COMMUNITY DEVELOPMENT DEPARTMENT MEMORANDUM DATE: June 16, 2020 TO: The Honorable City Council FROM: Bryan Cook, City Manager Via: Scott Reimers, Interim Community Development Director By: Sandra Scott, Planning Secretary SUBJECT: PLANNING COMMISSION ACTIONS - MEETING OF MAY 26 , 2020 RECOMMENDATION: The City Council is requested to receive and file the Planning Commission (Commission) actions from their meeting of May 26, 2020. BACKGROUND: On May 26, 2020, the Commission held their regularly scheduled meeting. ANALYSIS: The following is a summary of actions taken at the May 26, 2020 meeting: 1. ROLL CALL: Present: Commissioner - Cordes, Guan, O’Leary, Haddad, Lee Absent: Commissioner - None Excused: Commissioner - None 2. CONSENT CALENDAR The Commission approved the minutes from their regular meeting of May 12, 2020. City Council June 16, 2020 Page 2 of 3 3. PUBLIC HEARINGS A. PL 20-2306: 6034 SULTANA DESCRIPTION: A request for a time extension for Tentative Parcel Map No. 74097 and the associated site plan review. The project is a lot split subdivision for the improvement of a new, two-story, single-family dwelling on each parcel. The project was originally approved in 2018 ACTION: The Commission voted 5-0 to approve file PL 20-2306, and adopted the resolution recommending a time extension, and find the project categorially exempt from CEQA. B. PL 18-1644: 9040 BROADWAY DESCRIPTION: A request for approval of a tentative parcel map and a major site plan review to construct three detached condominium units. ACTION: The Commission voted 5-0 to approve file PL 18-1644, and adopted the resolution finding that the project is exempt from CEQA, subject to the proposed recommended conditions of approval. C. PL 20-2354: CITYWIDE DESCRIPTION: General Plan Annual Progress Report 2019 ACTION: The Commission voted 5-0 to approve file PL 20-2354, and adopted the resolution recommending that the City Council approve the annual report. D. PL 20-2389 CITYWIDE DESCRIPTION: Amend the Traffic Threshold of Significance for California Environmental Quality Act (CEQA) to Vehicle Miles Traveled (VMT) Rather than Level of Service (LOS). ACTION: The Commission voted 5-0 to approve file PL 20-2389, and adopted the resolution recommending that the City Council find the project categorially exempt from CEQA, and adopt the amended thresholds of significance. 4. UNFINISHED BUSINESS – None 5. NEW BUSINESS – None 6. COMMUNICATIONS – None 7. UPDATE FROM THE PLANNING MANAGER City Council June 16, 2020 Page 3 of 3 Mr. Reimers, Interim Community Development Director, gave an update on the Planning and Building functions and noted that the number of new cases have increased. 8. ADJOURNMENT The Commission meeting was adjourned at 9:30 p.m. CITY STRATEGIC GOALS: Reviewing the Commission actions of May 26, 2020, furthers the City’s Strategic Goals of Citizen Education and Communication. FISCAL IMPACT : This item does not have an impact on the Fiscal Year 2019-20 City Budget.
