COMMUNITY DEVELOPMENT DEPARTMENT MEMORANDUM DATE: June 2, 2020 TO: The Honorable City Council FROM: Bryan Cook, City Manager By: Scott Reimers, Interim Community Development Director SUBJECT: UPDATE ON FIREWORKS PERMITS RECOMMENDATION: Receive and file this report. BACKGROUND: 1. By the submittal deadline of March 31, 2020, staff received nine permit applications from organizations that met the permit requirements. 2. On April 21, 2019, the City Council approved the nine applications for firework permits for the 2020 season contingent upon conditions that may be imposed by the Los Angeles County Public Health Official or Los Angeles County Health Department relating to crowd gathering, retail establishment, or use of fireworks going forward. ANALYSIS: Each of the nine permit holders employed the services of TNT Fireworks to obtain their 2020 fireworks permits. Brad Hudson, the area manager for TNT Fireworks, prepared a physical distancing protocol and plan for meeting the requirements of the Los Angeles County’s Health Order. Mr. Hudson provided the protocols and plan to the Chief Environmental Health Specialist with Los Angeles County Department of Public Health. Under the health order, at the time, only certain retail establishments could open for curbside service. The County verified that they do not issue permits for fireworks stands and provided Mr. Hudson with a revised Health Order issued on May 26. This revised health order allowed “lower risk retailers” to open for in-person shopping. The County also provided a checklist of protocols that must be completed, adhered to, and posted onsite City Council June 2, 2020 Page 2 of 2 and gave Mr. Hudson a notice to customers to post. TNT Fireworks will be meeting with each permit holder to ensure that they are aware of the required protocols and plans. CITY STRATEGIC GOALS: Receiving and filing the update on the fireworks stand permit promotes the City Strategic Goals of Public Health and Safety. FISCAL IMPACT: There is no fiscal impact of taking the recommended action.
