SPECIAL MEETING MINUTES
MAY 26, 2020
1. CALL TO ORDER
Mayor Chavez called the City Council Special Meeting to order at 6:30 p.m.
telephonically.
2. ROLL CALL
PRESENT: Councilmember – Man, Sternquist, Vizcarra, Yu, Chavez
ABSENT: Councilmember - None
ALSO PRESENT: City Manager Cook, City Attorney Murphy, City Clerk Kuo,
Administrative Assistant to the City Council and City Manager
Flores, Parks and Recreation Director Matsumoto, Public Safety
Supervisor Ariizumi
3. PUBLIC COMMENT – None
2. CLOSED SESSION
A. Purpose: Anticipated Litigation
Potential Cases: One (1)

B. Purpose: Conference with Labor Negotiator
Authority: Government Code Section 54957.6
Agency Representative: City Attorney and City Manager

City Council recessed to closed session at 7:45 p.m. and reconvened with all members
present at 8:02 p.m.
CLOSED SESSION STATEMENT
City Attorney Murphy reported that City Council met in Closed Session and was briefed
on Closed Session Item A “Anticipated Litigation” and Closed Session Item B “Labor
Negotiation”. There is no reportable action.
City Council recessed at 8:02 p.m. and reconvened with all members present at 8:12
p.m.

5. NEW BUSINESS
A. OVERVIEW OF TEMPORARY EMERGENCY ACTION RELATED TO CONTINUITY
OF CITY SERVICES AND PERSONNEL AND REQUEST FOR DIRECTION
Before the expiration date of May 31, 2020, the City Manager is seeking direction from
the Council regarding those members of staff who fall into the category of receiving
paid administrative leave
City Manager Cook gave a brief overview of the emergency actions the City has taken
relating to continuity of city services and personnel. He added that starting June 20,
2020, the park’s part-time recreational staff will be paid for hours worked only.
Mayor Chavez opened public comment. Hearing no request to speak, Mayor Chavez
closed public comment.
City Council made comments regarding paid administrative leave.
Mayor Pro Tem Yu made a motion approving paid administrative leave for the period
June 1, 2020 to June 30, 2020 for all employees except for Senior Recreation Leaders
and Recreation Leaders who will be paid for time worked only effective June 20, 2020
due to changes in recreational programs. Seconded by Councilmember Man and
approved by the following votes:
AYES: Councilmember – Man, Sternquist, Yu, Chavez
NOES: Councilmember – None
ABSENT: Councilmember – None
ABSTAINED: Councilmember – None
6. ADJOURNMENT
The City Council Special Meeting was adjourned at 8:21 p.m.
