JUNE 2, 2020
1. C ALL TO ORDER
Mayor Chavez called the City Council Regular Meeting to order at 7:30 p.m.
telephonically.

PRESENT: Councilmember – Man, Vizcarra, Yu, Chavez
ABSENT: Councilmember - Sternquist
ALSO PRESENT: City Manager Cook, City Attorney Murphy, City Clerk Kuo,
Deputy City Clerk Nunez, Assistant to the City Manager

Interim Community Development Director Reimers
Mayor Yu made a motion to excuse Councilmember Sternquist for cause. Seconded
by Councilmember Vizcarra.

Peggy Miller, Temple City resident, called and ask Council to consider providing
financial assistance to the renters in the City.
7. CONSENT C ALEND AR
Mayor Chavez pulled Consent Calendar Item 7B for public comment.
Councilmember Man made a motion to approve the remainder of the consent
calendar items. Seconded by Councilmember Yu and approved by the following
votes:

A. APPROVAL OF MINUTES
The City Council is requested to review and approve:
1. Minutes of the Regular City Council Meeting of May 19, 2020; and
2. Minutes of the Special City Council Meeting of May 26, 2020.
Action: Approved.
C. ADOPTION OF RESOLUTION NO. 20-5476 APPROVING PAYMENT OF BILLS
FOR FISCAL YEAR 2019-20
The City Council is requested to adopt Resolution No. 20-5476 authorizing the
payment of bills.
Action: Adopted Resolution No. 20-5476.
B. UPDATE ON FIREWORKS PERMITS
The City Council approved the 2020 Fireworks permits on March 31, 2020. The
staff report provides an update on the relationship between the Los Angeles
County Public Health Orders and the fireworks permits.
Jerry Jambazian, Temple City business owner, emailed his public comment
opposing fireworks sales in the City.
City Manager Cook and city staff answered City Council questions regarding sales
and use of fireworks.
Mayor Chavez opened public comment.
Jennifer Oberlander, TCASA, called to share challenges they have encountered
trying to get their booth ready for sale of fireworks.
Mayor Pro Tem Yu made a motion to receive and file the update. Seconded by
Councilmember Man and approved by the following votes:

9. UNFINISHED BUSINESS
A. DISCUSSION OF OPTIONS FOR ORDINANCE NO. 20-1041U, AN URGENCY
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY
TEMPORARILY PROHIBITING EVICTIONS OF RESIDENTIAL AND
COMMERCIAL TENANTS ARISING OUT OF FINANCIAL IMPACTS OF THE
COVID-19 PANDEMIC
The City Council is requested to give staff direction regarding the City’s urgency
ordinance prohibiting evictions of residential and commercial tenants due to non-
payment of rent authorized by Executive Order N-28-20 to local governments until
May 31, 2020.
City Attorney Murphy gave a summary of the staff report and provided additional
information regarding the County and City’s moratorium temporarily prohibiting
evictions of residential and commercial tenants arising out of financial impacts of the
COVID-19 pandemic.
City Council asked questions regarding the City’s existing moratorium prohibiting
evictions of residential and commercial tenants due to non-payment of rent.
Mayor Chavez opened public comment.
Peggy Miller, Temple City resident, expressed that Councilmembers who own rental
properties in the City should not be making any decision regarding this matter and
commented on the no fault eviction.
Hearing no further request to speak, Mayor Chavez closed public comment.
City Attorney Murphy addressed Mrs. Miller’s concern in respect to City
Councilmembers with rental properties in the city making decision regarding this
moratorium. He stated that although Councilmember Sternquist does own rental
properties within the City, when the moratorium ordinance was presented to Council
the first time, staff made sure she didn’t have any individualized issues relating to
her rental properties. While she has an interest, since the moratorium affects every
commercial and rental properties within the City her interest was subject to the
public generally exception, meaning that her interest was the same as any landlord
within the city. Before tonight’s meeting, it was discovered that at this point in time
Councilmember Sternquist had a more immediate individualized interest, so she
recused herself from the item going forward. She has followed the law in that
regards.

Mayor Pro Tem Yu made a motion to continue with the City’s ordinance as is for
now and directed City Attorney and staff to review other local ordinances for
modifications since they were originally established and to bring back in the future
appropriate refinements to the City’s moratorium to clarify the Council’s original
intent and make the ordinance reflect that intent. Seconded by Councilmember
Man and approved by the following votes:
AYES: Councilmember – Man, Vizcarra, Yu, Chavez
NOES: Councilmember – None

ABSTAINED: Councilmember – None

11. UPDATE FROM CITY MANAGER – shared that some businesses are reopening in
the City and he will reach out to them regarding their reopening, talked about
restarting parking enforcement for street sweeping, and thanked LA County sheriffs
and City’s public safety staff for ensuring the safety of the public and property.

C. COUNCILMEMBER MAN – commented on the protests and commented on the
City’s relationship with public safety and first responders.
D. MAYOR PRO TEM YU – thanked the Sheriff’s Department, Fire Department and
City staff for keeping the city safe, commented about the protests and the
enforcement of the health department’s order for people to wear mask when out in
public.
E. MAYOR CHAVEZ – commented on the protests and thanked the first responders
for all that they do. Directed the City Manager to bring back an item regarding the
firework stands and enforcement of illegal fireworks for discussion at the next
meeting.
