Minutes of the Special City Council Meeting of January 29, 2020. Recommendation: Approve. B. PARKS AND RECREATION COMMISSION MEETING ACTIONS The City Council is requested to receive and file : 1. Actions of the Special Park and Recreation Commission Meeting of January 15, 2020; and 2. Actions of the Regular Park and Recreation Commission Meeting of January 15, 2020. Recommendation: Receive and file. C. OPPOSITION TO SENATE BILL 50 Senate Bill 50 requires local governments to increase housing densities to meet the state’s housing crisis. If enacted, the legislation would undermine locally adopted general plans and housing el ements, lead to density in inappropriate areas, and accelerate gentrification. Recommendation: Approve a letter in opposition to Senate Bill 50. D. AUDIT REPORTS FOR PROPOSITION A, PROPOSITION C, MEASURE R, TRANSPORTATION DEVELOPMENT ACT ARTICLE 3 AND MEASURE M FOR FISCAL YEAR 2018-19 The City is in compliance with all requirements of the Los Angeles County Metropolitan Transportation Authority’s Funding and Allocation Guidelines. The reports are presented for Council’s review. Recommendation: Receive and file Fiscal Year (FY) 2018-19 Proposition A, Proposition C, Measure R, Transportation Development Act Article 3 and City Council Agenda February 4, 2020 Page 3 of 4 Measure M Audit Reports. E. ADOPTION OF RESOLUTION NO. 20 -5448 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2019-20 The City Council is requested to adopt Resolution No. 20-5448 authorizing the payment of bills.
