CALL TO ORDER Mayor Chavez called the City Council Special Meeting to order at 6:08 p.m. telephonically using gotomeeting app. 2.ROLL CALL – PRESENT:Councilmember – Fish, Man, Sternquist, Yu, Chavez ABSENT:Councilmember – None ALSO PRESENT:City Manager Cook, City Attorney Murphy, City Clerk Kuo, Deputy City Clerk Nunez, Assistant to the City Manager Haworth, Administrative Assistant to the City Manager/City Council Flores, Administrative Services Director Paragas, Interim Community Development Director Reimers, Parks and Recreation Director Matsumoto, and Public Safety Supervisor Ariizumi 3. PUBLIC COMMENTS – None 4.NEW BUSINESS A.OVERVIEW OF TEMPORARY EMERGENCY ACTION RELATED TO CONTINUITY OF CITY SERVICES AND PERSONNEL AND REQUEST FOR DIRECTION The City Council is requested to provide direction to the City Manager, as the Director of Emergency Services, regarding certain personnel status for city staff and the budgetary considerations associated with such status in the time period after his emergency authority expires on April 2, 2020. City Manager Cook gave a brief summary of the staff report. City Council made comments and asked questions. Mayor Chavez opened public comment. There were no emails received from the public requesting to make a public comment. Mayor Chavez closed public comment. AGENDA I TEM 7.A-3. City Council Minutes March 31, 2020 Page 2 of 3 Councilmember Sternquist made a motion directing the City Manager to implement paid administrative leave from April 3 to May 1, 2020. Seconded by Mayor Pro Tem Yu and approved by the following votes: AYES: Councilmember – Fish, Man, Sternquist, Yu, Chavez NOES: Councilmember – None ABSENT: Councilmember – None ABSTAINED: Councilmember – None B. CONSIDERATION OF AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY TEMPORARILY PROHIBITING EVICTIONS OF RESIDENTIAL AND COMMERCIAL TENANTS ARISING OUT OF FINANCIAL IMPACTS OF THE COVID-19 PANDEMIC City Council is requested to consider adoption of a moratorium ordinance which would prohibit evictions of residential and commercial tenants due to non- payment of rent arising out of financial impacts of the covid-19. City Attorney Murphy gave a summary of the staff report. City Council asked questions and made comments. Mayor Chavez opened public comment. City Clerk Kuo read 6 public comment emails into record: 5 emails in favor of the adoption of the proposed ordinance and 1 email against the adoption of the proposed ordinance. Hearing no further request to speak, Mayor Chavez closed public comment. Mayor Pro Tem Yu made the following motion: 1. Found that the recommended action is exempt from the California Environmental Quality Act ("CEQA") pursuant to State CEQA Guidelines Section 15061(b)(3): the General Rule that CEQA only applies to projects that may have an effect on the environment; and 2. To adopt Ordinance No. 20-1041U by a 4/5 vote, an urgency ordinance of the City Council of the City of Temple City temporarily prohibiting evictions of residential and commercial tenants arising out of financial impacts of the COVID-19 pandemic subject to amendment discussed by Council to Section 4 of the ordinance (i.e., notice requirement to landlord from 30 to 10 days and add the word “sufficient” relating to documentation to the landlord). Seconded by Councilmember Fish and approved by the following votes: City Council Minutes March 31, 2020 Page 3 of 3 AYES: COUNCILMEMBER- Fish, Man, Sternquist, Yu, Chavez NOES: COUNCILMEMBER - None ABSENT: COUNCILMEMBER - None ABSTAIN: COUNCILMEMBER - None 5.
