FIRST MEETING - CURRENT COUNCIL
CALL TO ORDER
The Regular Council Meeting of April 18, 2011, was convened at 6:00 P.M. by Mayor John
Landwehr.
ROLL CALL
The following Council Members were present for the roll call:
Present: Carroll, Griffith, Harvey, Koon, Penfold, Pope, Scrivner, Struemph, and
Weber
Absent: *Medin (arrived at 6:20 P.M.)
A quorum was declared present.
Mayor John Landwehr stated that Councilman Ron Medin had informed him that he will be
here tonight, but that he will need to arrive a little late.
Mayor John Landwehr asked if anyone present wished to be added to the list of those who
would like to make a presentation to the Council tonight, and added those names to the list.
MISCELLANEOUS AGENDA ITEMS
Mayor Landwehr recognized members from Boy Scout Troop 5 from Central United Church
of Christ and asked that each member introduce himself and tell what badge he is working
to achieve.
Mayor John Landwehr asked Assistant to the City Administrator Melva Fast and Gerardo
Cornejo to come forward and discuss the "Fair Housing Proclamation" as well as discuss the
4th Stn and 6th grade students who were winners of this year's Fair Housing Poster contest.
Ms. Fast read the proclamation and then asked Mr. Cornejo to recognize the poster contest
winners. Each of the students were present to be recognized, and their winning entries were
shown overhead for the audience to view. Mayor John Landwehr congratulated the students
upon their achievement and stressed the importance of the issue of Fair Housing.
Mayor John Landwehr presented City Coins to Mr. Jim Dyke and Mr. Mark Wegman for
their hard work in presenting the recent event commemorating the 100th anniversary of the
burning of the Capitol building. He thanked both men for their hard work organizing the event
and congratulated them on its success.

Finance Award: Mayor John Landwehr presented the "Certificate of Achievement for
Excellence in Financial Reporting" awarded this year to Finance Director Steve Schlueter.
Mayor Landwehr stated that this is the 14th year in a row the Finance Department has been
awarded this achievement, and stated it is unprecedented to have achieved it for so many
years in a row. He thanked and congratulated Finance Director Steve Schlueter for this
honor that reflects so positively upon not just the Finance Department, but on the City as
a whole.
Police Medal Award Ceremony: The following Police Department medal awards were
presented by Police Chief Roger Schroeder and Mayor John Landwehr:
Officer Jon Kempker — Medal of Valor
Officer Josh Hagemeyer - Medal of Valor
Officer Jeff Collins - Medal of Valor
Officer Curt Bohanan — Medal of Honor
Lt. Randy Dampf — Medal of Honor
Captain Doug Shoemaker narrated the specific incidents for which each recipient was being
recognized. Following each narration, the recipients were awarded the medals and
congratulated and thanked by Police Chief Roger Schroeder and Mayor John Landwehr.
City Administrator Steve Rasmussen introduced students from Lincoln University who attend
a public administration class he is currently teaching and welcomed them to the meeting.

Mayor John Landwehr stated the following minutes have been received and are on file for

Mayor Landwehr thanked the volunteers who serve on these Boards and Commissions
for their vital contribution to our community.
COUNCIL COMMITTEE REPORTS
Administration Committee - Councilwoman Carrie Carroll reported that the Committee
would be scheduling its next meeting after the new Committee is appointed later tonight.
Finance Committee - Councilman Rich Koon announced that the Committee would be
scheduling its next meeting after the new Committee is appointed later tonight.
Public Safety Committee - Councilman Mike Harvey reported that the Committee would
be scheduling its next meeting after the new Committee is appointed later tonight.
Public Works & Planning Committee - Councilman Jim Penfold announced that the
Committee which will be appointed later tonight will be holding its first meeting on Thursday,
April 21, at 7:30 A.M.
Ad Hoc Committees - There were no ad hoc reports made at this time.
ANNOUNCEMENTS OF OTHER UPCOMING MEETINGS AND EVENTS
Councilwoman Carrie Carroll mentioned the Pedestrian and Bicycle trail over the Missouri
River bridge is now open and urged the public to take advantage of it.
APPOINTMENTS BY THE MAYOR
There were no appointments recommended for approval at this meeting.
PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
There were no presentations made at this time.
PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS
Mr. Mo McCullough made a presentation regarding Bill 2010 -123 (abandoned buildings)
and stated that, on behalf of the local Realtors, he would like to thank the City Council and
staff for discussing their concerns with this bill at a couple of recent meetings. He stated that
the Realtors now agree with the language that is contained in the Substitute Bill 2010 -123
which is being presented tonight.

A motion was made by Councilman Dave Griffith for approval of the Consent Agenda as
presented, seconded by Councilman Mike Harvey, and approved unanimously.

INFORMAL CALENDAR
Bill 2010 -123, sponsored by Councilman Medin, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE CITY
CODE, CHAPTER 8, BY ADDING ONE NEW ARTICLE PERTAINING TO ABANDONED
BUILDINGS.
Councilman Ron Medin requested that Bill 2010 -123 be removed from the Informal Calendar
and placed on final passage at this time. Bill 2010 -123 was read third time by title and
placed on final passage.
A motion was made by Councilman Ron Medin to accept Substitute #2 which had previously
been distributed to the Council, seconded by Councilman Rich Koon, and approved
unanimously. Bill 2010 -123 was then passed, as substituted, by the following roll -call vote
as Ordinance 14786:

PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS
Mr. Leonard Steinman made comments regarding e -waste items being placed at the curbs
for the citywide trash pickup.
Mr. Arthur Brown thanked everyone on the Council and especially Mayor Landwehr for
their service to the City. Following his comments, he presented Mayor Landwehr with a
token gift.
COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS
Mayor John Landwehr asked Acting Community Development Director Charles Lansford to
remind citizens about the E -waste event. Mr. Lansford gave times, dates, and location for
the event and explained how it operates.
Councilman Mike Harvey asked Acting Community Development Director Charles Lansford
to explain about tires put by the curb for the citywide pickup. Mr. Lansford stated that tires
will not be picked up as part of the citywide bulky items trash pickup and explained that a
tire drop -off event is scheduled regularly to allow residents to get rid of any waste tires.
Councilman Dave Griffith stated he was grateful to the officers who received medal awards
earlier in the meeting, and stated he believes they should receive a standing ovation. The
Mayor, Council, staff, and audience responded by giving a standing ovation to those officers.
Mayor John Landwehr stated that although the officers were no longer present in the Council
Chambers, he would like them to be informed of the standing ovation by their supervisors.
NEW BUSINESS
There was no new business brought forward at this time.
UNFINISHED BUSINESS
Mayor John Landwehr made presentations of a plaque to each outgoing Council Member
Ron Medin and Jim Penfold along with the narration of the "Mayor's word" chosen to
exemplify each person in the Mayor's opinion. He also congratulated Councilman Eric
Struemph for his election as Mayor, and, even though he is not really leaving, he was also
presented with a "Mayor's word."
City Administrator Steve Rasmussen made a presentation of a gift from City staff: a framed
vintage photograph which was the earliest known photograph of the High Street building

where Mayor Landwehr's law firm is currently located. Also, Melva Fast presented Peggy
Landwehr with a dozen red roses and thanked Mrs. Landwehr for her contribution as the
City's "First Lady" for the past eight years.

Mayor John Landwehr announced that immediately after this meeting adjourns Sine Die, the
administration of the oaths of office to newly elected Council Members will be officiated by
by the Honorable Patricia S. Joyce, Presiding Judge, 19th Judicial Circuit, Div. IV, to the
