Mayor Fish called the City Council Regular Meeting to order at 7:51 p .m. in the Council Chambers located at 5938 Kauffman Avenue , Temple C ity. 2. ROLL CALL PRESENT: Councilmember -Man , Sternquist, Yu , Chavez, Fi sh ABSENT: Councilmember -None ALSO PRESENT: City Manager Cook, City Attorney Murphy , City Clerk Kuo 3. INVOCATION-Pastor Darrel Kelty , Community of Christ, located at 9468 Broadway, Temple City, provided the invocation . 4. PLEDGE OF ALLEGIANCE Boy Scout Troop 161 led the pledge of allegiance. 5. CEREMONIAL MATTERS -PRESENTATIONS -None 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA-None 7. CONSENT CALENDAR Councilmember Yu pulled Item 70 for staff presentation . Councilmember Man made a motion to approve the remainder of the Consent Calendar items. APPROVAL OF MINUTES The City Council is requested to review and approve : 1. Minutes of the Special City Council Meeting of January 7 , 2020 ; and 2 . TRANSPORTATION AND PUBLIC SAFETY COMMISSION MEETING ACTIONS The City Council is requested to receive and file Actions of the Regular Transportation and Public Safety Commission Meeting of January 8 , 2020 . Action : Received and filed. C. ADOPTION OF RESOLUTION NO . 20-5446 APPROVING THE SALARY RANGES AND BENEFITS FOR NINE FULL-TIME NON-REPRESENTED CLASSIF ICATION FROM JULY 1, 2019 TO JUNE 30 , 2022 Adoption of Resolution No . 20-5446 would adjust the salary ranges and benefits of non-represe nted full-time classifications . Action : 1. Adopted Resolution No . 20-5446 for 9 full-time non-represented classifications approving the salary ranges and benefits ; and 2 . Appropriated $21 ,600 for Fiscal Year 2019-20 from the General Fund Reserves to find the adjustments. E. APPROVAL OF PLANS AND SPECS FOR LAS TUNAS DRIVE PAVEMENT REHABILITATION PHASE 1 FROM WEST CITY LIMIT TO SULTANA AVENUE , CIP NO . P20 -05 The pavement rehabilitation along Las Tunas Drive will be completed in 2 separate phases . This project will cover the area from west city limit at Muscatel Avenue to Sultana Avenue . Phase 1 will be comp leted by June 30 , 2020 . Action : Approved plans for the Las Tunas Drive Pavement Rehabilitation Phase 1 from west city limit to Sultana Avenue and authorized staff to advertise the project for bids . F. PETIY CASH AND VISA CARD REPORT The City Council is requested to receive and file the Petty Cash and V isa Card Report. Action : Received and filed. G. ADOPTION OF RESOLUTION NO . 20 -5447 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2019-20 The City Council is requested to adopt Resolution No. 20 -5447 authorizing the City Council Minutes January 21 , 2020 Page 3 of 7 payment of bills. Action : Adopted Resolution No . 20-5447 . Consent Calendar Items 7D was pulled out of agenda order for staff presentation. D. COMPREHENSIVE ANNUAL FINANCIAL REPORT FOR THE YEAR ENDED JUNE 30 , 2019 A Comprehensive Annual Financial Report (CAFR) is a set of United States government finan cial statements comprising the financ ial report of a state , municipal or other governmental entity that complies with the accounting requirements created and circ ulated by the Governmental Accounting Standards Board . The CAFR accounting structure provides for standardization f i nancial reporting . Mayor ProTem Chavez left the meeting at 7 :57 p.m. and returned at 7 :59p.m . Administrative Services Director Paragas gave a summary of the staff report . Councilmember Yu made a motion to receive and file the following reports : 1. Comprehensive Annual Financial Report for the year ended June 30 , 2019 ; 2 . Independent Auditor's Communication to the City ; 3. Independent Accountants ' Report on Applying Agreed -Upon Procedu res Related to the Article X III -B Appropriations Limit Cal culation (Gann Limit ); and 4 . Independent Auditor's Report on In terna l Control over Financia l Reporting and on Compliance and Other Matters Based on an Audit of Financial Statements Performed in accordance with Government Auditing Standards . PUBLIC HEARING A. COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR FISCAL YEAR 2020-2021 The City Council is requested to hold a public hearing regarding the proposed City Council Minutes January 21 , 2020 Page 4 of 7 allocation of Community Development Block Grant funds for Fiscal Year 2020- 21. City staff is recommending to continue the housing rehabil itation , asbestos/lead grant, and youth scholarship programs . Interim Community Development Director Reimers gave a brief summary of the staff report. Mayor Fish opened public Hearing . Hearing no request to speak , Mayor Fi sh closed public hearing . City Council made comments and asked questions regarding the allocat ion of the grant funds. Mayor ProTem Chavez made a motion to : 1. Authorize the City Manager to amend CDBG-funded program allocat ions up to 50 percent of the approved allocat ion as necessary throughout the FY ; and 2 . Adopt Resolution 20-5445 establish i ng the CDBG-funded programs and allocations below for FY 2020-2 1. The total CDBG Budget for FY 2020-21 includes the estimated allocation of $186 ,000, unallocated prior years ' funds of $171 ,555 and up to $130,740 of carryover from FY 2019-20 : i. Housing Rehabilitation Loan and Grant Program : ii . Asbestos Testing and Removal Program : iii . Youth Scholarship Program : Total FY 2020-2 1 CDBG Budget: $340 ,795 (70 %) $110 ,000 (23 %) $ 37,500 (7%) $488,295 Seconded by Councilmember Yu and carried by the following votes : AYES : NOES : ABSTAIN : ABSENT: Councilmember-Man , Sternquist, Yu , Chavez, Fish Councilmember-None Councilmember-None Councilmember-None 9. UNFINISHED BUSINESS A. LEGISLATIVE UPDATE The City Council is requested to receive and file an update on newly enacted housing laws pertaining to accessory dwelling units , new affordable housing provision , revised list of recently enacted legislation that will impact the City's human resources , public safety and community development funct ions . City Manager Cook gave an overview of the legislative update . City Council Minutes January 21 , 2020 Page 5 of 7 Interim Comm un ity Development Director Reimers , City Attorney Murphy, and Assistant to the City Manager/ Economic Development Manager Haworth gave a summary of the staff report. City Manager Cook left the meeting at 8:27p.m. and returned at 8 :37p.m. City Council mad e comments and asked questions about t he newly enacted legislations . Mayor Fi s h opened public comments . Jim Clift , Temple City resident, mad e comments and asked questions about accessary dwelling units and junior accessory dwelling units . Hearing no further request to speak , Mayor Fish closed public comments . Councilmember Man made a motion to : 1. File legislative update re port on newly enacted state laws that will impact c ity serv ices and poli cies ; 2 . Receive a presentation on newly enacted housing laws pertaining to accessory dwe ll ing units and new affordable housing provisions ; and 3. Direct the City Manager to implement all re qui red procedures and poli ci es in alig nm e nt with new and app li cable state laws . UPDATE FROM CITY MANAGER -invited the public to the upcom ing Lunar New Year Celebratio n, commented on th e Ci ty 's financial status , and will keep the Council updated regardi ng the housing legislation . 12. UPDATE FROM CITY ATTORNEY -remarked on the law perta ining to independent contractors and on legis lation re lat in g to homelessness . 13 .
