CALL TO ORDER Mayor Chavez called the City Council Regular Meeting to order at 7:32 p.m. telephonically using gotomeeting app. 2.ROLL CALL PRESENT:Councilmember – Fish, Man, Sternquist, Yu, Chavez ABSENT:Councilmember – None ALSO PRESENT:City Manager Cook, City Attorney Murphy, City Clerk Kuo, Deputy City Clerk Nunez, Assistant to the City Manager Haworth, Administrative Assistant to the City Manager/City Council Flores, Administrative Services Director Paragas, Parks and Recreation Director Matsumoto, and Public Safety Supervisor Ariizumi 3. INVOCATION – Mayor Chavez provided the invocation. 4. PLEDGE OF ALLEGIANCE – Mayor Chavez lead the pledge of allegiance. 5.CEREMONIAL MATTERS – PRESENTATIONS – None 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA – None 7.CONSENT CALEND AR Councilmember Fish made a motion to approve the consent calendar items. Seconded by Councilmember Sternquist and approved by the following votes: AYES: Councilmember – Fish, Man, Sternquist, Yu, Chavez NOES: Councilmember – None ABSENT: Councilmember – None ABSTAINED: Councilmember – None A.APPROVAL OF MINUTES The City Council is requested to review and approve: 1.Minutes of the Regular City Council Meeting of March 17, 2020; 2.Minutes of the Special City Council Meeting of March 13, 2020; and AGENDA ITEM 7.A. City Council Minutes April 7, 2020 Page 2 of 5 3. Minutes of the Special City Council Meeting of March 31, 2020. Action: Approved. B. ADOPTION OF RESOLUTION NO. 20-5461, AUTHORIZING AGENTS TO EXECUTE FOR AND ON BEHALF OF THE CITY OF TEMPLE CITY FOR THE PURPOSE OF OBTAINING STATE AND FEDERAL DISASTER FINANCIAL ASSISTANCE The City Council is requested to adopt the resolution to allow the City to participate in present and future Federal and State disaster assistance programs. Action: Adopted Resolution No. 20-5461, authorizing agents to execute for on behalf of the City of Temple City for the purpose of obtaining state and federal disaster financial assistance. C. APPROVAL OF A THIRD AMENDMENT TO THE CONSULTANT SERVICES AGREEMENT WITH ECS IMAINGING, INC. TO TRANSITION THE CITY’S ELECTRONIC CONTENT MANAGEMENT SOFTWARD FROM ON-PREMISE SERVER TO THE CLOUD To ensure that the City’s public records continue to be easily accessible to the public, transferring the data to the cloud would insure the data from equipment failure and natural disasters. Action: 1. Approved a Third Amendment to the Consultant Services Agreement with ECS Imaging, Inc. to transfer the City’s electronic content management software (i.e., Laserfiche) from City’s on-premise server to the Cloud and provide the annual maintenance and related services; and 2. Authorized the City Manager to sign the Third Amendment. D. ADOPTION OF RESOLUTION 20-5463 AUTHORIZING THE USE OF ELECTRONIC SIGNATURES FOR EXECUTING CITY DOCUMENTS City Council is requested to adopt the proposed resolution to allow staff to utilize electronic signatures to sign various City records and transactions. Action: 1. Adopted Resolution No. 20-5463, authorizing the use of electronic signatures on City documents; and City Council Minutes April 7, 2020 Page 3 of 5 2. Authorized certain signers listed in Resolution No. 24-5463 to have the authority to electronically sign City documents during the COVID-19 Safer-at- Home period or until May 30, 2020. E. PETTY CASH AND VISA CARD REPORT The City Council is requested to receive and file the Petty Cash and Visa Card Report. Action: Received and filed. F. ADOPTION OF RESOLUTION NO. 20-5462 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2019-20 The City Council is requested to adopt Resolution No. 20-5462 authorizing the payment of bills. Action: Adopted Resolution No. 20-5462. 