SUBJECT: APPOINTMENT TO COUNCIL
RECOMMENDATION
It is recommended that City Council provide staff direction for the appointment process to
fill the vacant Councilmember seat.
BACKGROUND
1. On April 21, 2020, Council Member Nanette Fish submitted a letter stating that she
was resigning immediately from her position on the City Council.
2. On April 28, 2020, City Council determined that they would fill the vacant
Councilmember seat by appointment. Further, they determined that each
Councilmember may nominate no more than two candidates for consideration to fill
the vacancy.
ANALYSIS
At the special meeting on April 28, the City Council unanimously voted to fill the vacant
Councilmember seat by appointment. Further, the Council determined that each
Councilmember may nominate no more than 2 candidates for consideration by the
whole City Council. Pursuant to the Charter and the decision to make an appointment,
the City Council must make the appointment and adopt a resolution ratifying the
appointment before Wednesday, May 20, 2020.
The only two requirements for the appointment process are that the nominees will meet
the qualifications for elective office as provided in Section 502 of the City Charter and
that the appointment is made by resolution within the timeframe in Section 602. Since
there are no other requirements for the appointment process, the City Council is
requested to discuss and provide direction to staff regarding the next steps for this
City Council

process.
CITY STRATEGIC GOALS:
Moving forward with an appointment to fill the vacant councilmember seat would align
with the City’s strategic goal of good governance.
FISCAL IMPACT:
There is no immediate fiscal impact arising from the decision.
