MANAGEMENT SERVICES DEPARTMENT MEMORANDUM DATE: April 21, 2020 TO: The Honorable City Council FROM: Bryan Cook, City Manager By: Peggy Kuo, City Clerk Via: Jillian Nunez, Deputy City Clerk SUBJECT: ADOPTION OF RESOLUTIONS CONFIRMING APPOINTMENTS TO THE PARKS AND RECREATION COMMISSION, PLANNING COMMISSION AND TRANSPORTATION AND PUBLIC SAFETY COMMISSION RECOMMENDATION: The City Council is requested to: 1. Adopt Resolution No. 20-5458 confirming appointment of Serge Haddad and Tom O’Leary to the Planning Commission with terms ending June 30, 2022 (Attachment “A”); 2. Adopt Resolution No. 20-5459 confirming appointment of Kristel Haddad and Jose Tarin to the Parks and Recreation Commission with terms ending June 30, 2022 (Attachment “B”); and 3. Adopt Resolution No. 20-5460 confirming appointment of Ousama Nimri and Noel Palmieri to the Transportation and Public Safety Commission with terms ending June 30, 2022 (Attachment “C”). BACKGROUND: 1. On March 18, 2020 California Governor Gavin Newsom issued a statewide, mandatory Safer-at-Home Order in response to Coronavirus (COVID-19). This order requires everyone to stay home except for essential needs and mandates that a 6 -foot distance be maintained in all public spaces. 2. On March 18, 2020 the City issued a News Release indefinitely closing all City buildings and modifying City services. City Council April 21, 2020 Page 2 of 2 3. On April 7, 2020 the Commissioner Recruitment Ad Hoc Committee (i.e., Mayor Chavez and Councilmember Fish) recommended reappointing the current Commissioners. 4. Staff communicated with the current 6 Commissioners that are up for reappointment and all 6 expressed interest to serve another term. ANALYSIS: Pursuant to Section 1103 of the City Charter, members of all commissions and boards o f the City shall be appointed by the City Council and shall serve at the pleasure of said City Council. City Council is requested to confirm appointments to the Planning, Transportation and Public Safety, Parks and Recreation commission. If appointed, the City Clerk will make arrangements for all appointees to receive their Oath of Office. Appointments. Reappointment of the commissioners will ensure that the Commissions will be able to continue with business as usual. CITY STRATEGIC GOALS: Adoption of the resolutions confirming appointments to City Commissions will promote the City’s Strategic Goal of Good Governance. FISCAL IMPACT: This item does not have an impact on the Fiscal Year (FY) 2020-21 City Budget. ATTACHMENTS: A. Resolution No. 20-5458 Appointments to Planning Commission B. That Serge Haddad and Tom O’Leary are hereby appointed to the Planning Commission of the City of Temple City. Said term to expire on June 30, 2022. SECTION 2. The City Clerk shall certify to the passage and adoption of this resolution. That Kristel Haddad and Jose Tarin are hereby appointed to the Parks and Recreation Commission of the City of Temple City. Said term to expire on June 30, 2022. SECTION 2. The City Clerk shall certify to the passage and adoption of this resolution. That Ousama Nimri and Noel Palmieri are hereby appointed to the Transportation and Public Safety Commission of the City of Temple City. Said term to expire on June 30, 2022. SECTION 2. The City Clerk shall certify to the passage and adoption of this resolution.
