REGULAR MEETING MINUTES
MAY 57 2020
1. CALL TO ORDER
Mayor Chavez called the City Council Regular Meeting to order at 7:30 p.m.
telephonically.
2. ROLL CALL
PRESENT: Councilmember—Man, Sternquist, Yu, Chavez

3. INVOCATION —Mayor Chavez provided the invocation.

A. OLDER AMERICAN PROCLAMATION
Mayor Chavez proclaimed May Older American Month.
Parks and Recreation Director Matsumoto shared a video honoring the 2020
"Older American of the Year", Mr. an Ponnet.
6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Jing Li, Temple City Library Manager, submitted an email public comment
announcing upcoming library events and programs. City Clerk Kuo read it into the
record.
7. CONSENT CALENDAR
Councilmember Man made a motion to approve the remainder of the consent
calendar items. Seconded by Councilmember Sternquist and approved by the
following votes:

B. PLANNING COMMISSION MEETING ACTIONS
The City Council is requested to receive and file actions of the Regular Planning
Commission Meeting of March 10, 2020,

C. ADOPTION OF RESOLUTION NO. 20-5468, DECLARING THE CITY'S
INTENTION TO LEVY AND COLLECT LIGHTING AND MAINTENANCE DISTRICT
ASSESSMENTS FOR FISCAL YEAR (FY) 2020-2021 AND ESTABLISHING THE
TIME AND PLACE FOR HEARING PUBLIC OBJECTIONS
The City Council is requested to accept the Engineer's Report and adopt a
resolution to allow the City to move forward declaring the City's intention to levy
and collect Lighting and Maintenance District assessments for FY 2020-2021.
Action:
1. Accepted the Engineer's Report for the Temple City Citywide Lighting and
Maintenance District (District) for FY 2020-2021; and
2. Adopted Resolution No. 20-5468.
D. VISA CARD REPORT
The City Council is requested to receive and file the Visa Card Report.

E. ADOPTION OF RESOLUTION NO, 20-5469 APPROVING PAYMENT OF BILLS
FOR FISCAL YEAR 2019-20
The City Council is requested to adopt Resolution No. 20-5469 authorizing the
payment of bills.

A. ADDITIONAL COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS
RESULTING FROM THE CORONAVIRUS AID, RELIEF, AND ECONOMIC
SECURITY ACT
The City Council is requested to give direction to the City Manager on spending
Community Development Block Grant funds provided through the CARES Act,
City Manager Cook noted a discrepancy regarding the recommendation for this item
on the agenda versus the staff report and clarified that staff is not making a
recommendation for the use of the additional CDBG funds resulting from the
Coronavirus Aid, Relief, and Economic Security Act. Staff is looking for direction
from Council
Associate Planner Gulick gave a brief summary of the staff report.
City Council asked questions regarding the different program options.
Mayor Chavez opened public comment. Hearing no request to speak, Mayor
Chavez closed public comment.
City Council made comments regarding the program options.
Councilmember Sternquist made a motion directing staff to bring back additional
information focusing on residential rental assistance and small business
assistance program using the Community Development Block Grant (CDBG)
funds that the City will receive as part of the Coronavirus Aid, Relief, and
Economic Security (CARES) Act. Seconded by Councilmember Man and
approved by the following votes:

B. APPROVAL OF RESOLUTION NO. 20-5472 TO APPROVE THE ROAD REPAIR
AND ACCOUNTABILITY ACT (SB1) PROJECT LIST FOR FISCAL YEAR 2020-
21
To be eligible to receive Road Maintenance and Rehabilitation Account (RMRA)
funds each fiscal year, the Guidelines require that cities submit to the CTC a list of
projects that will utilize RMRA funds for the following fiscal year no later than May
1 each year.
City Manager Cook gave a brief summary of the staff report.
City Council did not have any comments or questions regarding the staff report.
Mayor Chavez opened public comment. Hearing no request to speak, Mayor
Chavez closed public comment.
Councilmember Man made a motion to:
1. Approve Resolution No. 20-5472 to approve the resurfacing of various
streets citywide as Temple City's designated project for Road Maintenance
and Rehabilitation Account (RMRA) funds for Fiscal Year (FY) 2020-2021
pursuant to Senate Bill 1, the Road Repair and Accountability Act of 2017
(SB 1);
2. Direct the City Manager to include the corresponding Capital Improvement
Projects (CIPS) in the FY 2020-21 City Budget including RMRA funds and
the required General Fund maintenance of effort match; and
3. Authorize the City Manager to submit the required documents and
information to the California Transportation Commission (CTC) for the City to
receive RMRA funds.
Seconded by Councilmember Sternquist and approved by the following votes:

