Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newson on
March 17, 2020, cities are allowed to hold City Council meetings via teleconferencing
and members of the public can observe and address the meeting telephonically or

A. APPROVAL OF MINUTES
The City Council is requested to review and approve:
1. Minutes of the Regular City Council Meeting of March 17, 2020;
2. Minutes of the Special City Council Meeting o f March 13, 2020; and
3. Minutes of the Special City Council Meeting of March 31, 2020.
Recommendation: Approve.
B. ADOPTION OF RESOLUTION NO. 20-5461, AUTHORIZING AGENTS TO
EXECUTE FOR AND ON BEHALF OF THE CITY OF TEMPLE CITY FOR THE
PURPOSE OF OBTAINING STATE AND FEDERAL DISASTER FINANCIAL
ASSISTANCE
The City Council is requested to adopt the resolution to allow the City to
participate in present and future Federal and Sta te disaster assistance programs.
Recommendation: Adopt Resolution No. 20-5461, authorizing
agents to execute for on behalf of the City of
Temple City for the purpose of obtaining state
and federal disaster financial assistance.
C. APPROVAL OF A THIRD AMENDMENT TO THE CONSULTANT SERVICES
AGREEMENT WITH ECS IMAINGING, INC. TO TRANSITION THE CITY’S
ELECTRONIC CONTENT MANAGEMENT SOFTWARD FROM ON-PREMISE
SERVER TO THE CLOUD
To ensure that the City’s public records continue to be easily accessible to the
public, transferring the data to the cloud would insure the data from equipment

failure and natural disasters.
Recommendation:
1. Approve a Third Amendment to the Consultant Services Agreement with ECS
Imaging, Inc. to transfer the City’s electronic content management software
(i.e., Laserfiche) from City’s on-premise server to the Cloud and provide the
annual maintenance and related services; and
2. Authorize the City Manager to sign the Third Amendment.
D. ADOPTION OF RESOLUTION 20-5463 AUTHORIZING THE USE OF
ELECTRONIC SIGNATURES FOR EXECUTING CITY DOCUMENTS
City Council is requested to adopt the proposed resolution to allow staff to utilize
electronic signatures to sign various City records and transactions.
Recommendation:
1. Adopt Resolution No. 20-5463, authorizing the use of electronic signatures on
City documents; and
2. Authorize certain signers listed in Resolution No. 24-5463 to have the authority
to electronically sign City documents during the COVID-19 Safer-at-Home
period or until May 30, 2020.
E. PETTY CASH AND VISA CARD REPORT
The City Council is requested to receive and file the Petty Cash and Visa Card
Report.
Recommendation: Receive and file.
F. ADOPTION OF RESOLUTION NO. 20 -5462 APPROVING PAYMENT OF BILLS
FOR FISCAL YEAR 2019-20
The City Council is requested to adopt Resolution No. 20-5462 authorizing the
payment of bills.
Recommendation: Adopt Resolution No. 20-5462.
