ITEM 7.C.
COMMUNITY DEVELOPMENT DEPARTMENT
MEMORANDUM
DATE: May 19, 2020
TO: The Honorable City Council
FROM: Bryan Cook, City Manager
By: Scott Reimers, Interim Community Development Director
SUBJECT: APPROVAL OF AGREEMENT WITH THE SAN GABRIEL VALLEY
HUMANE SOCIETY FOR ANIMAL CONTROL, SHELTER, AND
LICENSING SERVICES
RECOMMENDATION:
1. Approve a new agreement between the City of Temple City and the San Gabriel Valley
Humane Society (SGVHS) for animal control, shelter, and licensing services for Fiscal
Year (FY) 2020-21 (Attachment “A”); and
2. Authorize the City Manager to execute the agreement.
BACKGROUND:
1. On June 2, 2019, the City Council approved an agreement with SGVHS for animal
control, shelter, and licensing services. The agreement provided for a one -year term
ending on June 30, 2020.
2. On March 30, 2020, SGVHS provided written notice that they can continue providing
the existing services under the existing terms and requested a new agreement in the
amount of $276,000 to pay for operating expenses (Attachment “B”).
ANALYSIS:
Between FY 2018-2019 and FY 2019-2020, SGVHS requested an increase in its contract
from $197,388 to $252,000, a 28 percent increase. The proposed budget provides for a
10 percent increase from $252,000 to $276,000. The existing agreement covers all
animal control, shelter, and licensing services. SGVHS notes that they expect to have

additional costs related to the COVID-19 pandemic, which has resulted in increased costs
and reductions in revenue. At this point it is unknown what those costs will be.
The SGVHS states that the proposed fee increase is due to increases in California
minimum wage, increases in the costs of caring for the animals entering the shelter,
insurance costs, and maintenance costs. The costs do not cover an y capital projects.
The Board President states that they are hoping to focus on fundraising efforts to help
stabilize costs in the future.
CITY STRATEGIC GOALS:
The City’s agreement with SGVHS furthers the City Strategic Goals of Public Health and
Safety and Quality of Life by ensuring that the City will continue providing animal control,
shelter, and licensing services for the community.
FISCAL IMPACT:
The proposed FY 2020-21 City Budget includes $276,000 in the General Fund to cover the
new monthly fee of $23,000.

Mr. Scott Reimers
Interim Community Development Director
City of Temple City
9701 Las Tunas Dr.
Temple City, CA 91780
Dear Scott,
San Gabriel Valley Humane Society ("SGVHS") very much values the partnership we have built with the
City of Temple City and we look forward to many more years of service!
SGVHS proposes that we extend our existing agreement for an additional year, July 1, 2020 continuing
until June 30, 2021, at an annual compensation rate of $276,000 (a 10% increase).
This increase is necessitated by the continuing increases in the California minimum wage, increases in
the cost of caring for the animals entering our shelter (vaccinations, food, litter, etc.), insurance costs
(even though we have experienced no losses) and the costs to maintain our aging facility. Additionally,
the major Southern California provider of deceased animal cremation services is closing and all facilities
are experiencing a cost increase of —4 times their prior expense.
And while this is not factored into our fee increase, please note that SGVHS is experiencing lost clinic
and other service revenue of —$5,500 per week due to the COVID-19 pandemic.
I will be more than happy to meet with you and other City representatives to discuss the need for this
increase and review our financial statements and facility needs. Please note that as SGVHS has gross
revenues well under $2,000,000 per year it is not required to have an audit. (California Government
Code section 12586(e)(1)). However, in order to provide transparency, we do have an independent CPA
conduct a review of our financials every two years. I can provide the financial review for the 2017 and
2018 calendar years and our internal financials for 2019 upon request.
Scott, I look forward to working with you as we continue to build the partnership between Temple City
and SGVHS to ensure the residents and animals of your City receive the attention and care they need
and deserve.
Sincerely,
Cynthia A.ney
