PROCEDURE TO ADDRESS CITY COUNCIL: If you wish to address the City Council,
please complete a Speaker Request Form, indicating the agenda item number and submit it
to the City Clerk. There will be a maximum 30-minute period for comments on any
subject with a 3-minute time limit on each speaker, unless waived by Council. You have
the opportunity to address the City Council at the following times:
• AGEND A ITEM: at the time the Council considers the agenda item;
• NON-AGEND A ITEM: at the time for PUBLIC COMMENTS. Please note that while
the City Council values your comments, pursuant to the Brown Act, the Council cannot
take action on any item not listed on the agenda; and
• PUBLIC HE ARING: at the time for public hearings under PUBLIC HEARING.
The listing of any item on the agenda includes the authority of the Council to
take action on such item and to approve, disapprove, or give direction on any item.

A. APPROVAL OF MINUTES
The City Council is requested to review and approve:
1. Minutes of the Special City Council Meeting of January 21, 2020;
2. Minutes of the Regular City Council Meeting of January 21, 2020; and
3. Minutes of the Special City Council Meeting of January 29, 2020.
Recommendation: Approve.
B. PARKS AND RECREATION COMMISSION MEETING ACTIONS
The City Council is requested to receive and file :
1. Actions of the Special Park and Recreation Commission Meeting of January
15, 2020; and
2. Actions of the Regular Park and Recreation Commission Meeting of January
15, 2020.
Recommendation: Receive and file.
C. OPPOSITION TO SENATE BILL 50
Senate Bill 50 requires local governments to increase housing densities to meet
the state’s housing crisis. If enacted, the legislation would undermine locally
adopted general plans and housing el ements, lead to density in inappropriate
areas, and accelerate gentrification.
Recommendation: Approve a letter in opposition to Senate Bill 50.
D. AUDIT REPORTS FOR PROPOSITION A, PROPOSITION C, MEASURE R,
TRANSPORTATION DEVELOPMENT ACT ARTICLE 3 AND MEASURE M FOR
FISCAL YEAR 2018-19
The City is in compliance with all requirements of the Los Angeles County
Metropolitan Transportation Authority’s Funding and Allocation Guidelines. The
reports are presented for Council’s review.
