HomeMy Public PortalAbout10/17/1959MINUTES - REGULAR COMMISSION MEETING TOWN OF GULF STREAM, FLORIDA HELD: October 17, 1959 Present: Mayor L.Seton Lindsay Vice -Mayor William F. Koch, Jr. Commissioner John G. Hart Town Attorney Henry F. Lilienthal D.Yown Clerk J. Raleigh Fountain Also attending: Mr. Stewart B. Iglehart, Mrs. George Oliver Mr. Walter Hayden.and Mr. Robert A. Nilsen. The minutes of the regular commission meeting of July 11,1959 and the minutes of the Equalization Meeting of July 15,1959 were read, approved and adopted. J.R.Fountain reported bank balances as follows: Water Fund $ 6,955.2$ General Fund ?,9$1.34 Reserve Depreciation Fund 11383.26 Reserve Depreciation Savings $1000.00 Payments during July August and September 1959 from the General Fund were on checks # 4$3 through # 96$ and � 968 and totaled $ 7669.34. Payments during July, August and September, 195 from the Water Fund were on checks # 196 through # 208 and totaled 3 2,106.54. All of the payments were unanimously approved. Mayor Lindsay stated that Mr. Koch and Mr. Dodson had reinvested $ $,000.00 in a new certificate of Deposit, for the Reserve - Depreciation Fund, at the First National Bank of Delray Beach. The certificate to bear 3 % interest provided it is held for a period of one (1) year. The Commissioners approved the budget for the fiscal year: October 1, 1959 through September 30, 1960. Said Budget to be made a part of and attached to these minutes. The following Resolution was read: RESOLUTI-jN # 491 BE IT RESOLVED, that all real property as recorded on the Town Tax Rolls for the year 1959 and as equalized on July 15, 1959 be assessed at the r.te of five (5) mills for the taxable year -1959• The Deputy Town Clerk is hereby authorized to levy the tax of five mills on each and every taxable piece of real property within the Town Limits of Gulf Stream,. Fla. for the taxable year - 1959. Mr. Hart made a motion that the above resolution # 491 be approved and adopted. Mr. Koch seconded. The motion carried unanimously. 1 P141 C� MINUTES OF COMMISSION MEETING OF OCT. 17, 1959 Page 2 Mayor Lindsay read'Mr. KochTs letter of resignation as Vice -Mayor and Town Commissioner. The resignation was accepted and the Mayor and Commissioners expressed their regrets and thanks to Mr. Koch for a job well done for the town. Mayor Lindsay complimented Mr. K8ch for his devoted service and capable leadership during XXX his tenure of office and especially during the past few months when he served as acting mayor. Mayor Lindsay appointed Mr. Iglehart to serve in the post$ vacated y Mr. Koch. The Commissioners unanimously approved. Mr. Iglehart thanked the mayor and members of the commission. Mr. Iglehart took the oath of office and then signed the Oath of Office and the Loyalty i•�Oath form. This action was approved by RESDDUTION # 492. Copy attached. Mayor Lindsay read in full and Titled: ORDINANCE # on first reading Ordinance # 121 121 AN ORDINANCE OF THETOkTI OF GULF STREAM, FLORIDA, RELATING TO QUALIFICATIONS OF VOTERS; QUALIFICATIONS OF CANDIDATES FOR TOWN COMMISSION AND PROCEDURE FOR QUALIFYING FOR OFFICE- RULES AND REGULATIONS FOR HOLDING AND CERTIFYING GENERAL AN3 SPECIAL ELECTIONS AND OTHER MATTERS RELATING THERETO. Mr. Iglehart moved that Ordinance # 121 be approved and adopted on first reading. Mr. Hart seconded and the motion carried unanimously. Mr. Hart moved Roy Cowards salary be raised $20.00 per month, that Melton PartinTs salary be raised $ 15.00 per month and that C.W. Ramsey be paid $ 15.00 per month for lawn maintenance all increases to begin on October 1, 1959. Mr. Iglehart seconded the motion. The motion carried unanimously. Mr. Lilienthal \tWs instructed to prepare an ordinance prohibiting the use of water supplied by the town for use in air - conditioners & to provide for the commission to restrict the use of water during certain times and periods. Mr. Lilienthal said he would try to have the ordinance ready for the next commission meeting. Mayor Lindsay expressed his and the commissioners thanks to Mr. Nilsen, Mrs. Oliver and Mr. Hayden for attending the meeting. Mrs. George Oliver recommended that the Town Commissioners consider adopting a sign ordinance prohibiting the display of signs by Real Estate Agents certain types contracting firms and business organizations. Mr. Lilienthal agreed to draft such an ordinance and have it for future commission meeting. Mr. Hart moved that the town pay for the installation of Two (2) catch basins on the east side of Gulf Stream Road near Town Hall. Mr. Iglehart seconded and the motion carried unanimously.
