HomeMy Public PortalAbout8.5) Presentation CDBG COVID-19 FundsCommunity Development Block Grant Funds Resulting from the CARES Act Community Development Block Grant Funds Resulting from the CARES Act City Council Public Hearing May 5, 2020 Background March 27, 2020, President Trump signed the CARES Act resulting in new CDBG funds April 7, 2020, Los Angeles County Development Authority (LACDA) informed Temple City that we would receive $123,206 Analysis Temporary Rental/Utility Assistance Program (new) COVID-19 Drive-Up Mobile Testing Program (new) Small and Micro Businesses Program (new) Housing Rehabilitation Program (existing) Youth Scholarship Program (existing) Analysis Temporary Rental/Utility Assistance Program (new) Duplicate the county’s program guidelines Federal stimulus checks Eviction urgency ordinance only delays payments Residents can stay in Temple City and it benefits property owners Analysis COVID-19 Drive-Up Mobile Testing Program (new) Minimum cost for Baldwin Park and Alhambra sites will be $261,000 Minimum cost for Temple City site would be $153,200 using the same rate L.A. County offering several drive-up testing sites 5 locations within 10 miles of city hall Analysis Assisting Small and Micro Businesses Program (new) Limited to businesses with low-income employees L.A. County recently established a similar program that is available to Temple City businesses April 24, the President signed the COVID-19 relief package that provides paycheck protection program so small businesses can continue to pay employees Analysis Housing Rehabilitation Program (existing) Enhance program by outreach marketing materials through other CDBG-funded programs (meal delivery) City doesn’t have a meal delivery program There are 18 people on waiting list Offer grant to install high-speed internet or offer a high-speed internet service subsidy Installation costs $100 Free internet for low-income households with students Existing low-income program service is less than $20 a month Analysis Youth Scholarship Program (existing) Online tutoring or virtual classes “Grab and go” activity packets Re-program funds to purchase equipment or supplies L.A. County Library offering online homework help and other youth-oriented programs Additional CDBG Funds to Address COVID-19 The Youth Scholarship Program will likely have a balance of $16,000 Funds can be reprogrammed to address COVID-19 Return before the end of FY 2019-2020 to consider modifying FY 2020-2021 programs to address COVID-19 relief Recommendation Direct the City Manager to issue a public notice to allocate the new CDBG funds; and Direct staff to return before the end of FY 2019-2020 with a recommendation to modify CDBG programs for FY 2020-2021 to support COVID-19 relief efforts.