8. PUBLIC HEARING – None 9. UNFINISHED BUSINESS – None 10. NEW BUSINESS – None 11. UPDATE FROM CITY MANAGER A. COVID-19 UPDATE City Manager Cook reported that the City has been monitoring the County Health Department’s restrictions and declaration relating to COVID-19 and how they may impact City’s services and facilities. He stated that the Sheriff’s department has increased their presence in the City and in all unincorporated areas. There has been no change in service level from the Temple Sheriff Station or Fire Station 47. City Manager Cook added that the Sheriff department is issuing warnings, not citations, to enforce the Safer at Home order. City Manager Cook also shared that all vital services are in place at this time (i.e., public utilities, county public work, and city services). City Manager Cook talked about City’s park services and reminded the public that the annual Easter celebration has been cancelled. He asked the public not to congregate in the public. Lastly, he gave an update on the repaving of Las Tunas. He thanked all the essential service workers (i.e., first responders, city staff, grocery staff) for continuing to do their work. 12. UPDATE FROM CITY ATTORNEY – commented briefly regarding reports he has read relating to housing (i.e., housing builders facing difficulties securing financing if they don’t currently have projects moving forward, such as a project that is entitled City Council Minutes April 7, 2020 Page 4 of 5 but has not broken ground.) He also informed Council that the city may need to extend its State of Local Emergency depending on what the County and State is doing. City Council directed staff to look into a mechanism to allow certain extension of entitlement so that the developer/builders can get their financing in place and report back to council at the next meeting. 13. COUNCIL REPORTS REG ARDING AD HOC OR ST ANDING COMMITTEE MEETINGS A. SCHOOL DISTRICT/CITY STANDING COMMITTEE (Councilmember Man and Councilmember Fish) – Formed 1/3/2012 No report. B. LAS TUNAS DOW NTOW N REVITALIZATION STANDING COMMITTEE (Mayor Chavez and Mayor Pro Tem Yu) – Formed 2/18/2014 No report. C. FUTURE DEVELOPMENT OF CITY PROPERTIES STANDING COMMITTEE (Mayor Pro Tem Yu and Councilmember Man) – Formed 2/18/2014 The standing committee requested staff to schedule a meeting to discuss and receive an update regarding the Primrose Park project. D. AUDIT STANDING COMMITTEE (Mayor Chavez and Mayor Pro Tem Yu) – Formed 7/15/2014 No report. E. FACILITIES, PUBLIC WORKS, AND INFRASTRUCTURE STANDING COMMITTEE (Mayor Pro Tem Yu and Councilmember Man) – Formed 4/4/2017 F. LIBRARY CONSTRUCTION STANDING COMMITTEE (Councilmember Fish and Councilmember Sternquist) – Formed 11/19/2019 No report. G. Commissioner Recruitment Ad Hoc Committee (Councilmember Fish and Mayor Chavez) – Formed 3/17/2020 Councilmember Fish reported that it is the Ad Hoc Committee’s recommendation to reappoint current commissioners for another term. City Council directed staff to City Council Minutes April 7, 2020 Page 5 of 5 submit a staff report at the next meeting to reappoint all current commissioners with seat expiring on June 30, 2020. 14. COUNCIL ITEMS SEP AR ATE FROM THE CITY M AN AGE R’S REGUL AR AG END A A. COUNCILMEMBER STERNQUIST – commented on the rental moratorium ordinance Council adopted on March 17. She also reminded the public that starting Friday, facial masks will be required when going out in public. B. COUNCILMEMBER MAN – thanked staff and first responders for the work that they continue to provide during this time. He also remarked on the kindness the residents are showing each other. C. COUNCILMEMBER FISH – reminded the public that City Hall is still providing services even though the facility is closed. Thanked staff and first responders for the work that they continue to provide during this time. D. MAYOR PRO TEM YU – Thanked City Manager for the daily update he has provided to Council and thanked Public Safety Supervisor Ariizumi for providing links with County’s news update relating to COVID-19. E. MAYOR CHAVEZ – Thanked staff and his Council colleagues for the work they have done during this difficult period. He shared that he is now serving as the California Joint Power Insurance Association (CJPIA) Executive Board Secretary and he talked about CJPIA’s level of service during the Safer At Home Order. Mayor Chavez also expressed that he would like to help with the senior meal deliveries. 15. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA – Jim Clift, Temple City resident, thanked Council and staff for the work that they are doing. 16.