C. OVERVIEW OF TEMPORARY EMERGENCY ACTION RELATED TO
CONTINUITY OF CITY SERVICES AND PERSONNEL AND REQUEST FOR
DIRECTION
Before the expiration date of May 15, 2020, the City Manager is seeking direction

from the Council regarding those members of staff who fall into the category of
receiving paid administrative leave.
City Manager Cook shared that preparation is being made to get City Hall ready
for phasing staff back to working on site.
Mayor Chavez opened public comment. Hearing no request to speak, Mayor
Chavez closed public comment.
City Council made comments regarding extending the administrative leave for City
staff and reopening of City Hall,
Councilmember Man made a motion to continue paid administrative leave for
employees until May 31, 2020. Seconded by Councilmember Sternquist and
approved by the following votes:

D. APPOINTMENT TO COUNCIL
At its meeting on April 28, 2020, the remaining members of the City Council
unanimously voted to fill by appointment the council seat vacated by former
Councilmember Fish, City Council is requested to provide staff direction for the
appointment process.
City Council made comments and discussed regarding the appointment process
to fill the vacant council seat.
Two Councilmembers nominated Planning Commissioner Serge Haddad, three
Councilmembers nominated former Councilmember/Mayor Fernando Vizcarra,
and one Councilmember nominated former Councilmember/Mayor Peter Zovak.
Mayor Chavez opened public comment. Hearing no request to speak, Mayor
Chavez closed public comment.
City Council commented and discussed regarding the appointment process.
Councilmember Sternquist made a motion to appoint former
Councilmember/Mayor Fernando Vizcarra to fill the vacant Councilmember seat.
Seconded by Mayor Pro Tem Yu. Motion failed by the following votes:

Councilmember an made a motion to interview all three nominees (i.e., Planning

11. UPDATE FROM CITY MANAGER
A. COVID-19 UPDATE —remarked that he will update Council the plan to reopen
City Hall to the public and shared that Sheriff Villanueva is taking some actions
regarding unfunded positions in the Sheriff's department but there will be no
disruption in continuity of service to our community.
12. UPDATE FROM CITY ATTORNEY -- shared that League of California Cities City
Attorney's division is now hosting and offering Friday webinars and he will report
back any discussion that may be of interest to the Council and he also remarked on
the potential housing bills coming up in the future.

Mayor Chavez opened up the discussion to fill the vacant seat on the standing
committee, ad hoc committee and outside agency/organization left by former
Councilmember Fish.
Mayor Chavez dissolved the Library Construction Standing Committee
Mayor Chavez appointed himself to the City and School District Standing
Committee.
Mayor Chavez will consider filling the other vacant seat on the standing
committee, ad hoc committee and outside agency/organization left by former
Councilmember Fish at a future upcoming meeting.
14. COUNCIL ITEMS SEPARATE FROM THE CITY MANAGER'S REGULAR
AGENDA
A. COUNCILMEMBER MAN —commented on the City's lawn signs.
B. COUNCILMEMBER STERNQUIST — thanked those who reached out to her and
expressed their interest to serve the City and thanked staff and City Manager for
the work that they are doing.
C. MAYOR PRO TEM YU — commented on the Council appointment discussion and
thanked the Commissioners who reached out to him to serve the City, and
commented on the approval of the Road Repair And Accountability Act (Sb1)
Project List for Fiscal Year 2020-21.
D. MAYOR CHAVEZ — commented on the City's lawn signs, thanked staff and his
fellow councilmembers for the work that they do, and the commissioners for their
willingness to step up and serve the City.
