A RESOLUTION SETTING THE DATE OF MARCH 7, 2023, FOR THE PUBLIC
HEARING ON THE PLANS, SPECIFICATIONS, FORM OF CONTRACT, ESTIMATE OF
COSTS, AND AUTHORIZING PUBLICATION OF NOTICES FOR THE POTTER CREEK
INTERCEPTOR SEWER PROJECT AND OPENING OF BIDS ON MARCH 2, 2023
Whereas, Hart -Frederick Consultants, P.C., has prepared the Plans, Specifications and
Contract Documents for the construction of the Potter Creek Interceptor Sewer Project;
Now, therefore be it resolved by the City Council of the City of Tiffin, Iowa:
1. The date for the Public Hearing of the Project is set for March 7, 2023, at 7:00
p.m. and,
2. The date for the opening and reading of bids for the Project is set for
March 2, 2023, at 10:00 a.m. and,
3. The date for consideration of bids for the Project by the City Council is set for
March 7, 2023, at 7:00 P.M. and will be acted upon at such time and place or at
such time and place as may then be set.
4. The City Council hereby directs the City Clerk to have published the Notice of
Hearing of the Contract Documents for the Project in a newspaper of general
circulation in the City, which publication shall be made at least once, not less than
four (4) and not more than twenty (20) days prior to the date of the said hearing.
5. The City Council hereby directs the City Clerk to have published the Notice to
Bidders of the bid letting for the Project by posting at least once, not less than
thirteen (13) and not more than forty-five (45) days prior to the date set for receipt
of bids, in each of the following three places: (i) in a relevant contractor plan room
service with statewide circulation; (ii) in a relevant construction lead generating
service with statewide circulation; and (iii) on an internet site sponsored by either
the City or a statewide association that represents the City.
On the 7th day of February, 2023, at a regular meeting of the Tiffin City Council, Tiffin,
Iowa, Councilperson Havens introduced RESOLUTION NO. 2023-011, A RESOLUTION
SETTING THE DATE OF MARCH 7, 2023, FOR THE PUBLIC HEARING ON THE
PLANS, SPECIFICATIONS, FORM OF CONTRACT, ESTIMATE OF COSTS, AND
AUTHORIZING PUBLICATION OF NOTICES FOR THE POTTER CREEK
INTERCEPTOR SEWER PROJECT AND OPENING OF BIDS ON MARCH 2, 2023, and
made a motion for approval. Motion seconded by Councilperson Orris.
Ayes: Orris, Schnedler, Limkemann, Havens, Olney.
Nays: None.
Absent: None.
Whereupon five Council members were present and voted approval and Mayor Berner
declared that the RESOLUTION NO. 2023-011, A RESOLUTION SETTING THE DATE
OF MARCH 7, 2023, FOR THE PUBLIC HEARING ON THE PLANS, SPECIFICATIONS,
FORM OF CONTRACT, ESTIMATE OF COSTS, AND AUTHORIZING PUBLICATION
OF NOTICES FOR THE POTTER CREEK INTERCEPTOR SEWER PROJECT AND
OPENING OF BIDS ON MARCH 2, 2023, to be adopted and signified his approval of the
same by affixing his signature thereto.

DESCRIPTION OF
WORK:
The project shall consist of providing all materials, equipment and labor necessary to install the work as defined as
follows:
2159LF of Sanitary Sewer (size 8 -inch — 15-inch,1620LF of Sanitary Sewer (10 -inch, Pipe Bursting), 13
Sanitary Sewer Manholes, 112 LF of Cured in Place Pipe (CIPP) Lining (size 18 -inch), 1772 LF of Pipe
Cleaning and inspection for rehab. (size 8 -inch — 15 -inch), 1207UNITS of Clearing and Grubbing, 390 LF of
Sanitary Sewer (size 12 -inch RJ with Casing), Traffic Control, Mobilization, Street Patching, Dewatering,
Railroad Protective Insurance, and other associated appurtenances and miscellaneous work items.
All Work and equipment is to be in accordance with the Plans, Specifications and Contract Documents on file
with the City Clerk of the City of Tiffin, Iowa, which are by this reference made a part of this Notice as though
fully set out and incorporated herein.
SALES TAX
EXEMPTION
The Bidder is eligible to receive an exemption from the State of Iowa Sales Tax. The City expects the
Contractor to obtain the Sales Tax Exemption from the City. State of Iowa Sales Tax shall NOT be included
in the bid.
PREFERENCE
By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced
within the state of Iowa.
BID GUARANTY:
Bid security in the form of a cashier's check or certified check drawn on a state -chartered or federally
chartered bank, or a certified share draft drawn on a state -chartered or federally chartered credit union, or a
bidder's bond with corporate surety satisfactory to the City, in the amount of 10% of the bid.
COMPLETION
DATE:
Work shall commence within ten (10) calendar days after receipt of the written "Notice to Proceed". All work
shall be completed by September 1, 2024 subject to any time extension that may be granted by the Council.
PERFORMANCE/
PAYMENT
/MAINTENANCE
BOND:
One hundred percent (100%) of the bid, with a maintenance period of three (3) years from the time of final
project acceptance by the Owner.
PAYMENTS:
Monthly estimates equivalent to ninety-five percent (95%) of the Contract value of the work completed during
the preceding calendar month with 5% retainage. Remaining retainage, if any, will be paid within 30 days
after final acceptance by the City.
