak Park, and the need for more tennis courts. He indicated that he was not in favor of the courts being lighted. Commissioner Andrews stated that because Live Oak Park is the only park in Temple City that has area available for a variety of recre- ational facilities for the public, it is the Commission's intention to develope the park in the best interest of all citizens of Temple City. Mr. Ward stated his concerns were based on the fact that with the new tennis courts and new athletic field lighting, the noise in the parking lot would be increased during the late night hours. He also stated that the parking lot is used as a throughway which in- creases the amount of traffic and noise in the parking lot. The Commission explained to Mr. Ward that regarding the late night use of the park, that the park is posted closed from 10 p.m. to 6 a.m. and that no use is permitted between those hours without approval. Youth activities, they explained, would end earlier than closing time, as the children, on most occasions, must attend school the next day. Adult activities, however, could continue to closing time. The Commission expressed concern regarding the traffic through the parking lot and requested staff to pursue the matter with the Traffic Engineer. B. Ruth Giese, 5600 Glickman, Temple City, stated to the Commission her concern regarding the corner of Bogue Street and Glickman. She felt since there is no "Stop" sign, it makes the corner very hazard- ous, as you cannot see or hear cars coming around the corner. Chairman Adams thanked Mrs. Giese for bringing this traffic situation to the Commission's attention and requested staff to discuss Mrs. Giese's request for a "Stop" sign at Bogue Street and Glickman Avenue with the Traffic Engineer. C. Ron Blakeley, Vice - President of American Little League, 10413 Olive, Temple City, requested the approval of the Commission for American Little League to replace the sleeves for the outfield fences on the ball fields at Live Oak Park. Director Kobett placed a diagram of the proposed sleeve on the chalk board for review by the Commission. He indicated that he and the PARKS AND RECREATION COMMISSION MINUTES - January 18, 1978 Page 4 department's Maintenance Superintendent had expressed approval of the proposed sleeve but had suggested a change in the design which they felt would make it easier to install the fence. Director Kobett indicated he had not had the opportunity to discuss the change with representatives of the league. The proposed change would eliminate the threaded cap on the pipe and would incorporate the sleeve being placed on the fence leg for placement over the anchor post, rather than inside of it. Either design would be acceptable to the Department he continued. Commissioner Villar moved to approve the request from American Little League to replace the sleeves for the outfield fences on the ball fields at Live Oak Park, subject to the design meeting the approval of the Department. The motion was seconded by Commis- sioner Andrews and carried. 9. DIRECTOR'S REPORT: Director Kobett stated that a special two -wek Christmas Vacation Program culminated in December, as well as the activities for the year. Special programs were held on all elementary playgrounds and Live Oak Park. Highlights included the Tot's Recreation Christmas Party on December 15, with 69 children participating. On December 17, thirty -seven students from the drama class and childrens' dance presented a child's version of "The Nutcracker Suite" at Live Oak Park. One- hundred parents and friends were in attendance. The Director further stated that other activities offered during the Christmas Vacation included a Boys Basketball Tournament for 5th through 8th grade youths at Oak Gym, with seventy youths par- ticipating, and a table tennis tournament at Live Oak Park and Longden School, with thirty youths participating. Bingo parties were held at Live Oak Park, La Rosa and Longden School on December 21, with eighty youths participating and December 29 at Live Oak Park, with forty youths participating. Two cookouts were held at all the areas, with eighty -seven youths participating. Craft classes were also held, with youths having the opportunity of making Christmas cards, ornaments or plaques. A bus excursion to Magic Mountain was cancelled due to weather conditions. • Director Kobett also stated that general playground attendance was low due to the high winds during the first week of activities and three days of rain during the second week. Indoor activities at Live Oak Park continued. In an effort to increase participation, tickets were given to all participants who attended and participated in posted activities. The more the children participated, the more tickets they would receive and the chance of winning a free drawing prize was greater. A total of 669 tickets were distributed and 24 prizes presented. The largest number of tickets were earned at Live Oak Park, with 310 tickets. Lowest attendance was at La Rosa School,. with 75 tickets being given out. Funds for the cookouts, bingo prizes, raffle prizes and the basketball tournament were pro- vided through the Temple City Kiwanis Club. Director Kobett :informed the Commission that advance registration for the Tennis and Tot's Recreation classes were held in December. Three Tot's Recreation classes, with 22 students in each class were filled. Approximately 75 persons registered for Tennis. Two - hundred and sixty youths registered for Dance and Acrobatic classes. He further informed the Commission that the Winter After School Recreational Programs began the week of January 9, with registration period from January 3rd to the 6th. Director Kobett also stated that the special fee and charge classes which began this month included Tot's Recreation, Karate, Yoga, PARKS AND RECREATION COMMISSION MINUTES - January 18, 1978 Page 5 Tennis, Ballroom Dance, Baton, Cake Decorating, Belly Dancing and Adult Oil Painting. Director Kobett further informed the Commission that a Basketball League for men began tonight at Oak Avenue Gym. The Director also stated that painting and plumbing in the rest - rooms of the new concession stand was accomplished this month by American Little League. 10. MATTERS FROM CITY OFFICIALS: There were none. 11. ADJOURNMENT: Commissioner Villar moved to adjourn to an adjourned meeting on Tuesday, January 31, 1978, at 7:30 p.m. in the North Meeting Room, City Hall, 5938 North Kauffman Avenue, Temple City.
