A CAPITAL AUTHORIZING RE SOLUTION OF THE
VILLAGE COUNCIL OF THE VILLAGE OF KEY
BISCAYNE, FLORIDA, AUTHORIZING THE VILLAGE
MANAGER TO ISSUE A WORK ORD ER TO SFM
SERVICES, INC. FOR THE VILLAGE'S CRA NDON
BOULEVARD LANDSCAPE AND IRRIGATION
IMPROVEMENTS PROJECT IN AN AMOUNT NOT TO
EXCEED $99,355; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the Village of Key Biscayne ("Village") issued Request for Proposal No.
2020-04 (the "RFP") for comprehensive landscape maintenance services (the "Services"); and
WHEREAS, pursuant to the RF P, the Village Council adopted Resolution No. 2020-41
selecting SFM Services, Inc. (the "Contractor") to provide the Services and authorized the Village
Manager to execute an agreement with Contractor, which agreement provides an option for
additional services; and
WHEREAS, the Village's Crandon Boulevard Landscape and Irrigation Improvements
Project consists of the repair of existing irrigation; removal and replacement of grass; and removal,
replacement, and addition of new plant material (the "Capital Project"); and
WHEREAS, on February 9, 2021, the Village Council approved Resolution No. 2021-08
authorizing the Village Manager to issue a work order for the Crandon Boulevard (Phase I)
segment of the Capital Project; and
WHEREAS, the Village sought proposals for the Crandon Boulevard (Phase II) and
Harbor Drive (Phase I) segments of the Capital Project from the three vendors who bid on the RFP
and the Contractor was the lowest, responsive bidder; and
WHEREAS, Contractor has provided a proposal, attached hereto as Exhibit "A," (the
"Proposal") to perform the Capital Project; and
WHEREAS, pursuan t to Section 3.07(b) of the Village Charter, the Village Council desires

M a n a g e r to is s u e a w o r k o r d e r fo r th e C a p ita l P r oj e c t c o n s is te n t w ith th e P ro p o s a l a tt a c h e d h e re to
a s E x h ib it "A " a n d th e a g r e e m e n t p r e v io u s ly e n te r e d in to b e tw e e n th e V ill a g e a n d C o n tra c to r ; a n d
WHEREAS, the Village Council finds that this Resolution is in the best interest and
welfare of the residents of the Village.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA, AS FOLLOWS:
Section 1. Recitals. That each of the above-stated recitals are hereby adopted,
confirmed, and incorporated herein.
Section 2. Authorization. That the Village Manager is hereby authorized to issue a
work order to Contractor for the Capital Project consistent with the Proposal attached hereto as
Exhibit "A" and the agreement previously executed in an amount not to exceed $99,355.
Section 3.
