Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. The following were noted present: PRESE U Mayor Daniel J. Also noted present was Linda A. Rivera, Assistant Municipal Clerk and Robert J. Bergen, Borough Attorney and Patrick DeBlasio, Chief Financial Officer. The Assistant Clerk stated that on January 3, 2011 the 2011 IQJI9CE Annual Notice was mailed to The Home News Tribune, The Star Ledger and posted on the Bulletin Board. It was published in The Home News Tribune and the Star Ledger on January 4, 2011. It was duly published in The Home News 3 Tribune on March 30, 2011 with notice that it will be considered for final passage after Public Hearing to be held on April 7, 2011 at approximately 6:00 P.M. The Ordinance was posted on the Bulletin Board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS &C by Councilmembers Sitarz and Krum and unanimous affirmative vote of the four (4) Councilmembers present, the Mayor declared the Public Hearing to be opened. There were no comments from the public. There being no comments or objections to the Ordinance the Mayor declared the Public Hearing to be closed upon MMS &C by Councilmembers Krum and Sitarz and unanimous affirmative vote of the four (4) Councilmembers present . Attorney Bergen Attorney Bergen explained that since the Ordinance was advertised it should be opened to the public and then carried. Upon MMS &C by Councilmembers Diaz and Sitarz and unanimous affirmative vote of the four (4) Councilmembers present, all Reports were ordered to be received and placed on file. MEgESS 10 BUSINESS TO BE ADDED: BE !COED G mihnaybar Councilmember Sitarz said he had spoke to Mr. DuPont today Sitarz about Hermann Avenue and a couple of other streets where a utility company came in and dug up the streets and did a terrible patch job He said we had spent a lot of money on the streets. He then mentioned the guard rail by the New Jersey Turnpike which has been crumbled for about a year and a half. Mayor Reiman explained that had been replaced before the fall or winter of last year and was hit again. Councilmember Sitarz said a few years ago he had suggested putting a tariff on the cars in the junk yard in West Carteret because we are losing money on them. Mayor Reiman exlplained that cities cannot enforce tariffs and questioned how we would lose money on them when there is no money coming in aside from the taxes. He asked Councilmember Sitarz if he was proposing some sort of permit. Councimember Sitarz said something like that. Mayor Reiman said he spoke to Senator Smith who is the Chairman of the Senate Environmental and Health Committee in P regard to imposing some sort of recycling fee and he also spoke to Counselor Brett Campbell, who is a former DEP Commissioner in regard to that and we will look to see what we can do. He explained we are not quite sure if we can access a permit because it is in transit and there might be the ability to do a storage and our property maintenance crews will be out there as well with regard to oil or gas or anything else that is being spilled. He explained even if we could only add them to our Recycling /Tonnage Report than there is more dollars coming back from the Recycling Grant. Upon MMS &C by Councilmembers Diaz and Krum and unanimous affirmative vote of the four (4) Councilmembers present, the meeting was opened for Public Discussion. There was no discussion from the public. Upon MMS &C by Councilmembers Diaz and Sitarz and unanimous affirmative vote of the four (4) Councilmembers present the Public Portion on the meeting was closed. Mayor Reiman thanked Patrick De Blasio for being present at the Budget Hearing and complimented him on the job he did on the budget this year despite the new library tax. He explained the municipal rate is zero increase but there is the new library tax imposed by the state and spoke about how he was opposed to it. After no further discussion, upon MMS &C by Councilmembers Diaz and Krum and unanimous affirmative vote of the four (4) Councilmembers present, at approximately 6:09 P.M., the meeting was Adjourned.
