A RESOLUTION APPROVING THE DESIGNATION OF THE AMERICAN RESCUE
PLAN ACT (ARPA) FUNDING FOR THE CITY OF TIFFIN
WHEREAS, the US Federal Government has provided American Rescue Plan Act
(ARPA) funding to support the recovery of municipalities from the impact of the
coronavirus pandemic; and,
WHEREAS, the Final Rules have been established and the City of Tiffin has received
$621,566.88; and,
WHEREAS, the use of the funds have been categorized into four key eligible use
categories as designated in the ARPA legislation, of which, one category is Water, Sewer
and Broadband Infrastructure; and,
WHEREAS, the City of Tiffin has until December 31, 2024, to obligate these funds to
project(s); and has until December 31, 2026, to expend these funds; and,
WHEREAS, the City of Tiffin will be letting the Potter Creek Interceptor Sewer Project at
its March 7, 2023, council meeting; and,
WHEREAS, the Tiffin City Council desires to spend the ARPA funds on the interceptor
sewer project; and,
WHEREAS, the use of the ARPA funds towards the interceptor sewer project will allow
the City flexibility in repurposing existing funds earmarked for the project and potentially
reducing future borrowing,
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Tiffin, Iowa,
by the approval of this resolution will designate the ARPA funds to the Potter Creek
Interceptor Sewer Project and also directs City Staff to submit any required annual
reporting by the deadlines, for this project.
On the 7th day of February, at a regular meeting of the Tiffin City Council, Tiffin, Iowa,
Councilperson Olney introduced RESOLUTION NO. 2023-012, A RESOLUTION
APPROVING THE DESIGNATION OF THE AMERICAN RESCUE PLAN ACT (ARPA)
FUNDING FOR THE CITY OF TIFFIN and made a motion for approval. Motion
seconded by Councilperson Schnedler.
Ayes: Schnedler, Limkemann, Havens, Olney, Orris.
Nays: None.
Absent: None.
Whereupon five Council members were present and voted approval and Mayor Berner
declared that the RESOLUTION NO. 2023-012, A RESOLUTION APPROVING THE
DESIGNATION OF THE AMERICAN RESCUE PLAN ACT (ARPA) FUNDING FOR
THE CITY OF TIFFIN to be adopted and signified his approval of the same by affixing
his signature thereto.
